Speed Reading Question and Answers Volume II

· Is the Speed-Reading Program expected to be ongoing throughout the year, or are there specific periods during which the classes will be conducted?

Yes, the speed reading program happens throughout the year. A schedule will be provided to the contract awardee. For quoting purpose quote to the CLINs for the base year and four option years.

The focused period of the course will be Aug -Nov with 50% plus of the classes programmed in this period. 50% minus will be programmed in the Jan – May time period.

Normal years do not have courses scheduled in the Dec, Jun, and Jul months.

· Is the program expected to run 5 days a week, Monday through Friday, with each day consisting of 8 hours of instruction?

Reference PWS Tasks Each 8-hour block of instruction is split into 4 hours held on two consecutive days. Each block of instruction split into two days may run congruent with another block of instructions if requested or it could run back-to-back so one eight-hour block is two days and the immediately following two days could be another block of instruction.

And example for a month might be:

1 block of instruction of on the 2nd and 3rd of the month at location A 2 blocks of instruction on the 8th and 9th of the month at location A (This is an example of running simultaneous blocks of instruction) 1 block of instruction on the 10th and 11th at location b 2 blocks of instruction on the 21st and 22nd at location c ***please note this is an example only*** Due to scheduling of the class concurrent with simultaneous execution of the Command and General Staff College courses, the reading program classes are normally scheduled in the afternoon for the resident course, while the Talent-based Military Education level 4 (TTBM4) and satellite courses will be (typically) executed in morning and afternoon sessions concurrently.

· Are there any specific qualifications or certifications required for the instructors of the Speed-Reading Program?

All students attending the program have undergraduate degrees, and more than 50% having graduate degrees, instructors should hold a minimum of a post-master’s degree from an accredited university, have more than 15 years’ experience teaching (a/the) course POI, and have a verifiable record of publication on the topic and teaching.

· Could you provide more details on the evaluation process for the contractor's performance under the Quality Assurance Surveillance Plan?

The QASP is a government agreement between the contracting office and the Contracting Officer Representative. This is not shared. Reference the PWS and PRS for tasks definitions and accountability.

· Are there any specific software or digital tools that the instructors are expected to use during the course?

None Defined.

· How flexible is the schedule in terms of accommodating changes due to unforeseen circumstances such as weather conditions or emergencies?

The schedule is flexible for issue/circumstances that present themselves in support of the program. In the event of required changes, scheduled classes can be expected to move several days to several weeks later to be made up.

· Could you provide more information on the process for reporting classroom attendance and verifying student completion of the course?

COR provides the instructor a class student roster NLT 24hrs prior to the start of scheduled class. Instructor is responsible for verifying student attendance and completion of the course to COR at the close of the class period in hard copy.

· The preferred format for the proposal (e.g., PDF, Word Document, etc.)

Reference the solicitation addendum to 52.212-1 Proposal Preparation Instructions.

· The method of submission (e.g., email, online portal, etc.)

Reference the solicitation addendum to 52.212-1 Proposal Preparation Instructions.

· Any specific sections or information that must be included in the proposal.

Reference the solicitation addendum to 52.212-1 Proposal Preparation Instructions.

· Can you please clarify the Maximum Quantity of 40? Let's say our fee to teach 24 classes per year for 26 students is $15 - all-inclusive of pre-course preparation, teaching, post-course follow-up, all course materials and all of my travel, accommodation, and out-of-pocket costs. What do we do in terms of calculation: Take $15 * 40 = ???

The requirement is not to exceed (NTE) 40 classes a year. Per the solicitation, the quote shall be for 40 classes a year. So yes, in the example above, take $15*40 = 600 per year @ $15 a class session.

· Is 40 the Number of Classes?

The contract is NTE 40 classes per year; however, it’s up to 40 classes per year. Total classes per year might not add up to 40. Please quote to 40 classes per each of the five CLIN within the solicitation.
