1. Background The United States Department of War (DoW) Biological Select Agents and Toxins (BSAT) Biorisk Program Office (BBPO), located at Fort Detrick in Frederick, MD, requires the procurement, installation, and associated training for new Video Teleconference (VTC) equipment across three separate rooms in Building 1546.

2. Introduction The Contractor shall provide, install, and conduct user training and familiarization for all designated VTC equipment. Additionally, the Contractor shall deliver comprehensive technical documentation prior to final acceptance. This documentation must include system drawings, schematics, diagrams, and a detailed equipment list specifying the manufacturer, model numbers, software versions, and technical specifications for each component.

3. Scope and Project Overview The Contractor shall provide, install, configure, and test new Video Teleconferencing (VTC) equipment in Building 1546, Floor 3 at Fort Detrick, Frederick, MD 21702, to upgrade the legacy system. The project consists of delivering three (3) independent, fully operational collaborative display and presentation systems across three separate rooms.

Site Condition Note Elevator access is available for the transport of all equipment to Floor 3.

3.1. Security and Network Compliance

All hardware, software, and systems integrated under this scope must be selected from the Department of Defense Information Network (DoDIN) Approved Products List (APL) and configured in strict compliance with the Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs). Where necessary, the contractor along with the COR shall coordinate with the Local Network Enterprise Center (LNEC) for all network integration and security approvals and shall procure all required licenses if necessary.

3.2. Microsoft Teams Compatibility & DLPe Restrictions

Critical Compatibility Requirements DoD-approved VTC equipment is not automatically compatible with Microsoft Teams unless specifically certified for interoperability. All proposed equipment must meet both cybersecurity and interoperability requirements.

• Integration: Compatibility must be achieved through certified VoIP adapters (e.g., Cisco, Logitech) that support SIP/TLS and are configured for Microsoft Teams, or through vendor-specific Teams integration (e.g., Logitech’s TAA/NDAA-compliant products).

• DLPe Compliance: All Microsoft Teams Room solutions must support plug-and-play USB interfaces (e.g., standard USB headset-class profiles for cameras/audio). Plug-and-play solutions (such as Logitech) are highly preferred as they provide compatibility without requiring administrative drivers or software updates, which are strictly prohibited by Host Data Loss Prevention Endpoint (DLPe) software.

3.3. Room Configurations

• Room A (Conference Room): Configured as an unclassified Collaborative Conference Space/Hybrid

Meeting Space supporting Microsoft Teams Rooms on Windows (MTR-W).

• Room B (SIPR Room / Open Storage Space): Dedicated strictly to classified communications up to the Secret level. This room shall not be configured as a “dual-homed” system. To prevent cross-domain spillover risks, Operational Security (OPSEC) vulnerabilities, and violations of the Committee on National Security Systems (CNSS) guidelines, this room must remain entirely isolated from unclassified environments. Classified discussions will utilize Microsoft Teams Rooms on Windows (MTR-W — Secure) over the SIPRNET.

• Room C (Director’s Room): Configured as an unclassified Collaborative Conference Space/Hybrid Meeting Space supporting dual-display presentations and MTR integration. Specific Requirement:

The system must be configured to allow the Director to coordinate and run solo Teams meetings directly from their desk, as well as from the head of the conference table.

3.4. Core System Requirements

Each room's system shall deliver the following baseline capabilities:

• Cameras and Microphones: Solutions must utilize the Logitech Rally Bar, or HP Poly Studio X72 (or DoDIN APL equivalent), paired with external compatible ceiling microphones featuring designated tabletop mute buttons.

• System Inputs & Video Matrixing: The system must feature dynamic video matrixing. One dedicated input shall be used exclusively for managing the Teams meeting, while additional connections shall be dedicated to managing the room's displays. The Contractor must ensure the matrix switcher provides the exact number of ports required to drive all displays for each specific room's configuration.

• Multi-Input Connectivity: Support for the simultaneous physical connection of multiple government-furnished laptops via HDMI (primary connector) and DisplayPort. For unclassified rooms (A & C), administrators must have access to a tabletop controller to dynamically route specific laptop feeds to selected displays in real time.

• Hardware Storage: A dedicated cabinet/rack for the matrix hardware and associated components is required for rooms utilizing a matrix.

• Integrated Audio Routing: System-wide integration with wall mounted speakers and ceiling mounted microphones, controlled via the centralized input, for managing the Teams meeting from a dedicated input.

4. General Provisions and Responsibilities
