Asbestos Verification Survey for Building 1114 at Osan Air Base

1. Introduction

Geotechnical and Environmental Engineering (G&EE) Branch of Far East District (FED), U.S. Army Corps of Engineers conducted an asbestos verification survey of Building 1114 at Osan Air Base on 23 July 2015. The objective of the asbestos verification survey was to verify the status of detected Asbestos Containing Materials (ACM) in the previous asbestos survey.

The asbestos survey was conducted in general accordance with the requirements of Title 40 of Code of Federal Regulations Part 763 (40 CFR 763) Environmental Protection Agency (EPA)’s Asbestos Hazards Emergency Response Act (AHERA) regulations, 40 CFR 61 Subpart National Emission Standards for Hazardous Air Pollutants (NESHAPS), and 29 CFR 1926.1101 Occupational Safety and Health Administration (OSHA) Occupational Exposure to Asbestos.

The survey was conducted by AHERA-accredited building inspectors. Certificates of asbestos inspector are provided in Attachment B.

The bulk samples were analyzed using Polarized Light Microscopy (PLM) and a stereomicroscope as specified by the EPA Interim Method for the Determination of Asbestos in Bulk Samples (EPA-600/R-93/116). Suspected material that contains greater than one (1) percent asbestos is classified as ACM.

The samples were analyzed by LA Testing located in South Pasadena, CA which is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP) and the American Industrial Hygiene Association (AIHA). NVLAP certificate of LA Testing is provided in Attachment C. The NVLAP-accredited laboratory identification and scope of accreditation are provided below:

NVLAP ID: 200232-0

Scope of Accreditation: Bulk/Air Asbestos Fiber Analysis Address: 520 Mission Street, South Pasadena, CA, 91030, USA.

2. Record Review

Previous survey of building 1114 was conducted by URS in 2001 and the report is provided in Attachment D. Table 1 lists detected ACM description, location and area from Building 1114.

3. Asbestos Verification Survey

3.1 Field Survey

Based on previous survey information, US Army Corp of Engineers FED performed an asbestos verification survey of Building 1114 on 23 July 2015. Verification survey includes:

(1) visual inspection of detected ACM based on previous asbestos survey report; (2) bulk sampling of detected ACM on previous survey report for verification if necessary; and (3) new bulk material was sampled if additional ACM identification is required.

3.2 Survey Results

Table 2 summarizes the results of ACM verification based on visual inspection and table 3 provides photograph for found ACMs. The map for verified ACM is provided in Attachment A.

4. Conclusion

Visual inspection for detected ACMs based on the previous asbestos survey report was conducted. As a result, vinyl tile was determined as ACM.

The vinyl tile is identified as a non-friable ACM and observed to be in good condition.

Removing the ACMs is not required until a planned building renovation will impact the area or demolition will be performed. However, asbestos fibers become airborne and the risks from asbestos occur when it is disturbed or damaged. The ACM should not be sanded, scraped or abrasively stripped. To avoid disturbing ACM, proper and continuous maintenance activity is required. The ACM can be left in place, but they should be managed in accordance with the Asbestos Management Plan.
