Performance Requirements Summary

Combat Studies Institute – Staff Ride Support Contract

22 July 2015

Performance Objective (Include PWS Ref)
Performance Standard
Performance

Threshold Method of Surveillance

PWS Para. 5.1 The contractor shall conduct virtual staff ride technical support at various sites to support leader development, education, and instruction of military history at TRADOC schools, US military units, other government agencies, and allied nations. This task may require travel to CONUS and OCONUS locations for all of these VSRs.

VSR technical support consists of assembling, setting up, calibrating, operating, and troubleshooting the following software and systems to support the virtual staff rides: MetaVR VRSG; VBS2/3; PowerPoint; supporting computers and hardware; associated virtual staff ride scenarios; and government furnished classroom projectors and audiovisual systems.

The conduct of a VSR requires simulating a staff ride in a virtual environment in the same manner as conducting a traditional staff ride on the actual terrain. The contractor shall navigate through the virtual terrain in the VSR, moving from location to location, simulating ground or air movement as necessary. The contractor shall mark key viewpoints (“bookmarks”) in the virtual terrain, store the locations in the computer program, and jump to the locations as necessary during the course of the presentation.

The contractor shall rehearse the conduct of the VSR with CSI Staff Ride Team historians to insure a smooth and coordinated effort in the delivery of the VSR.

The contractor shall ensure system availability no later than 30 minutes prior to presentation of the VSR with all bookmarks loaded into the virtual program. The program shall be calibrated to operate optimally – no “shimmering” of 3D models, proper resolution of textures, and the appropriate level of terrain visibility (e.g, minimal haze) based on the VSR.

The contractor shall understand the sequence of the VSR as the staff ride historian presents it. The contractor shall become thoroughly familiar with the terrain to prevent the staff ride historian from having to pause during the VSR to give detailed directions to the VSR Technician on how to navigate to, or orient on, a terrain feature or specified location during the conduct of a virtual staff ride.

The contractor shall be proficient in operating the virtual software to realistically simulate flying, driving, or walking in the virtual terrain without passing through immovable objects, such as buildings, walls, mountains, or beneath the terrain.

100% of assigned virtual staff rides must be accomplished.

Periodic Inspection

PWS Para 5.4. The contractor shall maintain, update, and improve existing virtual terrain databases (scenarios) to incorporate technological advances in virtual software/hardware and to incorporate changes in the conduct of the virtual staff ride based on new historical scholarship. This task may require travel to specific locations for examination of the actual battlefield terrain to update the virtual terrain.

The contractor shall research, develop, and revise existing virtual views to include changing terrain, adding man-made objects, and improving the historical accuracy of terrain and other objects in the required digital program format. CSI historians will research the historical information for inclusion into the virtual terrain database.

The contractor shall use geospatial data from NGA, USGS, or other sources. The contractor shall extract terrain features from digital imagery and other sources, edit digital images for use in feature extraction and terrain database development. The contractor shall perform 3-D modeling of structures for use in 3-D terrain databases, and shall generate 3-D terrain databases in support of MetaVR, VBS2/3, and any future format the government adopts. The contractor shall have the following additional software available for use: Presagis TerraVista, Creator Terrain Studio, modo, 3ds Max, Camstasia, Maya, Photoshop, ImageSynth, Okino NuGraf, and esri ArcGIS.

Because terrain revisions vary on the scale and complexity, the government shall outline in writing the requirements for the contractor. The contractor shall submit a written execution plan for the update, which includes a timeline and technical plan, to the COR within 10 business days of the update request.

Each revised virtual terrain database shall be completed in accordance with the approved update plan.

The completed virtual terrain database will be saved on the following government computers within five days of acceptance of the completed build: the VSR desktop computer, the VSR presentation computer in the CSI classroom, and all travelling laptop computers.

The virtual terrain shall accurately replicate actual terrain using geo-specific and geo-typical 3-D models. All terrain features and manmade objects shall be built to the appropriate scale. Manmade objects shall fit the terrain appropriately: bridges cross rivers in the proper location, buildings and other structures anchored on the ground, but not built on top of roads or rivers. Ground and building textures shall match the environment they replicate

100% of assigned VSR updates must be completed
100% Inspection

PWS Para. 5.7 The contractor shall create new virtual terrain databases (scenarios) as part of new virtual staff rides to support unit leader development programs and the provision of instruction in military history at TRADOC schools, US Army units, allied and friendly nations, and other government agencies both CONUS and OCONUS. This task may require travel to specific locations for examination of the battlefield to build the staff rides.

The contractor shall create these new virtual scenarios using geospatial data from NGA, USGS, or other sources. The contractor shall extract terrain features from digital imagery, and other sources, and edit digital images for use in feature extraction and terrain database development.

Because terrain builds vary in scale and complexity, the government shall outline in writing the requirements for the contractor. The contractor shall submit a written execution plan for the build, which includes a timeline and technical plan, to the COR within 10 business days from the notification of the requirement.

The contractor will work with a CSI staff ride historian throughout the build process to insure that the terrain matches the historical narrative of the battle/campaign to be studied.

Each virtual terrain database shall be completed in accordance with the approved development plan.

Ground and building textures shall match the environment they replicate.

100% of assigned builds must be completed.
