Lastly, does this clause mean that a subcontractor should have same qualification (below) with the contractor?
"If sub-contractors are used, the subcontractors shall have the same qualification in prior experience and contractor’s business registration as the prime contractor."
1) The offeror shall submit evidence of a minimum two (2) years of experience within the last five (5) years from the issuance of this solicitation in providing facility maintenance and management or similar maintenance related to this requirement.
Subfactor 2) Prime Contractor's Business Registration: The prime contractor shall have a current and valid Business
Registration issued by ROK Government in English and Korean.
Subfactor 3) Prime Contractor’s Business Certification: The prime contractor shall have a current and valid business
Certification of Construction Equipment Maintenance and Repair
Answer 9: Yes. The subcontractors shall have same qualification with the prime contractor for all required qualification.
Question 10: In respect of clause 1.13.2. Prime Contractor’s Registration and Certification, the accomplishment of the assigned work under the subject PWS does not appear to actually need a certificate of construction maintenance equipment as this certificate is to repair equipment, whilst the objective of the performance work statement (PWS) is to provide care of supplies in storage (COSIS) and transportation movement support to the U.S. Army Field Support
Battalion-Northeast Asia (AFSBn-NEA). All requirements, including appropriate safety training programs, can be carried out by a suitably capable contractor or specialist subcontractor experienced in the care of supplies in storage and transportation movement support. We therefore believes that the possession of a certificate of construction maintenance equipment does not prove any capability for meeting the PWS objective and we are asking if this requirement can be removed to enhance the range of competitive bids that may be submitted.
Answer 10: Deleted “certificate of construction maintenance equipment (건설기계정비업 신고증) in paragraph
1.13.2 and ADDENDUM TO FAR 52.212-1 and 52.212-2.
Question 11: We request that bid closing date be extended from 26 August 2016 to 5
September 2016.
Answer 11: The bid closing date will be extended as shown below paragraph e.
Question 12: With regard to Government Furnished Property and Material:
- Q: Does the Government provide water to drink or water in drinkable condition?
- Answer 12: Yes, Government provide water and drinkable condition.
-Q: Are telephone lines or internet lines inside buildings/facilities accessible for commercial use?
- Answer 12: Telephone lines or internet lines for commercial use are not available.
- Q: Are warehouses equipped with AC or heaters?
- Answer 12: There are no ACs or heaters in warehouses but there are ACs or heaters in the break room and the office.
Question 13: The US government will provide property like forklift, cargo truck, and so on to the contractor for use in the performance of service as written in the solicitation sheet, but there is no comments to repair or maintenance of it. Why the contractor needs Business Certification of Construction Equipment Maintenance and Repair? If the using forklift broke, then the contractor has to be repaired? The main point of view is that the solicitation is basically focused on maintaining and managing the warehouses NOT for the property.
Answers 13: The Government will repair all the Government Furnished Equipment (GFE) when the GFE gets broke.
Question 14: There are probably 4 warehouses the contractor has to be managed include vehicles storage, and PWS doesn't say that how many teams or people have to be provided.
Does it all depend on contractor’s consideration? Such as, we think 10 to 15 people is proper for the project, and all the required experiences and licenses will be each person following subfactors.
Number of hired people and teams are not limited, right?
Answer 14: The Contractor shall manage two (2) warehouses (WH1/WH2) and one (1) shed (Shed 16). The
Contractor shall provide adequate personnel to satisfy the services required by the PWS based on paragraph 5.1. of
Estimated Workload Data for monthly/yearly.
b. The following paragraphs are added in the PWS.
