W91QF4-21-B-0002 – Installation Concrete Requirement FORT LEAVENWORTH, KANSAS
Questions and Answers
Q1. Question: Confirming that the proper form and amount of the bid guarantee (bond) minimum is as we read it at $500,000? However bonding limit is actually calculated and required per all task orders over $35,000?
A1. Answer: Bonds are required for Task Orders over $35,000 and performance and payments bonds for any construction contract exceeding $150.000.
Q2. Question: Do any sales tax exemptions apply for materials or goods related to these task orders?
A2. Answer: Yes, a Tax Exception Certificate from the State of Kansas will be issue to the awardee however, the request needs to come from the contractor after issuance of the task order and it will be processed.
Q3. Question: Is there an expense related to acquiring badges or access on base? What are the term options for each badge (clearance) awarded - e.g. annual, semi-annual, etc?
A3. Answer: There is no expense related, but there is some coordination with the Contracting Officer Representative (COR) to get/sign paperwork to get the permit from the visitors’ center. Reference the Local Instructions in Section H of the IFB.
Q4. Question: Confirming our understanding that the low bidder award is determined by the aggregate of the base year plus the option years 2-5?
A4. Answer: Reference Section M of the Invitation for Bid concerning the factors for evaluation. The total price after the co-efficient is applied (not including the bond) for the base year with all option years. Again, refer to Section M of the IFB for the full evaluation standards.
Q5. Question: How are we to quote concrete in a situation where project location will not allow for cement truck to be driven to poor site, so we need to use other forms of equipment to get concrete from truck to pour site. Is this just a situation that we work out per work order with DPW as needed.
A5. Answer: This is an extraordinarily rare occurrence however, it is incumbent upon the contractor to formulate and apply their Co-Efficients in such a manner to fit their business model. If such a circumstance were to arise, the contractor is always free to submit a Request for Equitable Adjustment to the Contracting Officer for consideration however, approval/disapproval is considered case by case.
Q6. Question: Is there an “on site” dump site for acceptable dirt, concrete, asphalt, and brick debris resulting from tear out related tasks?
A6. Answer: The contractor removes all material from Fort Leavenworth for disposal unless by task order the fills of debris are otherwise directed to be moved elsewhere on post. In accordance with the PWS the quantities of concrete, dirt, and asphalt are to be reported to DPW for environmental compliance.
Q7. Question: Are the line items 1-9 that involve ‘New PCCP’ absent of demo (tear-out) of existing concrete? Likewise, do line items 10-18 ‘Replace PCCP’ include the demo of existing concrete?
A7. Answer: Yes however, it is incumbent upon the contractor to review all estimates contained within the bid sheet and apply the co-efficient to the base and option years they believe to be reasonable to meet operating costs, overhead, G&A and profit.
Q8. Question: Are there any permits or building fees associated with the work performed on the military base?
A8. Answer: Directorate of Public Works does not require specific task order permits of work however; the contractor is not otherwise relieved of adhering to applicable Environment, OSHA, and other codes and regulations.
