If not, is there alternate contracting officer or contracting administrator who is familiar with our contracts that would be able to respond to a past performance questionnaire?

Answer #1: Yes, our office will be able to provide a PPQ response with regard to work performed at SOUTHCOM as a reference.

2. Is this a follow-on, if so which contract number is your requirement currently being performed and by whom?

Answer #2: This requirement is not a follow on requirement. This requirement is a consolidated effort of three requirements. The known information regarding the current effort is as follows:

RFQ, Question and Answer, P15

“Answers shall be provided as an amendment to the solicitation notice as issued via FedBizOpps (FBO) website no later than Wednesday, 12 April 2017 at 11:00 a.m. (EST) and shall be structured as an all-inclusive question/answer document encompassing all of the Contractor’s questions and the Government’s responses to those questions.”

This section states that answers shall be provided as an amendment to the solicitation notice as issued via FBO website no later than Wednesday, 12 April 2017 at 11:00 a.m. (EST). That date is also the proposal due date. Did the government intend to select that as the deadline for provision of answers?

1 ANSWER

Please disregard as this was a typographical error and should have read “29 March 2017”, not “12 April 2017”. The questions were answered on 29 March 2017 and 14 April 2017. The “Note to

Offerors” Section has been updated accordingly in the solicitation.

2 RFQ, 1.6.10, P21

“1.6.10 Key Personnel: The following personnel are considered key personnel by the U.S. Government: CTIMS Database Developer.”

Will the government clarify if this listing is complete listing or if it should read:

“1.6.10 Key Personnel: The following personnel are considered key personnel by the U.S. Government: CTIMS Database Developer, Application Developer / SharePoint Site Collection Administrator for Acquisition Support, Acquisition Support Staff and Services (SMEs for Acquisition Support)”

Additionally, how many Acquisition Support, Acquisition Support Staff and Services (SMEs for Acquisition Support) positions are considered Key Personnel?

2 ANSWER

A1: Yes, the listing contained a typographical error and should have read as follows: “1.6.10 Key Personnel: The following personnel are considered key personnel by the U.S. Government: CTIMS, Debit Card Database Developer; Application Developer / SharePoint Site Collection Administrator for Acquisition Support; and Acquisition Support Staff and Services, SMEs for Acquisition Support…” A modification to the performance work statement has been made accordingly.

A2: While this acquisition is based on a firm fixed price performance based metric and not time and materials or level of effort, a definitive number of personnel cannot be assessed; however, the Government has issued estimated workload data which utilized existing historical workload data to calculate the estimated full-time equivalents anticipated for each specific Key Personnel category. Please see Attachment 3 of the performance work statement for further details.

3 RFQ, 1.6.11.1.2, P21

“1.6.11.1.2 Education: Bachelor Degree in business”

It is unclear why the government requires a bachelor degree in business for development of a SQL database and managing migration of data from a SharePoint Site. Would the government allow other degrees, such as STEM degrees? Or would the government consider simply describing that a Bachelor Degree is required?

3 ANSWER

The Government will not accept a STEM Degree in place of a Bachelor Degree. A change has been made; however, to the specified major under the required bachelor degree. A baccalaureate degree in any field of study with 24 credit hours in accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management or a baccalaureate degree in Software Development would be considered acceptable under the referenced education level in the performance work statement. This change has been made to the performance work statement accordingly.

4 RFQ, 1.6.11.2.2, P22

“1.6.11.2.2 Education: Bachelor Degree in business

It is unclear why the government requires a bachelor degree in business for Federal acquisition support. Would the government allow other degrees, such as STEM degrees? Or would the government consider simply describing that a Bachelor Degree is required?

4 ANSWER

The Government will not accept a STEM Degree in place of a Bachelor Degree. A change has been made; however, to the specified major under the required bachelor degree. A baccalaureate degree in any field of study with 24 credit hours in accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management would be considered acceptable under the referenced education level in the performance work statement. This change has been made to the performance work statement accordingly.

5 RFQ1.6.20.5, P26

Medical Travel Requirement

Contractor shall ensure that all Contractor employees and subcontractor employees are medically, dentally, and psychologically fit for performance of their duties.

Q1. What constitutes medically, dentally, and psychologically fit, and how is the employee to provide evidence?

Q2. Is the Contractor responsible for the cost of employee immunizations should travel to AOR be required? When are the employees expected to get the vaccines/immunizations since travel to AOR is possible, but not definitive?

In addition, U.S. citizen and TCN Contractor and subcontractor personnel traveling to the USSOUTHCOM AOR are required to be beneficiaries of a medical evacuation plan and service through an insurance plan provided by their employer or paid for individually.

Q3. A medical evacuation plan is not a standard medical benefit.

When are the employees expected to obtain that plan since travel to AOR is possible, but not definitive?

Q4. Would DBA insurance be considered a reimbursable travel expense under CLINS 0005, 1005, 2005, 3005 and 4005? Is not billed separately.

5 ANSWER

A1 – Evidence is not required. Refer to the Force Health Protection Guidance for Deployment. All immunizations must be obtained prior to traveling to the USSOUTHCOM AOR.

A2 – The Contractor is responsible for the costs of employee immunizations should travel to the AOR be required. The vaccines and immunizations should be managed by the contractor traveling and the employees must be compliant before travel occurs. A reasonable timeframe will be given to the contractor to establish a plan before travel occurs.

A3 – This shall be managed by the employer when the employees obtain the plan. The only stipulation is that the plan must be fulfilled and effective prior to traveling. A reasonable timeframe will be given to the contractor to establish a plan before travel occurs. Costs associated with such plan will not separately priced under the contract and payment for such plans will be managed by the Contractor or individual based on the Offeors management plan and discretion accordingly.

A4 – DBA Insurance will not be separately priced under a CLIN in the contract and DBA Insurance is not a reimbursable expense under the Travel CLINs 0005, 1005, 2005, 3005, or 4005.

6 RFQ Part 3/3.1, P31

3. U.S. GOVERNMENT FURNISHED ITEMS AND SERVICES

The Offeror understands that the places of contract performance include USOUTHCOM Headquarters in Doral, Florida 33172, as well as other CONUS locations and possibly U.S. military locations throughout the Caribbean, Central and South America, as required.

Section 3.1 Facilities does not indicate government-provided facilities. Outside of headquarter facilities, is the Contractor expected to provide facilities in the other CONUS locations and throughout the Caribbean and Central and South America?

6 ANSWER

No, the Contractor is not expected to provide facilities in the other OCONUS locations and throughout the Caribbean and Central and South America.

RFQ 1.6.11.1, P21 and 5.4.1

P36

The Application Developer / SharePoint Site Collection Administrator for Acquisition Support requires considerable DAU training. Will the government clarify if this position will be expected to provide direct acquisition support?

7 ANSWER

The Application Developer / SharePoint Site Collection Administrator requirements are stated in paragraph 5.4.3 through

5.4.3.17 as part of a team effort requirement. This would be the extent of the support expectation for the Application Developer / SharePoint Site Collection Administrator.

8 RFQ 5.4.3, P37

This section states “The Contractor shall provide properly trained and qualified personnel to support the USSOUTHCOM Acquisition Support application development, data migration, and maintain SharePoint site collection, as identified in Table 1 below.

There is no Table 1 in the solicitation. Will the government provide the table 1?

8 ANSWER

Reference to “Table 1” was removed. These requirements are located in 1.6.11.1 Key Personnel: Application Developer / SharePoint Site Collection Administrator for Acquisition Support. See Experience (1.6.11.1.1) Education (1.6.11.1.2) and Certifications (1.6.11.13) on page 21 for those details.

RFQ Attachment 1 / Technical Exhibit 1

Performance Requirements Summary, P 42

The Technical Exhibit 1 Table presents % Deduction from monthly invoice for not meeting Performance Standards. This is a FFP contract so how can deductions be incurred?

9 ANSWER

As a means of obtaining consideration for work which does not meet the Acceptable Quality Level (AQL) through periodic surveillance or otherwise, the Government requests a deduction to the monthly price submitted for all services.

RFQ 1.6.11.2 P21 and

Attachment 3, P46

Regarding the “Acquisition Support Staff and Services SMEs” for Acquisition Support, does the government intend to procure Acquisition Support SMEs?

The requirements describe two years of experience in government contracting in pre-award and post award functions. A candidate with this low level of experience would not normally be considered a SME. If the government intends to procure a SME, would the government consider increasing the position requirements to six years in in government contracting in pre-award and post award function in line with the intent to procure Acquisition Support SMEs?

10 ANSWER

The Government considers this a subjective interpretation of the definition for a Subject Matter Expert or SME. The Government defined the term SME under this acquisition based education, experience, and certification levels accordingly.

RFPA. ADDITIONAL

INSTRUCTIONS AND

INFORMATION/a. Volume 1 / Factor 1 – Technical, P50

a. Volume 1 / Factor 1 – Technical:

(1) The Offeror shall provide evidence of database development with 10 years of experience using Microsoft Access and Visual Basic.

Does this requirement pertain to the experience of technical experts that have executed on the Offeror's contracts or is it requiring that the Offeror provide evidence of 10 years of experience?

11 ANSWER

The requirement under the referenced section should be representative of the experience by the Offeror, not the individual Key Personnel or other technical experts.

RFP, Submittal Requirements, 2.a.i, P50

“Subfactor 1 - Experience: The Offeror shall submit a maximum of one (1) contract reference for which the Offeror was the prime contractor, subcontractor, or Joint Venture (JV) Partner. A maximum of three (3) contract submissions will be evaluated.”

Does the government intend to describe a minimum of one and a maximum of three contract submissions?

12 ANSWER

Contract references submitted by the Offeror shall meet the “Recency”, “Relevancy”, and “Similar Size and Scope” minimum standards in order to be considered a valid contract reference for evaluation of Subfactor 1.

RFP, Submittal Requirements, 2.a.i, P50

“Developer must be able to import or export data from various formats such as HTML, MS Office formats, PDF and XML for integration of databases. Knowledge of XML files for integration with G-TSCMIS is essential. The developer must have proven, demonstrable experience with integrating different databases.”

Does the government intend to use “developer” with an equivalency to “offeror” or “contractor?” Or is this requirement in reference only to a specific position?

13 ANSWER

The term “Developer” was inadvertently used in place of the term “Offeror”. Changes to the Addenda to FAR 52.212-1 and FAR 52.212-2 have been made in the solicitation amendment accordingly.

RFP, Submittal Requirements, 2.a.i, P50

“The Offeror shall provide evidence of database development with 10 years of experience using Microsoft Access and Visual Basic.”

“Recency – To be considered recent, the contract reference must have been awarded within the last five (5) years; performance must have begun no less than five (5) years; and is still active or was active within the last five (5) years, at time of proposal submission.”

The above two requirements seem to be in conflict. Would the government clarify how an offeror should show ten years Access and VB experience by providing a contract references awarded within the past five years?

14 ANSWER

Based on a logical approach to this conflict, a change has been issued accordingly to the “Recency” paragraph accordingly. Mention of “five (5) years” has been changed to “10 years”. Please reference the change to the Addendum to FAR 52.212-1 in the solicitation amendment for further details.

15 RFQ, 2.a.i.2.a, P51

“Provide evidence of in-depth knowledge of GFEBS financial systems and fiscal code with 5 years of experience.”

“Recency – To be considered recent, the contract reference must have been awarded within the last five (5) years; performance must have begun no less than five (5) years; and is still active or was active within the last five (5) years, at time of proposal submission.”

As an offeror may have multiple contracts with relevant GFEBS experience that combined would show at least five years of experience, would the government consider allowing more than three contract reference submissions to allow an offeror to show they meet these requirements?

15 ANSWER

Based on providing reasonable means for an Offeror to demonstrate the required experience level, a minimum of 2 and a maximum of 4 Contract Reference submissions will be allowed. The Addenda to FAR 52.212-1 and 52.212-2 have been changed accordingly.

RFQ, Submittal

Requirements, 2.a.i, P50

There seems to be no requirement to show past performance for acquisition support. However, there are at least two key personnel that will be required to deliver acquisition support. How does the government intended to evaluate an offeror’s ability to provide acquisition support if not by evaluating its record of providing those services? Would the government consider including a requirement that the offeror shall provide evidence of providing acquisition support?

16 ANSWER

The Government does not require evidence of providing acquisition support services experience at the Offeor level; however, key personnel experience is required in accordance with the resume submissions under Factor 1, Subfactor 3, Staffing Plans & Resumes.

Theis is the focus and intent of the evaluation for this type service.

RFQ, Submittal

Requirements, 2.a.i, P50

“A maximum of three (3) contract submissions will be evaluated.”

The requirements of this contract vary from SharePoint Administration, application development, systems integration, operations support, acquisition support and support of DoD financial systems. These services cross NAICS codes and often are procured on different contracts. Would the government consider allowing more than three contract reference submissions to allow an offeror to present their experience across all these areas?

17 ANSWER

Based on providing reasonable means for an Offeror to demonstrate the required experience level, a 2 to 4 Contract Reference submission will be allowed. The Addenda to FAR 52.212-1 and 52.212-2 have been changed accordingly.

18 RFQ 2.1, P59

Technical (a) Basis of Evaluation requires the Offeror to provide one

(1) contract reference demonstrating 10 years of MS Access and Visual Basic experience.

Other than GWACs, government agency contracts generally carry a 5-year limit. Would you please clarify this requirement?

18 ANSWER

This was a typographical error and has been corrected accordingly.

Please see Addendum to FAR 52.212-2 for further details.

19 RFQ, 2.2.a, P61

“The government shall consider the past performance information (a completed and accurately filled out PPQ) submitted by the Offeror”

Are PPQs intended to be submitted with the proposal?

19 ANSWER

PPQs are not intended to be submitted directly by the Offeror. They should be submitted by those that fill out the PPQs and submitted to the contract specialist and contracting officer.

RFQ, Volume 2 / Factor 2 –

Past Performance, P53

“The Offeror shall submit complete an accurate Past Performance Questionnaires for a minimum of one (1) and a maximum of three (3) contracts for which the Offeror was the prime contractor, subcontractor, or Joint Venture (JV) Partner. The Offeror must provide a complete and accurate Past Performance Questionnaire (PPQ), which can be found with instructions as Attachment 1 at the bottom of this document, for each submitted contract reference. It is the Offeror’s responsibility to assure all identified contract reference PPQ’s are filled out entirely and are submitted to the Contract Specialist / Contracting Officer before the deadline to submit proposals under the subject solicitation. Contracts identified in the PPQ must be contracts completed for the Department of Defense.”

It is unclear what the government is requesting in the past performance volume. Per instruction, the past performance questionnaire is required to be submitted directly back to the contracting office and would not be available to the offeror.

Should the offeror include the PPQ template with the offeror information populated?

Is the government requesting additional information to be in the past performance volume like scope of work, metrics or outcomes?

20 ANSWER

There is no submittal of past performance expected directly from the Offeror. The PPQ Template’s (See Addendum to FAR 52.212-1) red text shall be filled out by the Offeror, and then sent to the point of contact under that contract reference to be filled out. Afterwards, the point of contact under that contract reference will send the PPQ directly to the contract specialist and contracting officer.

RFQ, Instructions to Offerors, P49, P62

“Overtime Support Pricing Sheet” or “Surge Support Pricing Sheet”

“In addition to the above, the offerors “Surge Support Pricing Sheet” will be evaluated for price balance and reasonability only, using one or more of the techniques defined in FAR 15.404-1.”

“filled in pricing for all cost variables on the "Overtime Support Pricing Sheet"

Will the government clarify if there is a template pricing sheet for overtime support that the offeror should fill out? If not, what format would the government like for the “Overtime/Surge Support Pricing Sheet”?

21 ANSWER

A template has been issued as an attachment under solicitation amendment 0002 to be filled out by the Offeror. This filled out document is also required for the Offeror’s submission.

RFQ, Instructions to Offerors, P49

Will the government consider changing the maximum page count for Factor 1: Technical Experience to fifteen pages? A thorough technical response for these requirements cannot be submitted with only ten pages.

22 ANSWER The Government has made a change to the page count to 15 pages.

RFQ Part 5 Specific tasks, Section 5.4.3.1 P38

The new database shall be developed in accordance with USSOUTHCOM-J6 Software Engineering and Integration (SEI) Standards contained in Memorandum dated 18 April 2014 References: DoD Directive 8115.01, Information Technology Portfolio Management, October 10, 2005 and DoD Directive 8320.02, Sharing Data, Information, and Information Technology (IT) Services in the Department of Defense, August 5, 2013. Is this memorandum currently available, and can you provide it please?

23 ANSWER

These references above are available through public means available via a basic internet search. If an Offeror is unable to obtain these documents, please contact the Contract Specialist or Contracting Officer by email to receive a copy.

RFQ Part 5 Specific tasks, Section 5.4.3.17 P39

5.4.3.17 Prepare reports weekly, monthly, and as requested.

Q1) Are the reports (or their formats) already established?

Q2) What report tool is being used/will be used?

24 ANSWER

Reports are generated via an existing database utilizing a current established format.

RFQ Part 5 Specific tasks, Section 5.3.6.6

5.3.6.6 Build the database to have a dashboard display of DCs within a 45-day window that requires closure. The DC 45-day window shall also be a report that can be downloaded. The dashboard display shall be complete by 1 Oct 2017.

Are Dashboard requirements already established (i.e. what data it must show, how it will be presented, look and feel of the pages)

25 ANSWER

The Debit Card (DC) uses a current established database. These requirements are desired changes and updates as necessary by mission requirements and objectives accordingly. Presentation and look & feel of the pages are currently established as well.

RFQ Part 5 Specific tasks, Section 5.4.1 Basic Services P36

Part 7 Schedule of

Deliverables Page 45

Could the government consider separating the sustainment of the SharePoint/access system from the development of the SQL replacement, so that a dedicated SQL developer could attain the required results within the 6 month time limit?

27 ANSWER

No. The new SQL is similar to existing. Six months should be ample time to attain the required results.

Part 7 Schedule of

Deliverables Page 45

It seems like the Government intends to have someone whose career includes acquisition support develop a tool in SQL to manage the contracting workflows and documents, while simultaneously sustaining and adding functionality to the SharePoint system. Our concern is that SQL development, ongoing SharePoint development, and acquisition support are not overlapping skillsets. Would the government consider changing the software delivery strategy to pair someone with acquisition support experience and familiarity with the contract business process at SOUTHCOM work with a skilled SQL developer to build, test and integrate the new SQL system, then hand over the system to the ongoing sustainment team?

Would the Government consider making the SQL developer a temporary position, or simply remove the requirement for DAU certification and acquisition experience?

28 ANSWER

No, the SQL Developer will not be considered on a temporary basis.

The required DAU certification and acquisition experience is also required and will not be removed.

Instructions - Volume I Factor

Will the government consider removing the requirement to provide evidence to demonstrate experience using the contract’s primary systems to include CTIMS, GFEBS, DTS, G-TSCMIS, DDS? This is very restrictive and favors an incumbent.

29 ANSWER

These are the Governments material requirements. Based on market research, industry does have the requisite experience to demonstrate the requirements outlined under Factor 1, Subfactor 1.
