About this file

This is a Standard Form 30 amendment to a federal solicitation for artificial intelligence inmate monitoring software services. Amendment 0005, effective August 17, 2026, modifies solicitation W91QF426QA021, originally issued June 2, 2026, for the U.S. Army at Fort Leavenworth, Kansas.

The amendment updates key solicitation parameters: response due date extended from August 20 to August 26, 2026 at 2:00 PM CST, with submissions via email to robert.m.parvin.civ@army.mil. Contract Line Item (CLIN) 0001 specifications modified to specify "AI Inmate Monitoring Software CAP 4.5M minutes annually" with quantity changed from one unit to 12 months, and pricing established as "Not to Exceed" on a monthly flat firm fixed price basis over a 12-month period. Delivery period adjusted to September 25, 2026 through August 24, 2027. The amendment removes cybersecurity and facility security requirements previously included, while adding numerous FAR and DFARS clauses covering representations, certifications, commercial product/service terms, small business utilization, cybersecurity maturity model certification (CMMC Level 1 minimum), item unique identification, and economic price adjustments. Contract administration remains with Contracting Officer Robert M. Parvin and administration specialist Roberto Yroz at MICC Fort Leavenworth. Evaluation methodology established as Lowest Priced Technically Acceptable (LPTA) with simplified acquisition procedures for commercial items, requiring no multiple awards and rejecting any grey market or refurbished items.
