SECTION 00 21 13 - INSTRUCTIONS TO BIDDERS

The following have been added by full text:

REPONSE TO INDUSTRY QUESTIONS

Question 1: Reference – Statement of work 2.1.11.1.1 “Contractor personnel performing work under this contract shall have and maintain a secret clearance at time of the contract start date and for the life of the contract.”

* Does the Contractor have to possess a secret clearance prior to bidding, or can this be established after award?

Answer: No secret clearance required. Please see revised Statement of Work.

* If Secret clearance is required, will the government sponsor the awarded contractor to obtain their secret clearance?

Answer: No.

* Should the unit cost established on the Bid Schedule include cost for supplying secret cleared workers and/or subcontractors, or will cost differences be negotiated in the applicable Delivery Orders?

Answer: No.

Question 2: Solicitation 52.211-12 (a) “Liquidated damages are to be determined upon award of each delivery order.”

* Will liquidated damage amounts be determined based on the overall delivery order contract price or will other considerations be taken into account?

Answer: Yes, the liquidated damages will be assess based on completion and the overall price.

* Will the contractor have any input on the delivery order contract duration prior to approval of the delivery order?

Answer: Yes, it is best for the Contract Officer Representative (COR) and the Contractor to estimate completion date of the delivery order.

Question 3: Reference – Solicitation, Section 00 70 00 Conditions of Contract Delivery/Task Orders – Minimum amount of $2,000 and a Maximum amount of $850,000.

*Is there a typical project size that we can use as reference for establishing mobilization and other general cost?

Answer: Project size has been at contractor’s discretion for the delivery orders funded.

Only requirement is to complete work during Period of Performance established on delivery order. Historically past contractors have done work in spring and fall to meet their other contract obligations off of Fort Lee. Funding availability determines the amount of delivery order projects per year.

Question 4: Reference – Attachment 02 – CLIN Bid Schedule Spreadsheet.

* The bid schedule references VDOT materials on many of the line items. Is it safe to assume that materials acceptable per VDOT preapproval list would also be acceptable for this contract for materials/line items that do not reference VDOT?

Answer: Yes. Fort Lee follows VDOT specifications.

Question 5: We are inquiring about the subject line Solicitation, and the requirement below which states the 8a must be located in Virginia, Maryland, or DC. Can you confirm that a contractor not located in these three locations would be excluded from an award? We would be very interested in proposing, but appears we would not be considered.

Answer: There is no longer a geographical location restriction. All 8(a) firms are welcomed. However, the firm must be licensed to work in Virginia.

Question 6: Raise Utility Boxes size 1”-4”; is that correct?

Answer: Raise utility boxes one to four inches in height. This is to adjust existing utility (gas valve and water valves) up to new asphalt grade to allow for a smooth surface.

Question 7: Geotextile Interlayer is it short ton or squared yard?

Answer: Square yards.
