AMENDMENT 0005
a. The purpose of this amendment is to answer the questions from prospective offeror as shown below:
Q1) I have also noticed Amendment 0003 in FBO to revise requirement for mechanical craftsman. It is correct that Mechanical Craftsman ( ) license does not exist by its name but there are HVAC( ) or Boiler License which covers fuel system, cooling system or minor engine, power generation system and are called literally "~~~~Mechanical Craftsman license".. If Mechanical Craftsman needs three(3) years of experience in the maintenance of fuel system, cooling system or minor engine, power generation system, they need HVAC or Boiler license rather than license in forklift or excavator or bulldozer.
license in forklift or excavator or bulldozer is for operation but not for trouble shooting any defective or damaged systems. This must be distinguished in technical evaluation if Mechanical Craftsman is considered "Key Personnel".
A1) Subfactor 4, Mechanical Craftsman in Addendum to FAR 52.212-1 and Addendum to FAR 52.212-2 is revised as shown below.
- Subfactor 4, Mechanical Craftsman (s): The Operational Mechanical Craftsman(s) ( ) shall possess a license of Heavy Vehicle Driver License ( ) in forklift or excavator or bull dozer. The Maintenance Mechanical Craftsman(s) shall possess a license of Heating, Ventilation, Air Conditioning (HVAC) ( ). The Maintenance Mechanical Craftsman shall have a minimum of three (3) years of experience in the maintenance of fuel systems, cooling systems, minor engine overhaul (i.e. cylinder head replacement), diesel engines, and power generation equipment.
Q2) Phase-in cost is not evaluated?
A1) We evaluate overall total price including Phase-in cost.
b. All other terms and conditions remain the same.
