ANSWER: Both paper and electronic submission are required.

1) The PWS requests offerors to provide a detailed, sufficient response to five (5) specific tasks and 25 subtasks with only 15 pages available for the technical approach.

Comment: Request the Government increase technical approach page numbers to allow contractors to sufficiently detail their approach in responding to how they would execute individual tasks.

ANSWER: The Government has increased the total page count for the technical approach to 20 pages.

The government provided the staff matrix example spreadsheet EX-3_Staff_Matrix); and indicates the need for this information in Tab F; however, without having historical data to support the task breakout, combine with the government’s requirement to cover the daily schedule, it would d be difficult to offer estimated hours per task, per labor category. Will the government accept vendors submitting the information requested as part of Tab E & Tab G only vs. Tab E, Tab F and Tab G?

ANSWER: Vendors must submit all the information requested in the solicitation in order to ensure their proposal is not rejected and excluded from consideration for award as stated in L.1.2 (a).

For Ex2_Relevant_Contract_Form_Template, the first section with Topics and guidance is not consistent with the subsequent form (for example, first section topic is 2. Price/Cost while the subsequent form has 2. Completion Date/Delivery Schedule). Will the Government align the guidance and form to ensure consistent responses?

ANSWER: See revised Relevant Contract Form Template

1. Section L.2.a, page 31, in reference to Volume I Tab B states “List type of personnel proposed by the task of the PWS; include the labor hours proposed per labor category for each of the PWS tasks (the staff matrix format required in Volume III may be used here).”

Does the Government prefer labor hours proposed are listed per major PWS task (5.1 – 5.5) or would the Government like the labor hours proposed at the subtask level?

ANSWER: Vendors may submit labor hours by major PWS task and/or by subtask level.
