About this file

This is a Questions and Answers document from a Solicitation Amendment (W91CRB26RA025A00004) issued by the Department of Defense on 17 September 2026. The document addresses a single inquiry regarding technical acceptability of proposed equipment deviations for CLIN 0003, which pertains to a video digital recorder system.

The Government clarified its requirements regarding three specific deviations from the stated specifications. The video digital recorder display resolution requirement (minimum 1920 x 1080) and the continuous battery operating time requirement (minimum 8 hours) are classified as hard requirements and cannot be deviated from; therefore, a proposed product with 1280 x 1024 resolution and 4-hour battery life is not acceptable. Conversely, the laser ranging accuracy specification is not a hard requirement, making the proposed change from 1 meter to +/- 2 meters at 1,000 meters acceptable. Regarding country of origin, while there is a preference for equipment manufactured in the USA, no hard requirement exists for domestic manufacturing. Equipment manufactured in Canada is acceptable because Canada is a World Trade Organization member and not a prohibited source.

Solicitation Amendment W91CRB26RA025A00004

Questions and Answers/ Summary of Changes

17 September 2026

Question One (1)

A manufacturer's proposed products are strong operational matches to the requirement.

Two of the proposed items are represented by the manufacturer as meeting the stated requirements. A third proposed item meets many of the listed characteristics but has the following deviations from CLIN 0003:

• Display resolution: 1280 x 1024 versus the stated minimum 1920 x 1080 • Laser ranging accuracy: +/- 2 meters versus 1 meter at 1,000 meters • Continuous battery operating time:

4 hours versus the stated minimum 8 hours

Would the Government consider a product with these deviations technically acceptable based on overall operational capability, or should these values be treated as strict minimum requirements that cannot be deviated from?

Separately, the manufacturer has confirmed that the proposed equipment is manufactured in Canada.

Answer One (1)

-The video digital recorder display resolution is a hard requirement from the customer.

The proposed change is not acceptable.

-The laser range accuracy is not a hard requirement from the customer.

The proposed change is acceptable.

-The continuous battery operation requirement is a hard requirement from the customer.

The proposed change is not acceptable.

-While there is a preference for equipment manufactured in the USA, there is no hard requirement equipment be manufactured in the USA.

Because Canada is a member of the World Trade Organization and not a prohibited source, equipment manufactured in Canada is acceptable.
