Summary
This document is a Standard Form 30 Amendment to Solicitation W91QV1-26-R-A068, issued on September 4, 2026, by the U.S. Army at Fort Belvoir, Virginia, with an effective date of September 8, 2026. The amendment provides answers to 126 industry questions and clarifications regarding a small business set-aside solicitation for the upgrade and replacement of an analog closed-circuit television (CCTV) surveillance system to Internet Protocol (IP) cameras at a forensic laboratory facility. The solicitation closing date is September 8, 2026, at 10:00 AM EDT. Offerors must submit electronic proposals via email to Aneisha Johnson (Contract Specialist) and Sheu Mojeed (Contracting Officer) with a technical proposal not to exceed five pages, a detailed equipment list, and completed FAR 52.212-3 representations and certifications. The Government anticipates awarding a firm-fixed-price contract using a Lowest Priced Technically Acceptable (LPTA) evaluation approach, with technical capability as the primary factor and price as the secondary factor. The contract includes a one-year base period of performance from September 25, 2026, through September 24, 2027, with delivery and installation to occur within 30-90 days of contract award.
The requirement encompasses the replacement of 55 IP cameras (54 interior and 1 exterior IP68-rated camera at the front entrance) to replace obsolete analog equipment, with distribution across four floors of the facility (8 cameras on the 1st floor, 18 on the 2nd, 9 on the 3rd, and 19 in the basement). The contractor must furnish all Category 6 plenum-rated cabling, PoE network switches, patch panels, rack space, uninterruptible power supply capacity, and related infrastructure. The existing exacqVision Professional license system (Software Version 25.1.7.0, NVR model EXACQ IP08-240T-R2XW-E, expiring September 29, 2026) will remain; the contractor must furnish new per-camera IP licenses for all newly installed cameras. Required deliverables include as-built drawings and camera location schedules (due two weeks prior to installation), cable certification test reports, end-user training, and a minimum 90-day warranty with maintenance service for the remainder of the fiscal year. The contractor is responsible for removing existing analog cameras and coaxial cabling, which shall remain Government property at the facility. All work must occur during normal duty hours (7:30 a.m. to 4:00 p.m., Monday through Friday), with after-hours work permitted at the laboratory's discretion for large or intrusive workloads. Contractors will require security clearance with names submitted one week prior to project start and will be escorted in forensic areas. The Buy America Act applies to all supplies and equipment, and offerors must comply with Section 889 of the National Defense Authorization Act regarding foreign manufacturers.

ADDENDUM TO 52.212-2
Award will be made using best value Lowest Priced Technically Acceptable (LPTA) procedures. Award will be made to the offeror provided its technical proposal conforms to the requirements of the solicitation; its price is determined to be fair and reasonable by the contracting officer; and the contracting officer determines the offeror is responsible. Proposals submitted in response to this solicitation shall include the following
FACTOR 1: TECHNICAL CAPABILITY EVALUATION.
Technical Capability reflects the Government’s confidence in each offeror’s ability, as demonstrated in its offer, to provide the requirements as stated in this solicitation. The Government will evaluate whether the offeror has demonstrated that it can meet the minimum requirements in the Performance Work Statement. Offers that do not demonstrate that it can meet the minimum requirements will not be considered further for award. If an offeror does not indicate whether it can meet the minimum requirements, the Government will determine that it cannot.
Technical Capability will be evaluated as either Acceptable or Unacceptable. Definitions are as follows:
TECHNICAL EVALUATION
RATING DESCRIPTION
Acceptable Offer clearly meets the minimum requirements of the solicitation.
Unacceptable Offer does not clearly meet the minimum requirements of the solicitation.
Note: Any offeror receiving a rating of “Unacceptable” for Technical Capability will no longer be considered for award.
FACTOR 2 3: PRICE:
Price will be evaluated separately from Technical and will be evaluated for fairness and reasonability in terms of the Government’s requirement. Price must be determined to be fair and reasonable. Offerors' price proposals will be evaluated to determine if the price is fair and reasonable in accordance with FAR 12.209. Pricing will be evaluated using various price analysis techniques and procedures similar to those listed in FAR 15.404-1(b) including, but not limited to, comparison of proposed price received in response to the solicitation with a comparison to the IGE.
52.217-8 Evaluation Criteria - As a part the price evaluation, the Government will evaluate the Option to Extend Services under FAR Clause 52.217-8 by adding one-half (1/2) of the offerors' final option period prices to the offerors' total contract price for the purpose of evaluation. Offerors shall not submit a price for the potential one-half extension of services period. Thus, the offerors' Total Evaluated Price (TEP) will include the total cost of the base period, all applicable option periods (OPYR 1-4) as proposed on the solicitation or most up-to-date amendment and the possible (6) month extension under FAR Clause52.217-8. The TEP will be assessed in accordance with the guidelines in 15.404to determine that the price is fair, reasonable, and balanced.
