General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.

1.1 Description of Services/Introduction: This is a non-personal service(s) contract to follow all state, federal, and environmental safety regulations while providing all personnel, equipment supplies, facilities, transportation, specialized tools, materials, supervision, and other items to provide Parking Lot and Re-Striping Services. These services shall include surface repairs, asphalt filling, sealing, re-stripping of parking spaces, emergency spaces, and no parking zones located within the ALTESS parking lots adjacent to the ALTESS Enduring Data Center facility onsite within the Radford Army Ammunition Plant, Radford, VA 24141.

The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.2 Background: During the late 1940s, the Army completed the construction of a covered and protected underground facility, which was subsequently designated as an Army-classified facility to support undisclosed work spanning numerous foreign conflicts and beyond.

As the Army’s mission and footprint evolved over time, the facility’s technological, environmental, and support requirements expanded to encompass advancements in data storage and processing, backup equipment, and growing personnel. In 1959, the Army relocated ALTESS to the Radford Army Ammunition Plant due to its secure location and the presence of a fully functional, covered, and protected facility.

Over the years, ALTESS has experienced significant growth, resulting in substantial traffic and environmental wear and tear on the surrounding roads and grounds. This heavy traffic necessitates ongoing maintenance and repair services to ensure the facility’s operational readiness. ALTESS has consistently monitored, inspected, and maintained repair services for the identified parking lots and associated roads supporting the data center. For the foreseeable future, this type of service will remain essential to maintain a mission-ready data center and provide personnel with safe driving and parking facilities.

1.3 Scope: The contractor shall furnish all labor, tools, materials, equipment, and supervision necessary to complete work associated with providing Parking Lot and Re-Striping Services.

1.4 Objectives: The objective of this service is to provide Parking Lot and Re-Striping Services.
