SECTION I: GENERAL ENTRY REQUIREMENTS
A. IDENTIFICATION CREDENTIALS FOR OFFICIAL TRAVEL
1. US Military.
a. Military personnel on official business require military ID cards and NATO travel orders.
b. References to the service regulations on NATO travel orders appear in the Foreign Clearance Manual:
C3.2.2.2.1. Sample NATO travel orders are available at ../static/natoform.pdf.
c. Personnel Exchange Program (PEP) personnel, US Army Foreign Area Office (FAO) personnel, and personnel attending foreign military schools in PCS status may enter the United Kingdom on military ID card and travel orders. However, if personnel are assigned to billets or positions that normally require travel during their tour of duty to a country that requires a passport, they should request a no-fee (maroon) passport immediately upon notification of assignment. DD Form 1056, Item 17 (Remarks), must contain the statement that the traveler is a PEP, FAO, or attending a foreign military school in PCS status; that the traveler will visit (list country that requires a passport) during the tour of duty; and that the traveler requires a no-fee passport.
d. Official Passport required for military personnel assigned to the NATO HQ Allied Rapid Reaction Corps (ARRC) at Innsworth, UK.
e. A visa is not required for military members PCSing to the UK.
2. US Government civilians.
a. No-fee passport required.
b. Visa required for stays longer than six (6) months. Visa not required for stays of less than six (6) months.
c. To apply for a UK visa use the procedures below. Depending on the application location, processing can take three (3) to six (6) weeks.
(1) A US no-fee passport can be obtained with the aid of the nearest military installation passport office. A valid US no-fee passport is necessary to apply for the UK visa.
(1) Visas are required BEFORE PCSing to the UK. Failure to obtain a UK visa before arriving in the UK can result in denied entry or deportation. DO NOT PCS to the UK without a US no-fee passport and a UK visa. Although not required, it is recommended to obtain a US tourist passport in addition.
(2) The UK visa, sometimes referred to as “entry stamp”, “entry visa”, “entry clearance”, “entry clearance stamp”, or “entry clearance visa” (which is separate from Country, Theater, or Special Area Clearance) MUST be obtained from the UK and is required for US Government civilian personnel and eligible family members PCSing or remaining longer than six (6) months.
(1) Visit https://www.gov.uk/apply-uk-visa and click the "Start Now" link. Click “Continue to this website (not recommended).” A new webpage about the Immigration Health Surcharge will open. Although US government civilian employees and dependents are exempt from the charge, a technical problem with the webpage requires that travelers pay the surcharge fee up front. Travelers will then receive an Immigration Health Surcharge (IHS) reference number as a part of the application. The UK visa caseworker should refund the fee when the visa is processed but if they fail to approve a refund, travelers should apply for a refund to the entry clearance office that issued the visa and provide travelers name, passport details and travelers IHS reference number."
(2) To fill out the online application click "Register an Account". On the following page, provide the necessary information and choose a password. An e-mail will be sent to the address provided to complete the application. It is best to use a personal e-mail as .mil firewalls block the e-mail. Additionally, this will increase the ability to be contacted during time in transit. If an e-mail is not received within a few minutes, check the "junk" box.
(3) Once logged onto the site, select either “Apply For Myself” or “Apply for Someone Else” from the “My Applications” page.
(4) Provide information as required.
(5) For “Reason for Visit” choose “Work".
(6) For "Visa Type" choose "Non Points-Based Working visas".
8/17/2015file:///U:/UK.htm
(7) For "Visa Sub Type" choose “Dependents of Current Work Permit Holders” and then click "Create Application".
(a) **This category prompts Biometrics and the correct fees. Once form is printed, in BIG and BOLD lettering, handwrite one of the following categories at the top of the front page: “DOD CIVILIAN COMPONENT EMPLOYEE”, or “DOD CIVILIAN COMPONENT DEPENDENT”.**
(8) Click on “Go to Application” and provide required information for the next few pages.
(9) For “How long do the traveler intend to stay in the UK?” enter “60 months”. This is NOT an indication of member’s tour length. It merely indicates the application is for a five (5) year visa.
(10) If asked for “Date of Departure” enter RNLTD + 60 Months (ex. 31 Jul 2014 + 60 months = 31 Jul 2019).
(11) A separate online application and fee payment must be made for each eligible member regardless of age. Pay the application fee for each application using a credit card (Visa or MasterCard only). It must be paid online.
(12) Schedule a biometrics appointment using the link on “My Applications” page.
(13) Submit the application(s) online, then print the application(s) for mailing or submitting in person.
Whether mailing or submitting the application in person will depend on the country where applying from.
Ensure a hard copy of the application is kept for travelers records.
(14) Complete biometrics on the scheduled appointment date and time.

(a) Printed application form(s). Cross out the “Visa Sub Type” then write-in one of the following categories as it applies to the applicant: “DOD CIVILIAN COMPONENT EMPLOYEE”, “DOD CIVILIAN COMPONENT DEPENDENT”, “DOD CONTRACTOR” or “DOD CONTRACTOR DEPENDENT". Remember to also write this on the top of the front page.
(b) A Valid US no-fee passport is required for each application. The UK can only issue one (1) visa per individual, so applicants should only submit one (1) type of passport with each application. If submitting a tourist passport and a no-fee passport for the same application, the UK will have to determine in which passport to place the visa. This will delay the process.
(c) One (1) passport sized photograph per applicant, taken against a light background and printed on professional photographic paper. Do not use homemade printouts.
(d) Biometrics appointment confirmation receipt.
(e) Cover letter that includes a point of contact (with telephone number and email address), member’s name, relationship of dependents travelling, arrival date, duration of stay in UK, UK assignment location, and address indicating where the passport/visa will be mailed.

(i) Highlight assignment location, arrival date, tour length, dependent names, and dependent birthdates.
(ii) Highlight remark stating that the member will request a 60 month UK visa.
(g) For dependents, include legible copies of Birth Certificate(s) for dependent children and Marriage/Civil Partnership Certificate for spouses/partners. (Some Visa Application Centers require originals).
(h) If children are from a separate relationship, include a NOTARIZED letter from the other biological parent granting permission to travel to the UK. It must demonstrate that the non-custodial parent is aware the child will be in the UK for the duration of the assignment. Submit a court order if parent has sole custody. Where no father is listed on the birth certificate, the mother of the child is assumed to have sole custody and no further documents are necessary.
(i) For DoD Civilians ONLY: If the children are over 18, include a letter explaining why the children are still part of the family unit and what they will do in the UK. This should include student status, employment status, who is financially responsible for the dependent, any special needs or disabilities that exist, and activities to be undertaken in the UK. In depth evidence of current personal circumstances is required and applicants can expect to be interviewed by telephone by the assessing

The visa will be valid for 30 days commencing on the date indicated for travel to the UK. If travel is delayed beyond 30 days, a new visa application is required. During the visa application, travelers must provide a UK officer. These applications can take an additional six (6) or more weeks to process.
(j) DO NOT send copies of US passport applications.
(16) If travel date is within three (3) weeks, a priority visa service is available via http://www.vfsglobal.co.uk/usa/user_pay_services.html. This is an optional service that allows the traveler to pay an additional fee to expedite processing of the application. There is a fee of $170 USD per application. Priority receipts must be printed and mailed with the applications. The outer most shipping envelope should be marked in large print as “Priority Service”.
(17) If applying from WITHIN the United States (e.g. CONUS, Alaska, Hawaii, US Territories such as Guam and Puerto Rico) select “By Mail” as the submission method. A fully pre-paid return shipping envelope (DHL, UPS, FedEX, USPS) MUST be provided for the US passport and original documents to be returned. Obtaining a tracking number is highly recommended. Note 1: US military, DoD civilians and eligible family members (i.e., command sponsored and on the travel orders) of both US military and DoD civilians are exempt from Health Care Surcharge. DoD sponsored contractors are not exempt and must pay the Health Care Surcharge.
Note 2: TB Testing - Residents of the many countries, including Republic of Korea (South), are required to obtain a TB chest x-ray test if staying more than six (6) months in the UK.

(3) Fingerscans will be collected from each applicant with an electronic scanner. No ink, liquid or chemical will be used. Ensure fingertips are free from decorations (e.g. henna tattoos), cuts, abrasions, or other markings.
(4) Photographs will be taken with a digital camera. Ensure facial cuts and bruises have healed or disappeared prior to the appointment, and understand photographs will not be taken if the applicant’s face is concealed in any way (e.g. head coverings that cover part of the face, dark glasses, or face or neck coverings.

2. Theater: EUCOM.
a. The following standards regarding wearing of uniforms apply to all DoD personnel in the EUCOM AOR, except those who fall under Chief of Mission responsibility for force protection. These standards do not apply during military missions (e.g., port visits, official ceremonies, band appearance, training events, etc.)
or operations where the wearing of uniforms is consistent with the mission and mode of travel. Commanders may establish more stringent requirements as appropriate to the threat and circumstances.
(1) At all times in Northern Ireland.
(2) On visits to the Greater London area, to commercial companies, and to civilian universities unless the traveler's host specifically requests otherwise.
(1) Except when executing operations, training, exercises, and events where individuals or organizations represent the DoD to the host nation in an official capacity, limit off-installation uniform wear in the following areas to reduce DoD signatures. Wearing military uniforms off US or host nation installations and/or access controlled areas is authorized only while traveling via private, government, or rental vehicle between homes and duty locations or between neighboring installations/bases. Unless emergency situations dictate, do not exit vehicles in uniform while traveling to/from duty locations. Do not wear uniforms while commuting via motorcycle, bicycle or as a pedestrian. To the greatest extent possible, limit uniform wear within public areas of off-installation hotels.
(2) Installation Commanders' Force Protection policies, including uniform policies, apply to all personnel assigned, attached, or in transit regardless of service. In joint communities, senior leaders will collaborate and develop a standardized policy. This will maximize policy effectiveness, reduce confusion among service members, and present a common appearance to the host nation.
(3) Military commanders or DoD civilians exercising equivalent authority may request deviation from specific uniform provisions from the first general officer/flag officer with TACON for FP responsibilities.
EUCOM may withdraw deviation authority and retain this authority at their discretion. Deviations must be limited to fit local conditions and will not be blanketed over multiple commands, installations or garrisons.
Forward all deviations to HQ EUCOM EPOC-AT as soon as practical, but not later than five (5) working days after approval. Submission will be made by message or memorandum. Messages will be transmitted by SIPRnet e-mail to eucom.stuttgart.ecj3.list.epoc-atgroup@mail.smil.mil.
