PART 1 GENERAL

Unless separately noted, ANC also refers to USSAHNC. The Government will not exercise any supervision or control over the contract service providers performing the services herein. The Contract providers shall be accountable solely to the Contractors who, in turn is responsible to the Government.

1.1. Introduction: The Contractor shall furnish all supervision, labor, equipment, materials, supplies, tools, licenses, and transportation and any other items and non-personal services necessary for the resetting, realignment, and cleaning of headstones and flat markers at Arlington National Cemetery (ANC) in Arlington, Virginia and the U.S. Soldiers’ and Airmen’s Home National Cemetery (USSAHNC), Washington, D.C. in accordance with this Performance Work Statement (PWS).

Background: Arlington National Cemetery is our nation's most sacred shrine and the final resting place for our most revered military and civilian leaders. The Cemetery receives millions of visitors each year - including visits from the President of the United States, other heads of state, family members of the deceased, and millions of tourists from around the world. Six thousand or more funerals are conducted annually – in addition to over 3,000 other ceremonies, such as commemorations, wreath ceremonies, and head-of-state visits. These ceremonies and funerals often receive the intense focus of the press and other media. USSAHNC is small in comparison to ANC; however, it too is a national shrine and final resting place for those who have served our nation. The Cemetery is approximately 17 acres in area and receives visitors, conducts approximately 8 funerals and 4 ceremonies annually. Because of Arlington's special significance and the attention it receives, strict adherence to these specifications is essential to ensure that the Cemetery image is maintained. Failure to meet specifications will have a negative impact on our nation’s image. The successful Contractor forms a true partnership with the federal Government to ensure those who served our nation are properly honored.

1.2. Objective: The Objective of this requirement is to provide the initial setting, resetting, realignment, and cleaning of headstones and flat markers at ANC and USSAHNC to maintain ANC and USSAHNC iconic image.

In the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements, which may be affected by the OCI.

1.5.24 Conduct of Personnel: The Contracting Officer may require the Contractor to remove from the job site any employee working under this contract for reasons of misconduct, security, or found to be under the influence of alcohol, drugs, or other incapacitating agents.

Contractor employees shall be subject to dismissal from the premises upon determination by the Contracting Officer that such action is necessary in the interest of the Government. In accordance with (IAW) Joint Ethics Regulations, DOD 5500.7-R, and 18 U.S.C. 1382 (1972), the cemetery Executive Director (who has authority such as an installation commander) has the authority to bar individuals from the cemetery. The removal from the job site or dismissal from the premises shall not relieve the Contractor of the requirement of providing sufficient personnel to perform the services as required by this contract.

1.5.25 Safety. Contractor is solely liable for ensuring safe work and otherwise safe actions, behavior, and conduct while in the Cemetery. Contractor shall have a company safety plan applicable to the work at ANC submitted within 10 days of award. Contractor shall have a designated safety representative.

1.5.26 Recognition of Ceremonies. Contractor is responsible for:

1.5.26.1 Ensuring that no contract work causes any funeral, ceremony, procession or visitation to be delayed, altered, or otherwise impacted in such a way that the dignity or security of the event is compromised. The Contractor’s Site Manager is responsible for staying abreast of all such upcoming events. A list of scheduled ceremonies will be provided the week prior to the event, and a list of scheduled funerals will be provided the day prior to the service. The Site Manager shall communicate not less than daily with the COR, to ask questions and ensure he or she understands the off-limit areas - which will vary depending upon the event (As a rule-of-thumb, work – especially with power equipment – within 1,000 feet of the funeral or ceremony is not acceptable). The Site Manager can thus assign tasks accordingly throughout the rest of the Cemetery - so that productive use of labor and equipment is assured, and down-time is avoided. If the Contractor fails to re-direct employees away from an event in a timely fashion, COR may then do so. Contractor shall also visit with the COR on other issues of common Cemetery etiquette, such as conduct with next-of-kin and when processions pass by Enforcing a ban on all alcohol and drugs – both their sale and usage (or the effects of their usage) by any Contractor employee.

1.5.26.2 Maintaining a neat and professional appearance throughout its workforce, vehicles, equipment, work sites, and staging areas.

1.5.26.3 Ensuring all Contractor employees behave with appropriate decorum, courtesy, and respect while within the Cemetery or at its perimeter or entrances. Shouting, cursing, angry outbursts, sleeping, intoxication, and violence or criminal acts of any kind will not be tolerated - and is cause for immediate removal from the Cemetery and/or prosecution.

1.5.26.4 Ensuring all motor vehicles meet State of Virginia inspection, safety, licensing, registration, and insurance requirements – as well as ensuring appropriate Cemetery passes are displayed.

Approximately 15,500 headstones shall be raised and realigned annually, straighten approximately 38,000 headstones using the “Bump and Run” method annually, and perform the initial setting of approximately 5,000 to 6,000 new headstones annually.

The Contractor shall also clean approximately 300,000 headstones annually.

Approximately 20 flat markers shall be installed and between 200 and 500 flat markers realigned annually.

5.2. Headstone Resetting and Realignment. The Contractor will receive assignments from the COR. At the beginning of each work day, the Site Manager shall confirm the assigned burial area(s) where headstones are to be reset & realigned or initial set with the COR. The Site Manager shall check the daily funeral and ceremony schedules – as well as mowing, leaf removal, and pesticide application schedules - to ensure work does not conflict with any of these events.

5.2.1. Headstones shall be carefully removed from their existing setting. The void shall be re-dug and shaped so that the headstone can be reset on the gravesite centerline at the head of the grave with the inscription facing the grave. They shall be reset plumb and aligned laterally, transversely, and diagonally with the headstones at other graves. Headstones shall be set 24-26 inches from the finished grade to the top of the arc and horizontally and vertically aligned with inscriptions visible. Headstones shall be set or reset to ensure a pleasing top line while compensating for ground contours.

5.2.3 Headstones that have been removed before setting shall be placed behind the gravesite and placed on its long edge in a vertical free standing position. Headstones shall not be placed against any other standing headstone, or removed from the gravesite.

5.2.4 All headstones removed during a single workday shall be reset on the same workday.

5.2.5 All resultant debris, i.e. excess soil and stones, rocks, boulders, shall be removed from area to disposal area designated by the COR. The soil around each headstone shall be tamped to full compaction and filled to three inches below ground level. The last three inches shall be filled to ground level with Contractor provided topsoil, and left in a clean state, free of stones. The Contractor shall rake in seed around the headstone. Contractor shall provide the grass seed, and the seed must meet the proper turf grass blend and specifications provided by the COR. All materials used to box the headstones, i.e. cardboard and bands, shall be taken to the cemetery dumpsters. Recyclable materials shall be placed in the dumpster designated for recyclables.

5.2.6 All headstones shall be cleaned after resetting.

5.2.8 The Contractor shall warranty the setting, resetting, and realignment of all headstones for a period of 30 days after realignment. If the headstone settles or is out of alignment during the warranty period, the Contractor will reset the headstone according to the standard at no cost to the Government. The Contractor will not be responsible if it is determined that the misalignment of the headstone(s) was caused by a factor outside the control of the Contractor.

5. 3 Headstone “Bump and Run”

5.3.1 Headstone “Bump and Run” is a minor alignment process that does not require the headstone to be removed from the original void. Approximately 38,000 headstones shall require “Bump and Run” annually.

5.3.2 Contractor shall adjust the assigned headstones to align vertically with adjacent headstones in the same row and column.

5.3.3 Once the headstones have been properly aligned and adjusted, Contractor shall tamp and compact the soil surrounding the headstones to sufficiently prevent shifting. Contractor shall add topsoil, if required, to fill any cavity or low spot at the base of the headstone.

5.3.4 The Contractor shall warranty the realignment of all headstones utilizing the Bump and Run method for a period of 30 days after realignment. If the headstone is out of alignment during the warranty period, the Contractor will realign the headstone according to the standard at no cost to the Government. The Contractor will not be responsible if it is determined that the misalignment of the headstone(s) was caused by a factor outside the control of the Contractor.

5.4 Headstone Initial Setting: The Contractor shall provide all material, equipment, labor and supervision necessary for the initial setting of new headstones. All headstones delivered to ANC will normally be set within 10 workdays from arrival, depending on weather and soil conditions.

5.4.1 The Contractor shall unload the headstones from the pallet(s) and place the headstones in an upright position against the wall of the loading dock ramp, located behind the Facility Maintenance Complex, Building 123-D. Contractor shall load and deliver headstones for installation at USSAHNC. The COR will designate an area in the garage at USSAHNC to unload and place the stones. Damage to any headstone shall be reported to the COR by the close of business the following workday.

5.4.2 Using information and maps provided by the COR the Contractor shall pick–up the headstones at the loading platform behind the Facility Maintenance Complex, Building 123-D and deliver to proper grave sites or the garage at USSAHNC.

5.4.3 Contractor shall check and verify the name of decedent and grave number, appearing on a temporary marker, prior to setting the headstone. Contractor shall not remove the temporary marker from the gravesite. Discrepancies related to the grave site information shall be immediately reported to the COR.

5.4.4 The void shall be excavated to a sufficient depth so that there are 24-26 inches of the headstone extending from ground level to the top of the arc on the headstone. No part of the inscription shall be covered due to this height requirement.

5.4.5 Each headstone shall be erected on the center line at the head of the grave, with the inscription facing the grave. Headstones shall be set plumb, in a line laterally, transversely, and diagonally, with the headstones at other gravesites. Measurements shall be taken from the section layout control points, where available, and not from previously set headstones.

5.4.6 When a headstones cannot be set at the standard height, the headstone shall be set at the same distance above ground as adjacent headstones provided they can be set with the inscription above ground.

5.4.7 Contact the COR for any modifications to height requirements or location on the gravesite.

5.4.8 Soil will be replaced around the headstones and thoroughly tamped at each three (3) inch intervals up to the normal ground level. All the soil around the headstones must be firmly in place so that the headstones are rigid with no give or play. The top three inches of soil shall be replaced with topsoil and grass seed applied. The COR will provide the specifications and proper blend for the grass seed mix.

5.4.9 Headstones shall be washed with clear and clean water to remove any soil or grass stains that resulted from the setting operation.

5.4.10 COR will check all headstones set by Contractor each day to verify that they have been set in accordance with these specifications.

5.4.11 Contractor shall remove all debris and excess soil, resulting from his work, to an area designated by the COR.

5.4.12 If the headstone to be set is a replacement for the Government headstone or flat marker already in place, the old headstone or flat marker shall be removed and disposed of by the Contractor. The Contractor shall destroy the old headstone or marker so that the headstone or marker is broken into as many pieces so that the name of deceased is not left intact and is not recognizable. The broken headstones will be loaded into a dumpster designated for disposal of headstones only.

5.4.14 The Contractor is to warranty the setting of all installed headstones for a period of 30 days after installation. If the headstone settles or is out of alignment during the warranty period, the Contractor will reset the headstone according to the standard at no cost to the Government.

Unless the determination is made that stone became misaligned due to factors beyond the Contractor’s control.

5.5 Flat Marker Setting and Raise/Realignment

5.5.1 The Contractor shall pull existing flat marker(s) from the flat marker void, carefully place marker to the side, and then regrade and re-compact the void as needed to obtain correct and uniform alignment with the associated grade. Each flat marker void shall have soil dugout to a depth of minimum 3 inches below the correct socket depth, and heavily tamped to full compaction in the bottom of the socket to achieve proper grade prior to the reinstallation of the flat marker.

5.5.2 Flat markers shall be set or reset to a depth so that one inch of the flat marker is extending above the finished topsoil surface level.

5.5.3 The COR will determine the location on the gravesite for the flat marker to be set. The COR can also instruct the Contractor to have an existing flat marker relocated and reset to a different location on the grave.

5.5.4 Flat markers shall be held firmly in place by the compacted soil so that the flat markers are rigid with no give, play, or movement when subjected to forces by the COR.

5.5.5 All temporary markers, floral, commemorative, or other types of decorations (arrangements) causing interference with the raising and realignment of upright headstones shall be carefully and orderly moved from and, upon completion of the installation of the flat marker, moved back to the gravesite by the Contractor.

5.5.6 All flat markers removed from gravesites shall be reset and realigned on the same workday.

5.6 Headstone Cleaning: The Contractor shall provide all materials, equipment, labor and supervision necessary to clean all sizes of approximately 300,000 headstones annually. The Contractor will receive assignments, by burial section, from the COR.

5.6.1 Pressurized water shall be applied to each headstone in the assigned burial section, and shall be applied to the entire exposed surfaces. This application also applies to footstones and flat markers.

5.6.2 Headstone cleaning shall be done only when temperatures have been above 32 degrees Fahrenheit for the previous 24 hours and are predicted to be above 32 degrees Fahrenheit for the next 24 hours.

5.6.3 All pressure washers shall have a pressure regulator.

5.6.4 The water pressure shall be set to the lowest possible pressure that adequately removes unsightly and objectionable accumulations of debris (approximately 500-600 psi as measured at the nozzle end of the hose). The COR will instruct the Contractor to lower or raise the water pressure as necessary. The Contractor shall contact the COR if the water pressure prescribed is not adequate to properly clean the headstones.

5.6.5 Only fan tip nozzles shall be used. The use of any other type nozzle must be approved by the COR.

5.6.6 The nozzle shall be kept at a distance of 12 inches or greater from the headstone.

5.6.7 At the beginning of each work day, the Site Manager shall confirm with the COR the assigned burial area(s) where headstones are to be cleaned.
