SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESTIONS AND ANSWERS

1. Contractor Question: Our platform requires a training / orientation in order to understand where different tools are located and how to operate certain aspects of the system. Will the three evaluators evaluating the Technical Factor be provided an opportunity for training so that the Contractor can explain where the features are located?

Government Answer: Yes, a part of the overall evaluation the identified Lowest Priced Offeror will be contacted and prior to providing the user ID / Password for Unfettered search purposes. The contractor can provide a demonstration of the tools / system functions.

2. Contractor Question: Follow‐on question, if the evaluators are not provided a training/orientation, how is it they will be evaluating the technical aspects of a system? We are curious to understand the methodology of how the evaluation team will be determining a quality as “acceptable” vs. “not acceptable”.

Government Answer: The training/orientation will be an allowable part of the process prior to search by the agency. The evaluation team will use the SPECIFIC TASKS to determine product “acceptable”.

3. Contractor Question: Is it possible to coordinate an on‐site evaluation at one of Contractor’s local satellite office? Or for Contractor’s Technical Experts to come on‐site for training/assistance with navigation through the system?

Government Answer: Yes, this can be done at one of Contractor’s local satellite office if within a reasonable distance of less than 100 miles from the Government base. If over 100 miles prior coordination will have to be discussed and made before the actual technical evaluation is conducted by the identified LPTA quoter.

4. Contractor Question: Is the evaluation team part of the Program office? Or are they part of the Contracting team?

Government Answer: The evaluation team is comprised of personnel from the Program office only. The Contracting officer is insuring the process is fair and impartial to all stakeholders.

∙ We notice that the Attachment 1 checklist differs greatly from the Part 5 “Specific Tasks” and seems to be just a single subset of those tasks. We believe that if the Technical Evaluation is based solely on Attachment 1 that there will be many required features in the “Specific Tasks” that could be overlooked. Can you confirm that the Attachment 1 is the ONLY document being used to evaluate technical acceptability? Or is it possible to also include the Part 5 Specific Tasks?

Government Answer: The evaluation team will use the SPECIFIC TASKS as noted in the PWS.

∙ For example, section 5.5 requires for articles to be searchable going back to 2006, but the Attachment 1 makes no reference to the timeframe required beyond “3/6/12 months”

Government Answer: The evaluation team will use the SPECIFIC TASKS.

∙ In order to provide an accurate price quote, we would need to know the total number of individual search folders. Could you please provide an estimate? Alternatively, would the Government accept a menu price for the cost of an additional search?

5. Contractor Question: Our service is an up‐front, all access service, and we cannot accept monthly pricing as the majority of our costs are incurred at the onset of the subscription. We can only quote on yearly costs. All our current contracts and Past Performance examples operate under this pricing structure. Will this be acceptable?

Government Answer: No based on statutory authority. This type of service is not defined as a requirement that will allow advance payments. The contractor can invoice on a monthly basis.

Part 5

∙ Will there be any need to identify media contacts or send out press releases through the solution?

Government Answer: Not a requirement, but if the utility is offered as part of the contract without compromising the other needed services specified in the statement of work, we would use it.

∙ Will there be any need to select specific articles for internal redissemination?

Government Answer: Our existing service allows us to email individual stories to individual addresses.

∙ 5.12 – Dashboard – would you like more than just 4 quadrants on the Dashboard?

Government Answer: Four is about as loaded as it can get. Being able to capture a snapshot of the dashboard and save it as an image or a pdf would be nice. Our current service also allows us to tailor the information displayed in the quadrants by providing options on the information displayed in each quadrant.

∙ 5.15 – Social Media Engagement Module – how many different social profiles will the Governments require connecting to the system? Please note: 1 Facebook + 1 twitter account = 2 social profiles

Government Answer: 1 Facebook + 1 twitter account will suffice.

6. Contractor Question: 5.19 – Contractor Manpower Reporting – what kind of manpower is the Contractor required to report as labor hours?

Government Answer: CMR is a DOD requirement for reporting any type of services contract:
