About this file

This is a Questions and Answers document for the Joint Clothing and Textile Modernization Initiative (JCTMI) Call for Solutions (CFS) W91CRB-26-S-JCTM, issued by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground on July 1, 2026. The document addresses three substantive clarifications relevant to vendor proposal submissions. First, it confirms that figures and tables within the 25-page narrative count toward the page limit, with only the Cover Sheet, Executive Summary, and Annexes excluded. Second, it clarifies that Annex B represents a Rough Order of Magnitude for Phase 1, with any binding firm fixed price to be established later during Phase 2 Request for Prototype Proposals. Third, it confirms that the PLM (Product Lifecycle Management) system is new to the Army with no incumbent contract, and that the Government will provide necessary raw data to award recipients after contract award, with no incumbent knowledge transfer funding anticipated.

The document includes a preamble noting that the Government deliberately limited responses to administrative and clarification questions, declining to address technical inquiries or provide methodology guidance that might constrain vendor solutions. This approach encourages vendors to develop innovative proposals based on stated requirements in the JCTMI CFS and associated documents without Government direction on technical approach or solution methods.

ReferenceVendor QuestionGovernment Response
The Government has not included questions which can be readily answered within the previously released documents, or which seek Government input on the methods to be used to achieve the desired outcomes as identified in the JCTMI CFS and associated documents. Generally, vendors are encouraged to plan/develop/propose their solutions to address the stated requirements as currently identified. The overall intent of the Government is not to lead vendors to conclusions or unduly restrict potential whitepaper solutions by addressing technical questions received individually at this stage in the process.
