1. Is there an incumbent on this or is this a brand-new project? if yes, could you please provide us with their award number.

2. Volume 2 / Factor 2 – Past Performance - The instructions for Volume 2 requires the submission of PPQs, which are to be submitted directly to the referenced Contract Specialist / Contracting Officer before the proposal submission deadline.
Question: The RFQ does not provide specific instructions about what to provide in the 15 page. Volume 2 Past Performance section beyond information about PPQ requirement.
Please clarify the instructions for information to be presented in Volume 2 – Past Performance. How is it different than what is provided in Volume I Sub-Factor 1?

3. Can family members (spouse/dependent) accompany contract personnel to Guantanamo Bay, Cuba for each of the 11 positions?
The accompanied housing is restricted to key personnel if available. No accompanied housing is guaranteed for contractors. The contractor is responsible for arranging (leasing) housing with the Naval Station Guantanamo Bay Housing office.
4. Will the Government provide a Common Access Card (CAC) and grant routine and regularly scheduled visits to the worksite to the Contract Awardee President or HR Director to evaluate and assess the contract personnel performance and customer service relationship with the Government?

5. What is the policy on living arrangements - are housing units shared or singularly occupied?
The accompanied housing is restricted to key personnel if available. No accompanied housing is guaranteed for contractors. The contractor is responsible for arranging (leasing) housing with the Naval Station Guantanamo Bay Housing office. Please see question number three.
6. Will a single employee be required to share living space with another person?

7. Does the Government require the training to be documented on the Physical Security
Specialist (Locksmith) resume? Or does the Government require training certifications?
Resumes should reflect the require certifications and training. Certifications are required.
8. Can the training requirement for the Physical Security Specialist be completed post award for the following trainings?
"Both physical security specialists will have the ten-day training titled: GSA
AUTHORIZED SAFE & VAULT TECHNICIAN & INSPECTOR TRAINING &
CERTIFICATION, One security specialists will have this five-day training:
PROFESSIONAL LOCKSMITHING II: DOOR & DOOR HARDWARE INSTALLATION.
One security specialist will have this two-day training: GSA II: FF-L-2740B LOCK DRILLING. One security specialist will have this one-day training: LKM10K LOCK SERIES CERTIFICATION. One security specialist will have this one-day training:
KABA MAS X-10 LOCK CERTIFICATION."
Contractor is expected to be fully mission capable when the contract is started.
9. Will the Government accept a candidate with the TS clearance but does not have SCI at the time of award?
Contractors are expected to have the proper clearance and if required be read onto SCI when proposal is submitted.
10. Will the Government change the look back period for past performance to ten (10) years?
The Government stands firm on how the current requirement is instituted in the solicitation
11. Will the Government remove the restriction of five (5) years to qualify a past performance reference?
The Government has revised this to reflect three (3) years
12. Will the Government accept a "collection" of related 8(a) sole sourced direct award contracts for the same customer with a continuous period of performance?
No
13. RFP states that this contract will have a nine (9) month base period and four (4) 12-month Option Periods. The SF1449 Schedule B is missing Option Period Four
(4). Also the Surge Pricing Sheet is missing Option Period Four (4). We request that the SF1449 and Surge Pricing Sheet are updated with Option Period 4 CLINS/Table.
This information has been updated to reflect a Base Period of 9 months and three (3) Option Periods. This updated information aligns with the Surge Pricing Sheet
14. RFP states that this contract will have a nine (9) month base period (that includes a month Phase In/Out Period as well). We see CLIN 0001 is the Phase In, but we do not see a Phase Out Period. Does the Gov't intend to have a Phase Out period at the end of the contract period of performance?
This Requirement will not have a Phase Out Period, the Phase Out language has been removed
15. During the Phase In month, will the incumbent personnel be paid by the out-going incumbent contractor, and if yes, for how many days or weeks?
Phase In Period, this will be the incumbent last month performing on the contract and pay will be based contract price amount so as long as services are rendered. Phase In for new contractor shall be priced for possible visits to USSOUTHCOM and administrative type functions.
16. During the Phase-Out period, will the incumbent staff remain on the incumbent contractor payroll and if yes, for how many days or weeks? If certain staff remain on the incumbent contractor's payroll, would the Government provide the position name(s)?
Phase Out language has been removed. The new contractor will have to follow the Right of Refusal instituted in Executive Order. It is upon the contractor to determine the requisite resources to provide services requested.
17. Complete SF1449: The Offeror shall submit a completed SF 1449 CLIN structure indicating a unit price and total proposed price for all Contract Line Item Numbers (CLINS) for the base period accordingly. Does the Government only require pricing for the base period?
In order to be eligible for award, pricing shall priced out on the base period and all option periods.
18. There are several organization/uniformity issues in the CLIN structure: Option Period
4 is not included in the schedule, some of the QTY and UNIT descriptions for Surge, ODC, Travel, DBA Insurance Cost and Service Contract Performance vary across the Base and Option Periods as both JOB and MONTH as the Unit and "1" and "12" as the QTY as follows:

19. We ask that the Government identify CLINs X012 -X016 QTY as 1 and UNIT as a JOB consistently across the Period of Performance.
20. Vol 3 SF 1449 Sect 1.6.7.3, 1.6.10 – pages 3-33, 37, 38,40 and 41
Section 1.6.7.3 Personnel Security Clearance and Section 1.6.10 Key Personnel Both the Tables in RFP Sections 1.6.7.3 and Section 1.6.10 have reference to the Administrative/Personnel Security Specialist. The CLIN Schedule identifies a position title Administrative Specialist/Security. Will the Government confirm that the Administrative Specialist/Security (CLINs) aligns with the Administrative/Personnel Security Specialist identified under Key Personnel?
Yes, those positions are the same.
21. Vol 2 Section M page 101 - Request the Government complete this sentence: "While the Government may elect to consider data from other"
This sentence has been removed as it’s clarified earlier in the paragraph in this section
22. Section L – page 92 – Font instructions: Is Times New Roman Size 10 a minimum size font or does the Gov't want all content including tables and graphics in TNR 10?
Will the Gov't accept TNR Font Size larger than 10?
Can the Offeror use Arial Font 8 for Tables and Graphics?
Please follow the instructions as indicated on the solicitation to be acceptable
23. Vol 2 Section L page 95 - Request clarification of Section L Volume 2 instructions and PPQ template instructions: The Section L instructions indicate that the Offeror should review the completed PPQ (It is the offeror’s responsibility to assure all identified contract reference PPQ’s are filled out entirely and are submitted to the Contract Specialist / Contracting Officer before the deadline to submit proposals) The PPQ template instructs the Offeror's Reference POC to return the completed PPQ to the Contracting Officer.
Does the Gov't want the Offeror or the Offeror's Reference to submit the PPQ?
The specific instructions are contained in the PPQ questionnaire
24. Vol 2 Section L page 92 - The Page Limit for Volume 2 is 15 pages. There are no instructions for the content of Volume 2. Does the Government want copies of the completed PPQs in Volume2? What other content does the Gov't require?
The Government has instructed in the solicitation for Offerors to submit Past Performance Questionnaires. The specific instructions are on the Past Performance Questionnaires. There are no other content that the Government is expecting in Volume 2 other than the Past Performance Questionnaires.
25. Is there any public transportation available for our staff on Guantanamo Bay?
There is a public bus schedule on base.
26. Can the Government provide a "price list" of common visits to the Naval Hospital on Guantanamo Bay, Cuba?

27. Does the Government anticipate the Awardee to provide a regular CONUS type Medical and Dental Insurance Policy?
This is up to the Awardee and their company policy however the Government expects resources to be fully capable to perform services without limitations on Medical and Dental.
28. You would like to see the completed Part A or each of the (1 minimum - 3 maximum) PPQs that customers will complete fully and submit directly to you prior to the proposal due date?
The specific instructions for Past Performance instructions are stated in the solicitation and Past Performance Questionnaire
29. There are no other submission requirements for Volume II Factor 2 Past Performance?

30. Surge Price List – Pg 103-104 of RFP – Volume 3 Price - States: The Offeror shall fill out the pricing sheet for each Labor Category for the base and option periods accordingly. The Offeror shall provide a price per hour for all Labor Categories in the event overtime support is needed in accordance with PWS. However, the current Surge Price List does not show “all the labor categories as indicated in Section B of the SF1449. Please clarify.

31. PWS Section 4.7 Relocation Costs - States: Base + 4 Option Periods - this RFP is for Base + 3 Option Periods – Please clarify.
This information has been updated accordingly. This is a base + 3 Option Period
32. FAR Part 52.217-9(c) - Stipulates a total contract period maximum of 46 months – however, it conflicts with Section 4.7 of the PWS which currently stipulates Base +4 Option Periods = 57 months. Please clarify.
This information has been updated accordingly to 45 months (Base Period of 9 months and three (3) twelve months option periods.
33. Section M - Evaluation Factors for Award - States: The Technical sub-factors, Experience with a weight of 60%, Staffing Plan & Resumes with a weight of 20%, and Security Classification with a weight of 20% when combined with Past Performance are significantly more important than Price. Will the government please clarify, what is the percentage of weight that will be applied to Price – as the aforementioned totals “100%?
This is a Trade Off Acquisition and the best overall value proposal that is determined to the most beneficial to the Government given the instructions and evaluation provided in the solicitation will be the Awardee
34. PWS, Section F-Deliveries or Performance, CLIN 0014 and CLIN 0016 - States: “CLIN
0014: Pop 01-Aug-2024 TO 31-MAY-2025”, which is 10 months. Also, “CLIN 0016: Pop 01-Aug-2024 TO 30-JUNE-2025”, which is 11 months. This contradicts with CLINs 0002, 0003, 0004, 0005, 0006, 0007, 0008, 0009, 0010, 0011, 0012, 0013, 0015, and 0017, which lists the POP is 31-OCT-2024 TO 30-JUN-2025, which is 8 months. Will the government update Section F, so all CLINs for consistency, for each respective Period of Performance
35. What are the specific electronic security systems (Names), e.g., Access Control, CCTV, IDS, etc.?
Electronic security systems is Advantor and covered under a separate contract.
36. Can the Government provide a list of specific equipment by type and quantities?

37. Please confirm the Phase-in period is one month.

39. How does the Government require the Contractor to price surge support? Will the
Government provide an NTE number of hours? Section B #13.
The Offeror is to only provide Surge Pricing on the Surge Pricing Sheet attachment. Pricing on the CLINS can be left blank
40. Can the Government elaborate on what specific LCATS would be required to provide surge support? Is there historical data to support these LCATs and the level of effort?

Surge is on an as needed basis. Please subject Surge Pricing on Surge Pricing Sheet for labor categories indicated.
41. Please confirm that the Government will allow allowable markups for the DBA insurance. PWS #16.
This is up to the Offeror in the pricing that is submitted. The Government will evaluated as indicated on the solicitation.
42. Please confirm that in addition to the FFP CLINS, there are also T&M CLINS, i.e., for
DBA, ODCs, housing, etc. PWS 1.6.6
There are no T&M CLINS. DBA, ODC, Housing are considered Cost Type CLINS.
The Government will only pay actuals incurred.
43. The Government states that the assigned COR will "ensure the Contractor's products meet government requirements." Please elaborate on what products the Government is referring to. PWS 1.6.9.1
This is indicating the COR evaluate the contractor performance monthly.
44. Does the Government require resumes to fulfill all eleven Key Personnel positions or only one resume per key personnel position? PWS1.6.10
All Key Personnel as indicated in the solicitation
45. The Government states, "The Government will provide up to three (3) vehicles for
Contractor use…" and later in the same paragraph states that the Contractor shall provide the following specific type vehicles…" totaling three (3). Are all work vehicles provided by the Government, Contractor, or both parties? PWS Part 3 Work Vehicles, 3.7.
There are three government owned work vehicles provided to fulfill the requirements of this contract. The government owned vehicles are for work use only and can not be take to contractor residents.
46. Is housing authorized for dependents under this contract? Part 4: Housing 4.5
The accompanied housing is restricted to key personnel if available. No accompanied housing is guaranteed for contractors. The contractor is responsible for arranging (leasing) housing with the Naval Station Guantanamo Bay Housing office. Please see question number three.
47. What level of housing (military rank equivalent) are contractors authorized? Part 4:
