About this file

This document is a contract administration and facility access requirements document for work at Fort Leavenworth, Kansas, specifically addressing government oversight, military installation protocols, and operational guidelines for contractor performance.

The Contracting Officer is the sole authority for contract administration and all changes to contract terms, with communications directed to either Roberto Yroz (Contracting Specialist, 520-944-1087, roberto.c.yroz.civ@army.mil) or Robert Parvin (Contracting Officer, 520-944-3389, robert.m.parvin.civ@army.mil) at MICC Ft. Leavenworth, 731 McClellan Building 48, Fort Leavenworth, KS 66027-1417. Contractors must comply with Force Protection measures and personnel access requirements based on Common Access Card (CAC) eligibility per Army Directive 2014-05. Non-CAC eligible personnel requiring unescorted installation access must submit personal identity information through the Fort Leavenworth Installation Pass system. Contractors may obtain a Locally Approved Credential (LAC) valid up to 365 days through Grant or Hancock Gates, while subcontractors may obtain 30-day passes through the Visitor Control Center. Fort Leavenworth no longer accepts non-Real ID Act compliant state driver's licenses; persons without compliant identification must call the Visitor Control Center at (913) 684-3600. Normal working hours are 7:30 a.m. to 4:00 p.m., Monday through Friday, excluding eleven federal holidays. Kansas sales and use tax is excluded from contract pricing for project materials and services, with the Contracting Officer providing exemption certificates; contractors must retain all invoices for five years and complete Form STD 77 upon project completion.

Work at Army Corrections Brigade (ACB) facilities—the United States Disciplinary Barracks (USDB), Trusty Unit (TU), and Joint Regional Correctional Facility (JRCF)—requires heightened security protocols. Contractor personnel and vehicle lists, including vehicle types, colors, and license plate numbers, plus special equipment details, must be submitted to the Directorate of Public Works at least ten working days before commencing work and submitted again when personnel or equipment changes occur. All personnel must read and comply with 15th Military Police Brigade Regulation 190-3 and Army Corrections Command Policy Letter 17, signing ACB Form 190-3-1 before access is granted. Working hours within USDB/JRCF are 7:30 a.m. to 4:00 p.m., with external properties available until 4:30 p.m.; personnel and vehicles must clear the facility by 4:30 p.m. Work is prohibited on weekends and federal holidays except by advance written coordination. Contractor vehicles are subject to search upon entry and exit, and vehicle access through the West Gate is restricted between 11:00 a.m. and 12:30 p.m. except for ongoing work materials. All vehicles must be locked when unattended with keys removed, and privately owned vehicles are prohibited in secure areas. A comprehensive contraband list prohibits firearms, ammunition, explosives, knives, narcotics, alcohol, currency beyond personal amounts, razor blades, cellular phones, photographic equipment, recording devices, extra clothing, glass containers, metal utensils, weight-lifting supplements, handcuff keys, smoking products, and smokeless tobacco. Ladders and scaffolding must be secured with locks and chains when not in use. Contractor personnel may not communicate with prisoners except as required for work duties and may not exchange items with prisoners. The USDB Commandant or JRCF Commander may remove and permanently bar contractor personnel for security violations, and exceptions to these instructions require written requests submitted three weeks prior to bid opening or three working days for circumstances arising after work commences.
