About this file
This is a Questions and Answers document for federal contract opportunity W91QV126RA030 regarding Fort Detrick Sewage Sludge Transport and Composting services.
Fort Detrick will provide sludge analysis including EPA 503 metals, nutrients, PCBs, PFAS, percent solids, and pH, though PFAS results are pending as a new requirement. The installation will supply Maryland Department of the Environment (MDE) utilization and discharge permits along with related state data. The sludge material is classified as neither Class A nor Class B, and contractors are welcome to conduct independent testing. Fort Detrick treats liquid sludge through a centrifugal dewatering process that achieves a minimum of 15% solids. This is a recompete of an existing contract rather than a new requirement; the current incumbent contract number is W91QV121C0002, providing potential offerors with historical performance context for their proposals.
