b. Minimize extended work hours requirements by shifting employee work schedules and performing split shifts or floating shifts to the maximum extent possible.

1.3.2. Extended Hours Notification. The Contractor shall submit an Extended Hours Request to the COR when extended hours are, or may be necessary to support scheduled operations. Contract Data Requirement List (CDRL)

Regulation. Travel and per diem expenses will be paid to the Contractor under CLIN X004 at approved allowable, allocable, and reasonable costs as defined by Federal Acquisition Regulation (FAR) Part 31. The Contractor agrees that billings to the Government for travel and per diem expenses shall only be for reimbursement of costs incurred, and shall not include other fees. Contractor provided vehicles will be used for TDY travel in the Korean theatre.

Reimbursement will not be made for the use of a personally owned vehicle unless approved in writing by the COR prior to any TDY. The Contractor shall provide a trip report to the COR for all travel/TDYs reimbursed by the

Government. CDRL A015, Trip Report.

1.4.2. TDY. One day of travel to and one day of return travel is authorized for any TDY/deployment. Typical deployment length would be 5 days (2 days travel and 3 days operations). Areas within R-110 (Pilsung Range) will not be considered TDY locations. The mobile Scud target shall be available for TDY movement as directed by the

COR. These TDYs are generally associated with, but not limited to, contingency exercise (i.e. FOAL EAGLE, Live

Fire Exercises).

1.5. Quality Control. Quality Control is the responsibility of the Contractor. The Contractor shall establish and implement a system of supervisory checks and controls to ensure that the minimum requirements and standards outlined in the PWS are met. CDRL A016 Quality Control Inspection Reports.

1.5.1. Quality Control Plan (QCP). The contractor shall prepare a comprehensive QCP. CDRL A027 Quality

Control Plan. The quality of work and services provided under this PWS are the responsibility of the Contractor.

Therefore, the contractor shall develop and maintain a QCP to ensure performance satisfies the requirements in this contract.

Quality Control is a managerial process that:

Samples and evaluates actual performance

Compares actual performance to goals, standards, and requirements

Takes action to correct any differences

If the contractor is not performing all three steps, a QCP does not exist.

The contractor’s QCP shall contain such information as items to be controlled, how the performance quality will be sampled, who is responsible for verifying work and service quality, who is responsible for correcting any deficiencies, and the inspection plan. The Contractor shall submit the QCP with the Contractor’s proposal and shall be updated thereafter to maintain an effective and efficient QCP. The Government will make final review and acceptance of the QCP and any subsequent changes within 10 days of contract award. The quality control plan shall cover all requirements detailed in this contract but should pay particular attention to the requirements identified in the Performance Requirements Summary. Any changes to the QCP shall be submitted to the COR prior to implementation.

The Contractors QCP shall include at a minimum:

a. The Contractor’s corporate quality policy (and state if the contractor has a quality program/plan certified under the ISO 9000/ANSI Q90 series of quality standards, or has applied for ISO 9000/ANSI

Q90 certification) including examples of how that policy is fulfilled.

b. The documents and records the Contractor shall develop, keep, and use in the QCP.

c. A method/system to measure, record, track, and report the quality of performance.

d. A method/system to ensure the quality of supplies and work provided by vendors and sub-contractors.

e. A method or system to identify and correct the root causes of any performance deficiencies, rather than treating symptoms.

f. How the contractor shall approach continuous improvement efforts with internal and external customers.

g. A method and schedule for periodically verifying that the contractor’s QCP is capable of controlling the quality of work performed.

h. Specific qualifications, training, experience and functional area of expertise required for contractor personnel to perform each level of Quality Control inspection/function.

1.6. Quality Assurance. The COR will evaluate the Contractor’s performance under this contract in accordance with (IAW) the Quality Assurance Surveillance Plan (QASP) for those tasks listed in the Performance

Requirements Summary. The QASP is a document specifying the surveillance methodology to be used by the 7 Air

Force (AF)/A3A Quality Assurance Evaluator (QAE) for surveillance of Contractor performance.

1.7. Security and Safety

1.7.1. Safety. The Contractor shall be responsible for the safety of all Contractor personnel and for the safety of air and ground operations.

1.7.1.1. Safety Program. The Contractor shall establish and implement an Occupational Health and Safety program which complies with the requirements of Air Force Occupational Safety and Health Standards and with ground safety, explosives handling, electronic systems, radio frequency radiation, flight safety, range safety, and

ROK environmental conditions. The Contractor shall provide the Safety Program as part of the Management Plan within 30 calendar days after contract award to the COR upon acceptance. CDRL A018, Management Plan.

The Safety Program shall include at a minimum:
