CLARIFY ANSWERS
Questions and Answers 16 December, 2015
1. Vendor Question: Can we have any analysis report of Geological study of Runway ends to refer it for the installation of structures and foundation works?
Government Answer: The Government has provided a diagram of the Boring Hole. See Attached Information.
2. Vendor Question: Can we get detailed existing drawing of Runway 09L/27R?
Government Answer: This information cannot be released to the General public.
3. Vendor Question: Can we get drawings of existing AC Power cabling and communication line topology connected to existing shelters? It will be need to realistic costing for necessary trenching new power & telecom cables into each of new shelters. We assume that Government has already finalized design drawings of Osan AB existing Runway (old). It will be enough for bidders to refer for this works.
Government Answer: The Government has provided a diagram of the Power distribution line.
Please see attached diagram.
4. Vendor Question: Can we use existing Manholes for telecom line connection or get drawings of old and new manholes in Runway side?
Government Answer: The Government has no objection to the vendor using the existing manholes for duct accessibility. No drawings are being provided at this time based on the and /or question.
5. Vendor Question: Between expected new LOC Antenna and LOC Shelter, there are paved roads for vehicles.
To connect Antenna into equipment in shelter, it will be needed to dig the road then can be re-paved. Is it allowed to do so?
Government Answer: The Government has no objection to the vendor excavating the road as long as it’s returned to its original condition once work is completed.
6. Vendor Question: We would like to know available working hours per day. For example, availability during 8AM – 9 PM or night times or weekend at urgent case.
Government Answer: This information is listed in the original RFP under Technical Provisions - III
7. Vendor Question: Can we use crane during installation works of GS Antenna?
Government Answer: Yes, as long as the construction waiver is approved. The contractor will be required to submit the product specifications to the COR. Once the equipment approval is vetted, the equipment will be deemed safe to use on the runway.
8. Vendor Question: Can we use container type office space at some place nearby GS/LOC shelter for storing devices and tools and required documents, etc.?
Government Answer: A Temporary container could be used in a designated location during the course of the project. The COR will provide the contractor with a designated area for the device once the contract is awarded, but not directly on the airfield.
9. Vendor Question: Does it mean that bidders are asked only to propose 2 Glide Slope and 2 Localizer without DME equipment?
Government Answer: The Current On-Field DME shall be utilized for the new ILS system (non-paired DME). Channel 116X
10. Vendor Question: The article l.ii of Technical Provision II states that “The FLAT will be carried out by the contractor’s flight check aircraft team” while the article l.ii.(4) describes that “FLAT duration shall not exceed 25 hours of flight time per system, flight time in excess of this will be charged to the contractor.
The latter statement clearly states that the flight time less than 25 hours per systems is free of charge to the contractor, but the former statement seemingly indicates that the contractor is in charge of the all cost of flight time regardless of flight time duration. Please clarify which interpretation is correct.
***25hrs for the FLAT per system will be part of the contract, any additional requirement above and beyond that, the contractor will need to pay for separately.
Government Answer: ii) Flight Acceptance Test (FLAT): The FLAT will be carried out by the contractor’s flight check aircraft team.
(1) The contractor shall provide an engineer to the site to provide technical support during the FLAT.
(2) The inspection team will perform tests in accordance with ICAO Document 8071 and ICAO Annex 10.
(3) If the installed system fails the FLAT, the contractor is responsible for remedial actions.
(4) The KTR price proposal shall contain the cost associated with up to 25 hours total. Cost in excess of 25 hours will be performed at the KTRs expense.
(5) The contractor should note that the flight test could be delayed due to military operations, weather conditions, or the flight test center’s schedule at no additional cost to the government.
(6) The FLAT will utilize the on-station Distance Measuring Equipment (DME) which will be Government furnished. The contractor shall not purchase/install a DME system on this contract.
(RFP Page 11)
11. Vendor Question: In case the flight time less than 25 hours per system is free of charge to the contract, then the next question is the clarification on the term of ‘system’. Does the term refer to the systems like LLZ systems and GP systems? In this case the free of charge time amounts to 50 hours because 25 hours are for LLZ system, and additional 25 hours are for GP systems.
Government Answer: The 25hr FLAT test is for the “whole system” of the ILS, which includes the LLZ and GS. However, we are requesting two systems, one for 09L and one for 27R, therefore, 50hrs are authorized for the entire contracted work.
12. Vendor Question: The paragraph 2.2.7 reads that VHF antennas should be furnished with each shelter, but it does not have any comment on the transceiver. Does it mean the contractor shall not provide the transceiver?
Government Answer: A transceiver is required for airborne communication. Contractor must provide a communication means for maintenance personnel to communicate with airborne MoLIT flight check aircraft that operates in the VHF spectrum.
13. Vendor Question: The paragraph 2.2.8 reads “All monitored and internally measured system parameters shall be available for display via a station RS-232 communications port.” The technical trend is that Ethernet port is becoming popular for the communication port between LLZ/GP station and RMM / LMM computers. We want to know if the RS-232 port must be used for the purpose.
Government Answer: The RS-232 is the minimum requirement, Ethernet connectivity is acceptable.
14. Vendor Question: In the RFP, six LMMSs and six RMMSs are required; however without DME installation, we need four-RMMS/LMMS. Could you check?
Government Answer: Yes, only 4 LMMS and 4 RMMS are needed.
15. Vendor Question: In the RFP, it said "Price analysis will be performed to determine the extent, to which it is adequate, reasonable, and realistic". However, it also said "the lowest priced" would be picked. Does that mean "The lowest price among the realistic and reasonable?" or "the lowest price?"
Government Answer: Award shall be made in accordance with the Federal Acquisition Regulation (FAR) to the responsible offeror submitting the lowest priced, technically acceptable offer that conforms to all terms and conditions of this solicitation. The Government reserves the right to make a technical acceptability determination without any discussion with the offeror. (RFP Page 58) Price analysis will be performed to determine the extent, to which it is adequate, reasonable, and realistic and complete the project described in the solicitation in accordance with FAR 15.404-1(b). (RFP Page 59)
16. Vendor Question: Could you confirm the following method?
1) Two copies need to be summited
2) First Copy: With Company information and logo on the Volume I, II, III
3) Second Copy: Without Company information and logo on the Volume I, II, III and delete prices information in the Volume I. Is that correct?
Government Answer: The vendor Format shall conform to the RFP as noted in the Instructions to Offerors: The proposal submission shall be clearly indexed and logically assembled. All proprietary information shall be clearly and properly marked. The offeror shall submit two copies of the proposal: One copy of the proposal which includes all pages of each index appropriately numbered and identified by the complete company name, date and solicitation number in the header and/or footer (Volumes I, II, & III) and one copy of the proposal which includes all pages of each index appropriately numbered with the date and solicitation number but without the company name, logo, or price (Volume I only). (RFP Page 55)
17. Vendor Question: The proposal includes relevant experiences and past experiences of the prime contractor.
Do we need to mention about the relevant experiences and past experiences of the sub-contractor?
Government Answer: Relevant Experience: The offeror shall submit evidence of minimum two (2) years prior experience within the last seven (7) years in similar or same scope, magnitude, and complexity as specified in this solicitation as a prime contractor on a turnkey contract which includes the acquisition at a minimum the following (RFP Page 56)
Past Performance: The offeror shall provide a list of all contracts and subcontracts it has held within the last three (3) years which are similar to that which is detailed in this solicitation. Offerors shall present past performance for themselves, and for any proposed division, subcontractor, or teaming contractor whose effort on this contract will significantly influence performance of the proposed effort. Please see Page 57 of the RFP.
18. Vendor Question: In the RFP pg. 56 Sub-Factor 3 about the "COMPANY INFORMATION". What is the company in this term? Our company? Or the customer?
