About this file

This is a Request for White Papers (RWP) for the Joint Clothing Textile Modernization Initiative (JCTMI) Apparel Product Lifecycle Management (PLM) Solution.

Vendors must submit white papers addressing a proposed PLM solution for managing apparel products across the Department of Defense. The submission structure requires a one-page cover sheet with vendor company information, CAGE code, Unique Entity ID, business size classification, primary NAICS code, and Non-Traditional Defense Contractor designation; a one-page executive summary; and a 25-page narrative addressing detailed requirements from the White Paper Contents document (Attachment A). All documents must be submitted in Adobe PDF format. Cover sheets must include vendor name, address, points of contact with phone and email, and relevant federal identifiers. The executive summary must only summarize information detailed elsewhere in the submission and cannot supplement or add new information.

Vendors must also submit four annexes: Annex A provides a system architecture drawing; Annex B contains Rough Order of Magnitude (ROM) cost proposals using two standardized tables showing costs across five implementation phases for licenses, support and maintenance, plug-in services, implementation services, and cloud hosting for one stakeholder baseline, plus scaling methodology for up to six stakeholders; Annex C presents a project milestone schedule using October 1, 2026 as the start date showing implementation of the base PLM and expansion to six stakeholders; and Annex D provides data rights assertions describing how the proposed solution supports Modular Open Systems Approach (MOSA) objectives, unlimited government rights to data and workflow configurations with non-proprietary export methods, and identification of required software licenses or subscriptions. Vendors must complete a Data Rights Assertion Table addressing Form, Fit, Function Data; Technical Data Package; Interface Control Documents; Software Documentation; and Data Configuration and Workflow Process Configuration, referencing DFARS 252.227-7013, -7014, and -7018 for definitions.
