About this file
This document is an Addendum to FAR 52.212-1 and 52.212-2 for a Lowest Price Technically Acceptable (LPTA) commercial item acquisition conducted by the Fort Belvoir Military Intelligence Contracting Command (MICC). The solicitation seeks a contractor to provide Catholic administrative pastoral life coordination services for a 12-month base period with four 12-month option periods, totaling 60 months.
Offerors must submit two separate PDF files - a technical quote and a price quote - via email to specific government points of contact. The technical quote must address the technical approach, management approach, key personnel (specifically a Catholic Administrative Pastoral Life Coordinator), and past performance. Quotes will be evaluated on technical acceptability across these factors, with a "Neutral" past performance rating considered acceptable. The award will be made to the technically acceptable offeror with the lowest evaluated price, with pricing covering the base and option periods. All vendors must have an active SAM registration and complete required representations and certifications.

Addendum to FAR 52.212-2: Evaluation Factors for Award
M.1 Basis for Award
1. Lowest Price Technically Acceptable (LPTA): The Government intends to award a firm-fixed-price contract to the responsible offeror whose quote is technically acceptable and provides the lowest evaluated price. This is a commercial item acquisition conducted using simplified procedures authorized by FAR Subpart 13.5.
2. Evaluation Process: The Government will first evaluate technical quotes for acceptability.
A quote must be rated "Acceptable" for every non-price factor to be considered technically acceptable. Quotes rated "Unacceptable" in any non-price factor will be rejected and ineligible for award. The Government will then evaluate the price of all technically acceptable quotes, and the award will be made to the offeror with the lowest evaluated price.
M.2 Evaluation Factors To be considered technically acceptable and eligible for award, a quote must meet all the minimum requirements of the solicitation and be rated "Acceptable" for each of the following non-price factors.
Factor Evaluation Criteria for "Acceptable" Rating
Technical Approach The quote clearly demonstrates a feasible approach to accomplishing all tasks in PWS Part 4.
Management Approach & Quality Control The quote provides a management plan and a Quality Control Plan (QCP) that meet all minimum requirements.
Key Personnel The quote identifies all Key Personnel and provides a resume and Letter of Commitment demonstrating the Catholic Administrative Pastoral Life Coordinator meets all minimum qualifications.
Past Performance The offeror has provided relevant past performance references, and the Government's evaluation does not result in a determination of unacceptable performance risk.
A "Neutral" rating will be considered "Acceptable."
Price The prices of all technically acceptable quotes will be evaluated for reasonableness.
An award will be made to the offeror with the lowest evaluated price. The price evaluation will include the following considerations:
Total Evaluated Price: The Government will evaluate quotes for award purposes for the 12-month base period and four 12-month option periods, for a total of 60 months, plus the six-month option to extend services under FAR Clause 52.217-8.
Offerors are not required to enter a separate price for the six-month option period.
