About this file

This is a Questions & Answers document for a federal contract opportunity issued by Fort Detrick for sewage sludge transport and composting services (Contract Number W91QV126RA030).

The document addresses seven key inquiries from prospective contractors regarding sludge characterization, permitting, treatment processes, and contract history. Fort Detrick confirmed it will provide sludge analysis including 503 metals, nutrients, PCBs, percent solids, and pH, with PFAS results pending as a new requirement. The government committed to providing Maryland Department of the Environment (MDE) utilization permits, discharge permits, and related state data. Regarding material classification, Fort Detrick clarified that the sludge is neither Class A nor Class B, but contractors may conduct their own testing. The sludge is processed as liquid and dewatered via centrifugal process to achieve at least 15% solids content. This is a recompete contract with an incumbent contractor currently performing services under Contract Number W91QV121C0002. Fort Detrick acknowledged that PFAS testing is a new requirement for the current year and indicated that samples would not be collected until the following Monday with results expected approximately one week thereafter, recognizing that prospective bidders cannot provide pricing without complete material analysis and permitting documentation.
