Questions and Answers regarding Solicitation

Army Force Management School Education and Administrative Support Services

• W91QV122R0059, PWS, pg. 248, Para 4 Based on the statement in L.1.2 " As soon as an Offeror is aware of any problems or ambiguities in interpreting the specifications, terms or conditions, instructions or evaluation criteria of this solicitation, the Contracting Officer and Contract Specialist shall be notified." We present the following questions and considerations. Due to the upcoming holiday and the findings below we would ask that the solicitation due date be extended by 2 weeks? To adjust to the findings and changes/clarifications that we documented below

A. The solicitation due date will not be extended.

• W91QV122R0059, PWS, pg 131, sec 1.5.14 Phase-In/Phase-Out The Government will allow a fourteen (14) day phase in period between the new in-coming contractor and the incumbent. This allows no time for onboarding. FAR/DFAR 52.237-3 — Continuity Of Services (Jan 1991),The Contractor shall, upon the Contracting Officer's written notice, (1) furnish phase-in, phase-out services for up to ninety (90) days after this contract expires and (2) negotiate in good faith a plan with a successor to determine the nature and extent of phase-in, phase-out services required.

A. The Government expects that onboarding will occur during the 14-day phase in period.

• W91QV122R0059, Pricing Model, line 77, Breakout Tab Will the government please provide clarification on CLIN X022 SLOC Preparation & Training. The requirement is for 1-3 days per year, however because there was a range given but only a single pricing line the assumptions one contractor might make vs another allow for potential pricing issues. Will the government provide a more defined requirement for pricing purposes to avoid ambiguity?

A. SLOC varies from 1 – 3 days per course. There is no pre-set plan for SLOC. The course length is based on the requirements of the customer. The customer will highlight what specifics are needed in their requested SLOC and the contractor will define the educational requirements. No SLOC is the same, this is a tailored course. Historically, in a 12 month period there are 10 to 12 SLOC’s and the average days per SLOC were:

1 day: 80% 2 days: 10% 3 days: 10%

• W91QV122R0059, Pricing Model, line 121, Breakout Tab CLIN X047, pws 5.13.2 (page

154) and 5.24 (page 160) FOR CLIN X047, will the government please confirm that the test officer is what should be represented here. The title of “Reserved” is confusing. CLIN X047, pws 5.13.2 (page

154) and 5.24 (page 160)

A. Nothing is represented by CLIN X047. It is reserved for future use if necessary.

• W91QV122R0059, PWS, pg 61, Functional Area 5, 5.52, all 4 paragraphs

Functional area 5 is vague in its detail to determine the level of effort required. There is no historical reference to show the pas changes, their frequency, there time from submittal to accreditation to deployment. Listing of possible change senarios or enhancements, current new course in the process and list of new course considerations number. Can the government give more historic detailm clarification as to the current backlog of new course considerations to be expected?

A. 5.52. Course Development.

There has been no Course Development during the past 5 years and there is none currently planned.

• W91QV122R0059, L.2.3.2 Part 2 – Small Business Subcontracting Plan and L.1.3 A(b) proposal content Would the Government please clarify that SSRs and SSIs are excluded from page count in Volume 2 and that the reference to them in Volume 3 in the proposal content table is a typographical error?

A. The reference to them in Volume III in the proposal content table is a typographical error. L.1.3 A(b) Proposal Content Table has been revised to reflect that Summary Subcontracting Reports (SSRs) and Individual Subcontracting Reports (ISRs) shall be included in Volume II, not Volume III, and are excluded from the page count.
