QUESTIONS AND ANSWERS

Question 1.

A manufacturer of Item #4(NSN:8010-01-545-2016) advised us that they can provide us only 3 gallon kit as a Unit measure comes with 2 gallon size can and 1 gallon size can as a kit according to mixing ratio. In the list in original bid, its size was 3 gallon kit.(Quantity was 60 kits). Therefore please advise whether 3 gallon kit is acceptable or not?

Answer : Acceptable.

Question 2.

For Item #5(NSN:8010-01-603-2127), we identified it as a primer but it was not in the part of MIL-DTL-64159B spec. NSN number above calls for MIL-DTL-53030 TY2 as you posted on the previous bid so I hope you to check it again.

Answer : Revised NSN specifications for ELIN 04 and 05 as below.

04: http://quicksearch.dla.mil/qsDocDetails.aspx?ident_number=29107 05: http://quicksearch.dla.mil/qsDocDetails.aspx?ident_number=29102

Question 3.

From Item#9 to #26, please inform us application details such as substrate and locations such as walls, doors, concrete floors, cars, robot machine and etc. if possible because it is very important for us to quote suitable products. Coating materials are very much sensitive in terms of adhesion, durability, texture and color so we need to gather enough information to quote the right products.

Answer:

ELIN 9 – 20: Use on the standard steel ISO container as the end use of all these products. (The ISO containers are what the paint will be applied to. Paint is for exterior use on steel) ELIN 21: Used on the exterior of internal combustion engines with temperatures up to 650 degrees Celsius ELIN 22: Used on the exterior of internal combustion engines with temperatures up to 700 degrees Celsius ELIN 23: Must be compatible with the products supplied under ELIN 9 – 20.

ELIN 24: Interior of tactical equipment not requiring weather resistance. Interiors of combat vehicles are constructed primarily of steel. (Steel is the surface to which the epoxy paint has to adhere to) ELIN 25: Interior of tactical equipment not requiring weather resistance. Interiors of combat vehicles are constructed primarily of steel.

ELIN 26: Must be compatible with ELIN 24 and 25.

Question 4.

If the end user strongly insist on using exactly identified color with designated Federal Color Codes on the bid list, we cannot quote for ready made products in Korea. Consequently we need to resort to expensive order made or import of US made products. Such being the case, we hope color requirements be changed from "identical to the designated Fed. Color Code" to "close to the designated Fed. Color Code" if possible for easier inspection.

Answer: Exact match not required. Recommend that once the contract is awarded that the vendor provide the Heavy Equipment Division with the color pallet samples from the paint supplier. HED will select the color code for the color closest to the color requested.

Question 5.

LN#05 8010-01-603-2127 GRAY, LIGHT EPOXY PRIMER COATING, 2 TYPE.

NSN 8010-01-603-2127 for Waterborne base is a color of " OFF-WHITE" not GRAY, LIGHT. FYI, GRAY, LIGHT color is Solvent base, not water borne base.

Pls confirm it.

Answer: Off-white is acceptable. This is a primer coating and the color will vary depending on the manufacturer. The naming of the color will also vary depending on the manufacturer. One company may call the color off-white another company may call the color any of the variations of grey. The name of the color is not important.

Question 6.

LN#08 isopropyl Alcohol, FS#34056 Isopropyl Alcohol has COLORLESS, not FS#34056 color.

Pls confirm it.

Answer: The color was an error. Isopropyl alcohol is COLORLESS.
