Fort Leavenworth Installation
Summary information in support of the
Refuse & Recycling Services
28 June 2017
Fort Leavenworth is a United States Army installation located in Leavenworth County, Kansas, immediately north of the city of Leavenworth in the upper northeast portion of the state. Built in 1827, it is the oldest active United States Army post west of Washington, D.C. and the oldest permanent settlement in Kansas. Fort Leavenworth has been historically known as the "Intellectual Center of the Army".
Fort Leavenworth is home to the Military Corrections Complex (MCC), consisting of the United States Disciplinary Barracks, the Department of Defense's only maximum security prison, and the Midwest Joint Regional Correctional Facility. In addition, the Fort Leavenworth Garrison supports numerous tenant organizations that directly and indirectly relate to the functions of the CAC, including the United States Army Command and General Staff College and the Foreign Military Studies Office.
The fort occupies 5,600 ac (2,300 ha) and 7,000,000 ft2 (700,000 m2) of space in 1,000 buildings and 1,500 quarters.
Average Amount of Containers Serviced Daily (MSW): 41 x 8 CY containers
High Container count serviced per day (MSW): 46 x 8 CY containers
Average Time to Service All 8 CY containers per day (MSW): 3-4 hours (excluding traffic, weather, security, re-performances etc type delays)
Average Special Collection Services per Month: 2,42
High Count (past 12 months) Special Collection Services per Month: 9
Current Complete Month Refuse & Recycling Totals: May 2017 – MSW 175.93 t, Roll- Off 61.43 t, Recycle 22.32 t.
Housing locations are not serviced under this contract, however there are numerous locations within the Housing footprint, or adjacent to the Housing footprint that are serviced. As an example, all of the elementary schools are located within the Housing area, and the Child Development Centers are either in, or adjacent to, the Housing area. We also have many locations that are serviced under this contract that are physically separated from what can be considered the “main post area”. These locations are, but not limited to: The MCC (prison area), recreational areas (swimming pools, shooting ranges, camping and picnic areas), an airfield and associated buildings, office https://en.wikipedia.org/wiki/United_States_Army https://en.wikipedia.org/wiki/Leavenworth,_Kansas https://en.wikipedia.org/wiki/United_States_Disciplinary_Barracks https://en.wikipedia.org/wiki/Midwest_Joint_Regional_Correctional_Facility https://en.wikipedia.org/wiki/United_States_Army_Command_and_General_Staff_College https://en.wikipedia.org/wiki/United_States_Army_Command_and_General_Staff_College https://en.wikipedia.org/wiki/Foreign_Military_Studies_Office supply store, military intelligence and other military offices etc. We also have service locations within the confines of the “Old USDB”.
The installation’s roads are a combination of new and old, new in the sense we have a traffic circle, a modern main avenue (Grant Ave) bisecting main post, and major cross roads that are all well marked and easily navigated; and old in the sense that some of them are literally horse and buggy dirt roads from the old west, that have turned into paved roads over the years, narrow, winding, and sometime one-way avenues that can pass modern vehicles, with an abundance caution.
Parking is at a premium on the installation and every available area suitable for parking, is generally designated as parking; this can be challenging while safely accessing some of our refuse and recycling locations, as attention to your surroundings and safety are paramount.
We have 4 children’s schools (three (3) elementary and one middle school), a college complex (Command & General Staff College), and three (3) Child Development Centers (Day Cares), all with associated safety concerns, that comes with these types of facilities.
The installation also hosts a commercial area comprising of a Main Post, Post Exchange (PX), a Commissary, a bank, credit union, Burger King, Bowling Alley, Dining Facility (Mess Hall) and combination gas station and convenience store (Class VI/Shoppette), that are all serviced under this contract, all with slightly different needs, requirements etc.
Fort Leavenworth has a Single Soldiers Quarters (SSQ) that houses upwards of 550 single, or geographical bachelors, comprised of lower enlisted soldiers, a full service golf course, a VA Cemetery and horse stables to name just a few.
Safety is our number one concern while performing any task or service on the installation, as our many varied speed limits, and active Military Police presence and patrols show. We encourage physical fitness on the Fort. We have an active bicycling, running and walking community, combined with the multiple schools, these can and do create a lot of foot and bike traffic during all times of the day; it is of critical importance that drivers are alert, and observe all traffic signs, regulations, MP directions/commands and posted warnings.
We also host many special events throughout the calendar years, such as the 4th of July celebration at Merritt Lake, the CGSC Graduation every spring, major uit Change of Command ceremonies, concerts, welcoming events and other designated events in support of the Fort Leavenworth Combined Arms Center, and the Fort Leavenworth Garrison Command to name just a few. All of these events increase foot & bike traffic, and general traffic congestion at times. We do our best to notify contractors of such events generally with enough lead time to accommodate or work around them.
