Development Rationale:
Base labor rates were arrived at rates used by other Department of Defense agencies. Attempts to identify a standard private industry base rate were unsuccessful due to the requested deliverables and the government’s requirements.
Workers Comp rate was estimated through research from the Bureau of Labor Statistics (http://data.bls.gov) Databases, Tables and Calculators Employee Costs for Employee Compensation.
1 FTE is equlivant to 1880 hours. This number was obtained by taking 2080 (total hours available in a work year) and subtracting 15 days paid time off (PTO - vacation/sick) and 10 days for federal holidays.
Social Security (SSAN) and Medicare rates were obtained from Publication 15 2014 Circular E, Employer's Tax Guide at www.irs.gov.
Federal Unemployment Tax (FUTA) was computed by multiplying the 2014 rate of .6% ( 6% - 5.4% credit) by the first $7K for each employee. 5.4% credit was calculated, since the IRS assumes the employer will pay state unemployment taxes at the rate of 5.4%, it requires the employer to submit 0.6% of their payroll within one month of the end of each calendar quarter. This data was obtained from Publication 15 2014 Circular E, Employer's Tax Guide at www.irs.gov.
State Unemployment Tax (SUTA) was obtained by multiplying the 2014 Virginia mid rate of 3.08%times the first $8K for each employee. This data was found on the U.S. Department of Labor website at www.dol.gov under unemployment insurance by state.
G&A was calculated by estimating a current percentage of G&A at 10% and mulitiplying it
Health and Welfare (H&W) was obtained from the Service Contract Act WD 2005-2103 (Rev -14) posted on www.wdol.gov on 8/5/2014.
Work will be performed on the government site so overhead (OH) is estimated at 4%. Average general and administrative (G&A) is currently running around 10% with an average fee of 8%. These rates are based on current contract trends for FY 15 as well as website http://www.rand.org/content/dam/rand/pubs/monograph_reports/MR1325/MR1325.ch9.pdf .
Outyears are escalated by 1.6% based on the Bureau of Labor Statistics Table 5, Employment Cost Index for total compensation(1), for private industry workers, by occupational group and industry at www.bls.gov

The .22 FTE and 416 hours was established by one day per week visit for 52 weeks of the contract year.

I. Explain How IGCE Was Developed
The cost of the pickup truck was established by establishing the cost of fuel, maintenance, insurance and depreciation based on an
average of 12,000 miles per year. The total cost was then reduced to 20% to account for the 1 day per week use on this contract.

The cost of materials was established by an interview with the current contractor on contract #W91QV1-12-P-0053.

The Option Year prices were computed by taking the Base Year price and escalating each Option Year price by 3%.
On page 6 of this document http://www.bls.gov/cpi/cpid1312.pdf we looked at the graph and estimated 3% as being a good estimate.
II. Explain Assumptions Used in These Estimates
It was assumed that inflation will remain constant (3%) over the next four Option Years.
III. Identify Any Pricing Tools
Explain any quantitative tools or software used such as regression analysis, learning curves, construction estimating software, etc.
