The ANAD MILCON Project reflects a commitment to maintaining a state-of-the-art military fabrication and depot facilities that meets the evolving needs of the U.S. Armed

Forces and its equipment. Through these improvements, ANAD aims to enhance readiness, morale, and overall mission effectiveness.

This RPP is focused on establishing a program to demonstrate considerable time and costs savings along with project innovation for U.S. Army Facility Modernization Efforts.

This agreement operates under Title 10, United States Code (U.S.C.), section 2808a

(Facility construction on repair: transactions other than contracts and grants) that are directly relevant to enhancing the ability of the Department of War to carry out repair and construction projects for facilities, including the planning, design, engineering, prototyping, piloting, and execution of such repair and construction projects.

The Company’s proposal will be incorporated by reference into the awarded Agreement.

If the proposal conflicts with the RPP project specifications, the document most beneficial to the U.S. Government (USG) takes precedence.

2. Administrative

2.1 Request for Project Proposal (RPP)

The USG seeks an accelerated award of the resulting OTA. There will be quick turnarounds for potential partners to consider and observe throughout the proposal process.

2.2 Funding Availability

The USG intends to establish funding of approximately $660M for this effort in both direct and indirect cost that includes all design and construction costs borne by the successful OTA awardee. The approximate $660M will be obligated upon OTA award.

An additional estimated $230M for equipment and $85M for R&M projects will be included as optional Agreement Line Item Numbers (ALIN).

The USG may provide additional funding, projects, and/or time without any new competition.

Please be aware:

The estimated funding for this project is an approximation and could be changed.

All awards and funding are dependent on federal funds being available.

2.3 Single Award

The MICC intends to make a single award to one (1) qualified offeror to complete the entire scope of the OTA work. However, if the MICC determines that no single offeror can accomplish the entire work specified within this RPP, then the MICC may ask offerors to work together and make multiple awards under this RPP.

2.4 Period of Performance

The period of performance will not exceed 60 months.

2.5 Acquisition Approach

The law, under 10 U.S.C. § 2808a, allows the government to issue a non-competitive production follow-on agreement or transaction after the current project is successfully finished.

Stated plainly, if all the work is completed as expected, the USG may choose to continue to a follow-on production contract or transaction without opening the opportunity to other Companies. The USG’s approach is to streamline the process for projects that are continuations of successfully executed projects and is a flexible tool intended to allow the Department of War access to solutions more quickly.

2.6 Additional Government Participation

The USG may add additional Federal, State, or Local Government partners to the RPP or the resulting OTA.

May 26, 2026 Page 7 of 20

2.7 Use of an Architect-Engineer (AE) firm

The Government will rely on Agreement Officers (AO) and Agreement Officer Representative (AOR) to provide technical directions to the Company. This Agreement will be used in conjunction with an AE Firm contract, which will perform during performance under this agreement under a separate contract.

2.8 Warranty Requirements

A one-year Warranty Management Plan will be required at time of beneficial occupancy.

The Company shall provide and manage a comprehensive one-year warranty covering all aspects of the work performed under this contract, including all materials, labor, and installation. This warranty period shall begin upon USG acceptance of the work, which is defined as beneficial occupancy. Work acceptance may be completed in phases and warranty dates may be staggered as such. Following written notification of a warranty issue, the Company shall respond and take corrective action within a timeframe appropriate to the urgency of the problem. Upon completion of any warranty repair, the Company shall submit a report detailing the cause of the issue, the corrective action taken, and the date of completion. The one-year warranty for any corrected work will restart from the beginning upon completion of the repair.

To ensure all warranties are properly documented and managed, the Company shall submit a detailed Warranty Management Plan prior to the USG acceptance of work. The Warranty Management Plan must first be submitted within 60 days of Agreement award, outlining the Company's proposed system for managing warranty service, including the roles and responsibilities of personnel, and the proposed response and repair times for issues of varying priority.

Prior to project completion, the Company shall deliver the final Warranty Management Plan. This final submittal shall act as a comprehensive register of all warranties and include:

1. All manufacturer warranty certificates and information for any new equipment or components installed.

2. A detailed list of all equipment, materials, and systems covered by the one-year construction warranty.

3. For each warranted item, the register must specify the name of the item, model/serial number, its location, the warranty term with start/expiration dates, and the name, address, and telephone number of the point of contact for initiating warranty service.

4. The warranty management plan shall detail that any warranty provided shall not limit the Government’s rights to inspect or accept any aspects of the work performed with respect to latent defects, gross mistakes, and/or fraud.

2.9 Bond Letter

Bond Letter: The Offeror shall provide a letter from a qualifying surety that validates the ability to provide bonding at the agreement’s program ceiling and specifies the Offeror’s

May 26, 2026 Page 8 of 20 aggregate and single project limits, remaining bond capacity, and impact anticipated from the proposed agreement with the proposal. The initial agreement value will be approximately $660M/5-year agreement. An additional estimated $230M for equipment and $85M for R&M projects may be included after Agreement award. It is acceptable to have bonds on each project instead of one overall agreement bond. Any fluctuation in the contract maximum value will require the bond to match dollars for dollars. The bonding capacity and letter must match the Management Approach for the MILCON and R&M projects.

2.10 Non-government Personnel Support

Non-Government, or contracted support, advisors may be used in the evaluation of Solution Briefs, Pitches, during Proposal development, proposal evaluations, and negotiations. Non-Government advisors and their employers will have signed non-disclosure agreements (NDAs) with the USG. Companies may engage specific NDAs directly with the non-government advisors or their corporate entities. The non-government advisors may also play essential roles in agreement performance oversight along with USG employees. Submission of an offer will constitute a grant of authority by the submitting company to the USG to allow the use of non-Government advisors to participate in evaluations of all phases of the procurement process.

The USG understands that information provided in response to this OTA is presented in confidence and may contain trade secret or commercial or financial information, and it agrees to protect such information from unauthorized disclosure to the maximum extent permitted or required by Law, to include:

a. 18 U.S.C. 1905 (Trade Secrets Act);

b. 18 U.S.C. 1831 et seq. (Economic Espionage Act);

c. 5 U.S.C. 552(b)(4) (Freedom of Information Act);

d. Executive Order 12600 (Pre-disclosure Notification Procedures for Confidential

Commercial Information); and,

e. Any other statute, regulation, or requirement applicable to Government employees.

MICC policy is to treat all submissions as proprietary information, and to disclose their contents only as discussed herein. Restrictive notices notwithstanding, during the evaluation process, submissions may be handled by support Companies for administrative purposes and/or to assist with technical evaluation. All MICC and DoW support Companies performing this role are expressly prohibited from conflicts of interest with MICC-sponsored OTA projects and are bound by appropriate NDAs. If physical copies are required, submissions will not be returned. The original copy of each submission received will be retained at MICC and all other non-required copies destroyed. A certification of destruction may be requested, provided the formal request is received at this office within five (5) calendar days after notification that a proposal was not selected.

d. The proposal contains unbalanced pricing.

e. The proposal is not in English (American Standard) or in US Dollars.

May 26, 2026 Page 13 of 20

5. Company Selection

5.1 Following a preliminary screening, the Agreements Officer will forward all compliant project proposals to the USG representatives for a comprehensive evaluation. Each proposal will be independently assessed against the evaluation factors detailed in this

RPP. Offerors must articulate how they intend to meet and, if possible, exceed the

RPP's requirements; a mere restatement of a requirement is insufficient. The USG will select the best overall offer, based upon an integrated assessment of Management

Plan, Milestone Schedule, Added Value, and Price. An agreement may be awarded to the Offeror whose proposal conforms to the RPP’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by this RPP) and is judged by an overall assessment of the evaluation factors to represent the most advantageous offer to the USG. As part of making the assessment, the

Government reserves the right to select a Company whose proposal may not be the lowest price.

5.2 Evaluation Factors

1. Management Plan

2. Milestone Schedule

3. Added Value

4. Price

5.3 Management Plan

Offeror project proposals will be evaluated for:

1. Comprehensive plan to effectively manage the four (4) MILCON projects within the technical specifications within this RPP,

2. Offeror’s realistic ability to complete all projects according to a USG accepted design,

3. Company’s approach to ensuring aggressive timelines do not degrade quality of construction,

4. Explanation of how the MILCON projects will be completed as well as the optional R&M and optional equipment purchases,

5. Key Personnel discussion and resumes,

6. Submittal/product approval timelines and interaction with the Government;

7. Bonding Capacity Letter; and

8. Recommends UFC sections to be eliminated or altered for cost or time savings.

Recommendations shall include a commercial reference or code, if applicable.

Key personnel are defined as:

• Design-Build Project Manager

May 26, 2026 Page 14 of 20

• Project Superintendent

• Construction Quality Control (QC) Manager

• Site Safety & Health Officer (SSHO)

• Design QC Manager

f. Notice to Proceed

g. Beneficial Occupancy

Upon Agreement award, the proposed schedule milestones will become the Agreement milestones to be followed.

5.5 Added Value

The Company shall demonstrate its added value to the project. Added value is defined as shorter construction periods than average, an increase in quality, reduction to life cycle maintenance costs, enable production process flexibility, or demonstration of new construction techniques or technologies to improve military installations or facilities.

5.6 Price

5.6.1 The Price Proposal will be evaluated on whether the price proposal provided includes a price for each ALIN. It is expected the Companies will utilize the USG provided ALIN price for all ALINs except the two (2) R&M projects. If the Company varies from the USG provided ALIN price, the Company must explain the variance.

5.6.2 Many of the ALINs are options and funds for the optional ALINs will not be obligated at Agreement award. The four (4) MILCON ALINs will be obligated at

Agreement award.

5.6.3 The Government provided the approximate funding for the four (4) MILCON construction building projects, as well as the available funding for the optional R&M projects and optional equipment purchases within the RPP. However, the disclosure of these funding levels does not relieve the COMPANY of the responsibility to submit an independent, competitively priced proposal based on their actual estimated costs and proposed solutions.

5.6.4 COMPANY must provide clear, distinct, and completely segregated pricing for each of the following:

• MILCON Construction Building Projects - Separate pricing for each of the four (4) building projects.

• Optional R&M Projects: Separate pricing for each R&M project listed in Table 1.

• Optional Equipment Purchases: Separate pricing for each individual equipment item listed in Table 2.

All proposed pricing within the Excel model must be fully transparent and clearly traceable from the summary level down to the discrete labor hours, materials, and

May 26, 2026 Page 16 of 20 indirect cost elements supporting each specific building, optional R&M project, and optional equipment purchase.

5.6.5 Milestone Payment Schedule Alignment

The Government-defined milestone schedule is provided in 5.4 - Milestone Schedule.

Companies shall propose a corresponding milestone payment schedule that aligns precisely with this schedule.

For each milestone, the Offeror must clearly identify:

• The specific milestone event number and title.

• The objective, verifiable "definition of done" or criteria required to trigger the payment.

• The exact dollar amount and percentage of the total project price associated with that milestone completion.

• Milestone payments must reflect the actual value of the work performed leading up to that event; front-loaded milestone payment schedules will not be considered.
