Questions Answers
Appendix A. CCTV System Locations by Area I, II, III and IV & Appendix B. Parts List
Q1: We have checked solicitation and Appendix A, B and we found discrepancy between Appendix A item lists and Appendix B repair/replacement lists. We thought Appendix B is for repair/replacement parts for Appendix A in maintenance but why they are different ?
Q2: What if we have to repair/replace some parts in Appendix A, How will you pay for them ? The reason why we are asking because you are not required for the price of Appendix A while you are asking for the price of Appendix B.
A1: Appendix A - Existing CCTV locations broken down by Areas.
Appendix B - Parts list to be replaced or repaired IAW para
2.6 of the PWS.
A2: Appendix A is the existing CCTV location to perform CLIN 0001 (PM including Minor corrective maintenance(CM) and on-call repair (OM) works IAW PWS para 2.2 and 2.3.
Appendix B. CCTV Parts and Materials List
Q3: In the E0048 of CLIN 0003 repair/replacement parts list of Appendix B, It is said that "MIiscellaneous Parts/Material Total estimated amount for this item shall be used in KW40,000,000 which is not listed above. The contractor do not propose the price for this item."
and Item No. 0003 in the solicitation, This CLIN has a Not To Exceed amount of KW 260,062,712.
Q4: What is the price of KW 40,000,000 ?
Shall we give you quotation below KW 260,062,712 for Item No.
0003 including KW40,000,000 of Miscellaneous Parts/Material Total estimated amount ? or Is the price of KW 260,062,712 except for KW 40,000,000 ?? We want you to make this clear.
A3: Offeror shall propose unit price per items E0001 through E0046 only. E0047 (NTE amount KW40,000,000) is for future task orders if parts are not listed in items E0001 through E0046.
A4: E0047 (Miscellaneous items) are for the items not listed in E0001 through E0046 in Appendix B. Contractors do not have to propose the price for the miscellaneous items amount of KRW40,000,000 (NTE). This amount is also included in the total NTE amount KRW260,062,712 of CLIN 0003 prices.
Q5. All materials in the Appendix B can be replaced with equal or better items. Is it right ? You don't care for size or case(exterior) ? So, can we propose proper price with any equal or better items for the price of repair/replacement parts in Appendix B ?
A5: Yes, Appendix B can be replaced with equal or better items. (See Para 2.6 of the PWS.)
Q6. In the E0029 of CLIN 0003 repair/replacement parts list of Appendix B, it is just indicated as FLIR cameras with no detailed specification. As you know, there are lots of kinds of FLIR cameras. Can you let us know more specifications or model number you prefer ? It is too vague to make quotation with just FLIR cameras.
A6: E0029 FLIR Camera is deleted from Appendix B.
Repair/Replacement Parts List.
Solicitation CLIN 0001 (PM) and para 2.3 in
PWS
Q7. Item No. 0001 in the solicitation, we thought the price is about PM service only but it is said that including CM and OM repair service. We assume that it means all cost for PM, CM and OM. Please make this clear, is it the price for PM only ? or total price including PM, CM and OM ??
A7: See the revised CLIN 0001 description (including minor repair) and Para 2.3.

Factor B. Past Performance: The past performance factor considers the offeror’s demonstrated recent and relevant record of performance in supplying services that meet the contract requirements. Past performance will be evaluated on an acceptable/unacceptable basis. Offerors are required to identify contracts, both commercial and government contracts for the same or similar service. The Government may ascertain past performance information on the offeror from sources other than the contracts/references provided. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable”.
Recent Past Performance is within the last five (5) years as of the closing date of the solicitation. Relevant past performance are those that are the “same or similar” services based on size, scope, complexity, and contract type.

The offeror(s) has demonstrated satisfactory timeliness and quality of services within the last five (5) years.
Unacceptable (U) – Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort and satisfactory timeliness and quality of services within the last five (5) years.
Note: In addition, as part of the Responsibility Determination, the Contracting Officer will evaluate past performance to determine the offeror’s capability to perform the contract. Failure to submit data or lack of any performance history will not in itself be a reason for determination of non-responsibility. The Contracting Officer is not limited to the information provided. The Contracting Officer may use this data along with data obtained from other sources the Contracting Officer determines appropriate to obtain sufficient information on the offeror’s past performance to make a responsibility determination.
Factor C. Price Proposal: The offeror shall complete the pricing information for each Contract Line Number (CLIN) identified and Exhibit Line Item Number (SCLIN) that has quantity identified to include:
(a) Schedule of Services (CLINs/SubCLINs) of the RFP for all five (5) years;
(b) Prices shall be in local currency (Korean Won)
(c) Any escalation in option year pricing shall be identified
Pricing shall be included for all CLINs and Sub-CLINs (Prices shall be in Korean Won). Price analysis will be performed to determine the total evaluated price to support the selection of the lowest priced technically acceptable offeror. All fixed priced CLINs will be added to the total extended prices of requirements.
The offeror(s) shall round all unit prices to the nearest whole Korean Won (KRW) thereby eliminating the use of any decimal points.
(1) Completeness. The Offeror shall complete the pricing information for all CLINs, and Sub-CLINs identified for all five (5) years.
(2) Price Realism. Price Analysis in conjunction with Technical Analysis will be used to perform a price realism analysis to determine if the price is realistic for the work to be performed. Price proposals, which are unrealistically low, will be deemed reflective of a failure to comprehend the complexity and risk of the proposed contractual requirement and may be grounds for rejection of the proposal.
(3) Price Reasonableness. Price should also reflect fair market value and be reasonable when compared to the independent Government estimate, previous prices for same or similar services and/or when compared among other technically acceptable offers.
(4) Unbalanced Pricing. As part of the price evaluation, proposals will be reviewed to identify any unbalanced pricing. IAW FAR 15.404-1(g)(3), Unbalanced Pricing, a proposal may be rejected if the Contracting Officer determines the lack of balance poses an unacceptable risk to the Government.
Note 1: The Government will examine price proposals for artificially low unit prices. Offers found to be unreasonably high, unrealistically low (an indication of “buy-in”), or unbalanced, may be considered unacceptable and may be rejected on that basis.
Note 2: Price is not scored. The Government will review the price proposal to determine the extent to which it is reasonable, realistic, and consistent with the technical proposal. The lowest price for award purposes will be the combined total of the effective period five (5) years from the date of award. Price shall include all CLINs and Sub-CLINs as listed on the Price Schedule including all five (5) years. The Government intends to evaluate proposals and award a contract without discussions. Therefore, Offerors are instructed that submitted proposals should contain their best pricing.
Option Clause 52.217-8. The Offeror’s total price for the purpose of evaluation will include the 1st year, 2nd year, 3rd year, 4th year, 5th year, and one-half of the 5th year.
