W91QF4-17-Q-0039 Refuse Recycle Svc 0917

Solicitation Questions

1. Will Fort Leavenworth provide the 8yd containers or will we need to purchase containers? Reference PWS Para 1.0, Para 2.1.2 and para 6.4

1A. The installation will provide 2 of the large 24 yd. and 34 yd. compactors inside the prison (MCC) footprint, 1 x 8 yd container and 1 x 2 yd. container located at the carpenter shop (one is a roll-out), all other containers for this solicitation must be provided by the Contractor.

2. If the containers are provided by the base will the contractor be responsible for maintenance and repairs from wear and tear? Reference PWS Para 1.0, Para 2.1.2 and para 6.4

2A. Yes. For all containers.

3. Will the compactor maintenance be the responsibility of the contractor? Reference PWS Para 1.0, Para 2.1.2 and para 6.4

3A. Yes. For all compactors.

4. Would it be possible to do an onsite tour of the stops this week or next?

4A. There will not be an onsite tour, however, a map of the route and an in depth summary has been submitted as additional documentation.

5. Could the government please provide the historical data for the last 5 years on what the MSW totals to the landfill are? Reference PWS Para 2.1.2 for current requirement

6. Could the government please provide the historical data for the last 5 years on what the recyclables total hauled to the recycling facility each are? Reference PWS Para 2.1.2 for current requirement

7. Could the government please explain what type of recyclables are collected - are they just cardboard or single stream recycling?

7A. Mixed recycling – these items and other like industry items, accepted at the Johnson County landfill Shredded paper Cardboard Newspaper Advertising inserts Office paper Chipboard Telephone books Carrier stock Envelopes Manila file folders

Junk mail Magazines Catalogs Aluminum cans Corrugated boxes Drink cartons Steel (tin) food and beverage cans #1-7 plastics (no Styrofoam) Plastic bottle caps Yogurt and margarine tubs Deli or salad bar “clamshells”

8. In the PWS 3.1.2 Recycle Collection:

The contractor shall provide seventy (70) 8 cubic yard, front load type. Could you please verify that there is only 70 front load cans? Are the cans for cardboard recycling? If so should they have slots cut in the front of the cans?

8A. There are currently 37 mixed recycling containers on the installation for recycling collection. For this contract, we have almost doubled the requirement to a total of 70 recycling containers.

ALL recycling containers must accept all acceptable recycling materials (see 7A above), regardless of type of container. We have several “cardboard only” style containers located in the recycle yard, this is a control measure, otherwise the customers utilizing these containers will not collapse the cardboard boxes, and will fill all of the recycling containers located there with mostly empty boxes. This forces them to collapse and use specific containers, but in reality, all containers are for all recycling materials.

9. In the Technical Exhibits A (TE A)

On pages 31 and 32 it appears that stops are repeated serval times such as the Lewis & Clark Center is listed 4 different times, the same with Garrison HQ and Eisenhower Hall. Could the government please give us the exact amount of 8 cubic yard refuse cans needed for this contract please.

9A. Currently 150 x 8 yard containers for refuse

Page 40 shows 4 compactors are we to assume the contractor will provide these 4 compactors? If so could the government please tell if they are self-contained compactors and what voltage the compactors need to be for installation as for this will affect the cost of this equipment.

9B. There are actually 5 compactors, 3 at the USDB and 2 at the JRCF, the extra compactor at the USDB is a back-up and not on the service list, but it will be required to be serviced on occasion, in the past year, we’ve serviced it 3 times. Worst case scenario, no more than 12 times per year as backup/overflow.

9C. We do not have the voltages/amps yet, I have a question out to the Maintenance Supervisor out there, however, the mains “head” for the existing compactors is already installed as “government property”.

10. Concerning Technical Exhibit A on pages 26 – 40 of the PWS, please explain what the column entitled “UNIQUE” means.

10A. The column named “unique” is used as a helper column to differentiate that the location has X amount of containers, that may be serviced over multiple days. It is intended as an internal visual control to alleviate any confusion.

11. Concerning Technical Exhibit A on pages 26 – 40 of the PWS, please explain what the column entitled “REMARKS” means.

11A. Internal notes for the COR/QA showing the total days of the week currently serviced, or “of special note” information, i.e. M-W-T would be “Monday, Wednesday, & Thursday services”, ALL = “Monday, Tuesday, Wednesday, Thursday & Friday services”. M = Monday, T = Tuesday, W = Wednesday, H = Thursday, F = Friday

12. Concerning Technical Exhibit A on pages 26 – 40 of the PWS, do the columns entitled “M, T, W, H, F” refer to the collection days of the containers?

12A. Yes. See 11A.

13. Paragraphs 2.1.2 and 3.1.2 refer to Recycling Collection, what items are to be recycled?

13A. See 7A.

14. Does the Government require a specific style of 8 CY container?

14A. No. The requirement being that they are serviceable, and will physically fit in current locations and corrals.

15. What is the historical refuse tonnage for each of the 4 Compactors for the last 12 months?

Reference PWS Para 2.1.2 for current requirement

15A. We do not have this data as a separate item information from the MSW or roll-off totals.

16. What is the historical refuse tonnage for each of the 3 40-yard Open Top Roll Off Containers?

Reference PWS Para 2.1.2 for current requirement

16A. We do not have this data as a separate item information from the MSW or roll-off totals.

17. What is the historical refuse tonnage for the 8-yard containers? Reference PWS Para 2.1.2 for current requirement

17A. See 5A.

18. The Solicitation references both Refuse and Recycling Services. However, Technical Exhibit A does not list any recycling containers. How many recycle containers are needed, where are they located, what size is needed and what is the service frequency needed for the recycle containers? Reference PWS Para 3.1.2

18A. See matrix below. All recycle containers are serviced ‘as needed’ per the percentage full trigger amount. On average, once per week, throughout the year, with occasional spikes of twice per week or more during heavy use times.

19. What is the tonnage for the Recycle Containers? Please break out any Compactors or Roll Off Containers that are designated for collection of recycling. Reference PWS Para 3.1.2

19A. See 6A.

20. Technical Exhibit A lists 1 pickup per week in the M,T,W,TH, F columns. However, the Remarks column does not match this frequency. What is the correct frequency of pickups for each container?

20A. Remarks takes precedent over individual day lists, so if the day matrix shows only an “M” for Monday service, but the remarks shows “ALL”, the service is currently being performed on M,T,W,H, & F.

21. Please define the meaning of “ALL” in the Remarks column of Technical Exhibit A. Everyday.

21A. See 11A.

22. What is the total number of 8-yard Refuse Containers Needed?

22A. See 9A.

23. What is the total number of 8-yard Recycle Containers Needed? Reference PWS Para 3.1.2

23A. 70 x 8 CY containers

24. Does the Government own any of the compactors, roll offs, or commercial containers listed in Technical Exhibit A? Reference PWS Para 1.0, Para 2.1.2 and para 6.4

24A. Yes, two compactors and two front-load dumpsters for the carpenter shop.

25. Are the 2 Government owned compactors listed in Section 6.4.5 in the SOW included in Technical Exhibit A? Or are they outside of the equipment listed in Technical Exhibit A? Reference PWS Para 1.0, Para 2.1.2 and para 6.4

25A. Included in the Technical Exhibit as on the current service schedule.

26. If the 2 Government owned compactors listed in section 6.4.5 are outside of Technical Exhibit A, what is the historical number of hauls for these compactors in the last 12months?

26A. N/A see 25A above

27. What was the number of pickups in the last 12 months, by container, for the 8-yard containers listed as “On-Call” in Technical Exhibit A?

28A. Unknown as this data was not collected separately, however, never more than once per week, per container.

28. What was the number of pickups in the last 12 months, by container, for the Roll-Off Open Top Containers listed in Technical Exhibit A as On-Call?

28A. 29 count CLIN x003 and 29 count CLIN x004 for the previous 12 months.

29. What is the average daily wait time, at each entry gate, for Contractor access to Fort Leavenworth?

29A. It will vary daily; due to the mission at Fort Leavenworth. All visitors will get a pass at the Visitor Control Center, accordingly and that will aid in entry determination.

30. What is the additional wait time for Contractor access to USDB and JRCF?

30A. It will vary depending on the mission at the USDB and the JRCF upon arrival.

31. Does USDB have any additional refuse or recycling containers requiring service under this contract in addition to the 2 compactors listed in Technical Exhibit A? Does the location of all the refuse/recycle containers at USDB have the same wait time for access?

31A. Yes, there are several containers that support the MCC (prison) area “outside” of the physical prison fences, these are listed in the TE A with additional roll-off containers “inside” the fence at the USDB and also at the JRCF, also on the TE A list used in support of their shops.

32. Does JRCF have any additional refuse or recycling containers requiring service under this contract in addition to the 2 compactors listed in Technical Exhibit A? ? Does the location of all the refuse/recycle containers at JRCF have the same wait time for access?

33. On the TE A (Service Locations) there are multiple entries for example CDC-Rachel Cooke is on page 26 – 1-8yd can remarks all which I assume is 5 days per week since it’s a CDC. But on page 27 it is listed 3 more times, 1 more time on page 28. The same can be said for Eisenhower Elementary, Burger King, Main PX and others. Are these all separate containers or the same container or why are they listed on multiple pages?

34. In 6.3 TE - Exhibit A - in the remarks column what does ALL refer to with regard to days of service?

Everyday. For example: The first service location has the service day as Monday and in the remarks column is says ALL.
