Vendors must submit a one-page Executive Summary and detailed narratives addressing six primary sections. Section 1.0 requires demonstration of alignment with Army requirements, including FedRAMP and CMMI Level certifications, cloud hosting capabilities, Authorization to Operate (ATO) security Impact Level 4 with privacy overlay or a compliance plan within 15 months of award, low-code/no-code search-based design, integration capabilities with Adobe Illustrator and 3D visualization software (Browzwear, Clo, or equivalent), and multi-tenant user license scalability. Section 2.0 addresses alignment with Army needs, emphasizing commercially available vendor-supported products with regular updates, automation across functional areas for Clothing and Textile items, user onboarding and training capabilities, demonstrated process maturity, and compliance with current and future federal security standards. Section 3.0 covers technical approach including system design architecture (submitted as Annex A PDF), system features such as configurability without custom coding, automated backup and disaster recovery, change logging and version history, workflows, templates, libraries, dashboards, API integration capabilities, role-based security controls, search and reporting functionality, and costing/vendor activity tracking across the product lifecycle. Section 3.2.2 requires description of Modular Open Systems Approach (MOSA) implementation. Section 4.0 requests innovative solutions addressing scalability, modularity, user interface automation, integration with industry capabilities (body scanning, 3D visualization, size prediction, block pattern management, supply chain systems), AI/ML and digital twin technologies, and novel interoperability approaches.

Section 5.0 requires a Rough Order of Magnitude (ROM) cost proposal in Annex B, broken down by phases with technical outcomes aligned to the draft SOW timeline. Pricing must include licensing, cloud hosting, maintenance, and support, with methodology for scaling operations to support six stakeholder groups sequentially and structured for flexibility to introduce new modules, features, or user groups. The tentative award date is October 1, 2026. Section 6.0 addresses program management approach including organizational structure, key personnel backgrounds, teaming arrangements and subcontractors, and project status reporting methodology. Section 6.1 requires description of task completion approach; Section 6.2 requires a milestone schedule in Annex C using October 1, 2026 as the award date. Section 6.3 mandates a Data Rights narrative and completed Data Rights Assertion Table (Annex D) specifying vendor assertions for Form/Fit/Function Data, Technical Data Package, Interface Control Documents, Software Documentation, and Data & Workflow Configuration, with Government Desired Rights of Government Purpose Rights for all items except Data & Workflow Configuration, which requires Unlimited Government Rights. Section 6.4 requires risk management narrative including initial risk assessment table and relevant experience summary not exceeding two pages covering the preceding three years.

• Federal Risk and Authorization Management Program (FedRAMP) and Capability Maturity Model Integration (CMMI) Level certifications

• Cloud hosting abilities

• Authorization to Operate (ATO) security Impact Level (IL) four (4) with privacy overlay or a clear plan to achieve compliance within 15 months of award

• Low-code/no-code a search-based design

• Integration capabilities with other software systems including but not limited to Adobe Illustrator, and Browzwear or Clo or other 3D visualization software

• Multi-tenants user license capability and scalability of licenses

2.0 Alignment with Army Needs. Vendor shall provide a narrative describing how their proposed apparel PLM solution directly addresses the Army’s stated needs and objectives detailed in the draft SOW and outlined below for an apparel focused PLM system.

• Ability to remain commercially available, vendor-supported product that continues to receive regular updates and enhancements.

• Encompass information covered in Department of War product specifications (requirements, verifications, testing, material and components, etc.) and development process.

• Automation of processes across functional areas, incorporating technological advancements in product development, and managing product information for Clothing and Textile (C&T) items.

• User onboarding, training, and ongoing support, as well as an ability for introducing new capabilities or modules

• Demonstrated process maturity, reliability, and the ability to provide consistent updates and support.

• Compliance with all applicable federal security standards, both current and future, to ensure ongoing data protection and regulatory adherence.

3.0 Technical Approach.

3.1. System Design & Features. Vendor shall provide a narrative describing the system design and features for their Joint Clothing Textile Modernization Initiative (JCTMI) apparel PLM solution. The narrative shall include, but is not limited to, the following in no order of precedence:

• Configurability, built in tools, settings and user interfaces for different users/entities without custom coding

• Automated backup, routine maintenance, and disaster recovery procedures.

• Configuration functionality to capture and log changes within the system and version history for audit and traceability purposes.

• User-interface and features such as workflows, templates, libraries, and dashboards
