About this file

This file is a Questions and Answers document from Amendment 1 to solicitation W91QF026Q1000 for DPW Carlisle Barracks Refuse and Recycling services. The document addresses six key questions submitted by potential offerors regarding contract administration and performance requirements.

Key clarifications include: disposal fees may be added as separate Contract Line Items (CLINs) to the provided spreadsheet template or charged through the baseline CLIN X001; no site visit will be conducted by the government; offerors may submit copies of CPARS reports they wish to highlight for past performance evaluation; the transition/phase-in period has been set at 20 days beginning on the 12th (increased from the originally proposed 10 days but less than the requested 30 days); and the previous awardee was Waste Management of PA under contract W91QF021P0004 valued at $662,828.95. The questions and answers clarify contract structure modifications issued in the amendment and address offeror concerns regarding operational logistics and evaluation criteria for this refuse and recycling services requirement at Carlisle Barracks, Pennsylvania.

Text version

1. Can the government create a separate CLIN for each performance period to invoice the government for disposal fees? Currently, there is no CLIN provided for disposal fees. Usually, this is a base-through expense to the government.

1. This fee is normally charged to the Government as an add-on via the Baseline CLIN (X001). However, Offerors are allowed to add CLINS to the spreadsheet that was issued in the previous amendment.

1. Will the government hold a site visit for offerors to review the requirements?

1. The Government will not be holding a site visit for this requirement.

1. Will the government accept any CPARS as part of the past performance evaluation? Do you want offerors to submit a copy under this section?

1. The Government is able to see things as well, but if there are any that you specifically wish to highlight, we recommend sending copies.

1. Ideally, the government provides a transition period of 30 days from the award to a new contractor to move in its dumpsters and get familiar with the base. Ten days isn't sufficient for a transition and only assists the incumbent. Can the government consider increasing the phase-in period to 30 days?

1. The best we can do is 20 days. Start date of the phase in has pushed up to the 12th.

1. Who was the previous awardee, contract number, and value?

1. W91QF021P0004 Waste Management of PA, $662,828.95
