About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Cataloging and Interlibrary Loan Subscription solicitation. The amendment, issued by MICC Ft. Leavenworth, modifies the original solicitation (W91QF4-25QA008) with several key changes: updating the attachments table by replacing the original Purchase Description (V1) with a new version (V2), adding a new Solicitation Q&A document, and deleting the previous version. The amendment includes responses to vendor questions clarifying submission requirements, such as confirming that both hard copy and electronic submissions are mandatory, and that the base year performance period is 10 months (1 July 2025 to 30 June 2026).

The solicitation seeks a contractor to provide cataloging and interlibrary loan subscriptions for 14 TRADOC libraries and 1 program office within the Army University Library System. Vendors must submit both hard copy and digital responses by 25 July 2025 at 11:00 AM CT, with technical and price volumes as separate documents. The technical response is limited to 5 pages and must demonstrate understanding of the Purchase Description's specific tasks. Technical questions were due by 15 July 2025 at 10:00 AM CT, and all questions and answers will be shared electronically with potential offerors. The government will not reimburse quote preparation costs, and responses must be valid for 120 calendar days.

Details Question Answer

On page 32 of the Solicitation, it notes that the quote volumes should be submitted via hard copy through mail and electronically through email.

Can you please confirm that this is a requirement and you will not accept responses ONLY through email?

Yes, I can confirm that this is a requirement.

Responses have to be submitted both ways, hard copies via mail and digital copies via email.

Page 30, identifies the 20250502_PD_Catalog ingandInterlibraryLoan_V1.PDF as the "Purchase Description".

For the Volume 1, Technical response document, do you want us to respond only to the "Specific Tasks" section from the Purchase Description?

Yes

Page 32, Instructions for Submitting Your Response, a) notes, "Responses shall be presented in a manner that clearly addresses the requirements of the Performance Work Statement for this Contract."

Can you please clarify where the Performance Work Statement is located in the documents?

This should have said "Purchase Description" and not Performance work Statement

20250709_W91QF425QA008_0001_Solicitat ion_Amendment.PDF

Do we only need to complete and sign page 1, items 8-15, or do we also need to complete the various check-boxes on pages 2-34?

No, please complete the Solicitation and the Amendment. The solicitation has Supplies or services and Price/Cost, which need to be addressed;

The only reason for the Amendment was to correct Vendor's (Seller's) Part Number, delete FAR 52.213- 3 and replace it with FAR 52.213-3 Deviation 2025- O0003 and 2025-O0004

On page 3 of 20250709_W91QF425QA008_ 0001_Solicitation.PDF, line item 0001, notes a quantity of 10 months, however, under the Period of Performance on page 2 of 20250502 _PD_CatalogingandInterlibraryLoan_V1.

PDF it notes "Base Year: 1 July 2025 to 30 June 2026".

Can you please confirm the period of performance and the quantity of months?

The Period of Performance (PoP) for the base year is 10 months; it was an oversight on our part by not updating the Purchase Description.
