About this file
This is a Questions and Answers document responding to Solicitation W91CRB-26-Q-5003, updated April 15, 2026, that addresses vendor inquiries regarding a Night Vision Device (NVD) Accessories and Training contract for Foreign Military Sales. The document clarifies that this is not a new contract but a follow-on to prior multiple award IDIQ contracts (W91CRB21D5000, W91CRB21D5001, and W91CRB21D5002). Vendors must quote on all CLINs without exception, as partial quotations are not acceptable. The government removed DFARS 252.204-7012 from the solicitation due to the COTS nature of the products. Quantities for each delivery order are not specified in advance, and specific OEM part numbers and drawings are either unavailable or under review for provision. The solicitation deadline was extended to April 28, 2026, as the final extended date due to new award timeline requirements.
Key clarifications include that accessories and equipment listed on CLINs will be purchased and retained by the foreign military country, while training materials specified in PWS Section 3.2.1.1 shall be retained by students. The government was working to resolve several technical specification questions at the time of the Q&A update, including clarification on distinctions between specific battery pack CLINs, details regarding PVS-7 breakaway mount configurations, FAA TSOA approval requirements for ANVS helmet mounts, and specific helmet type references for aviation-style mounts. All testing, packaging, and compliance requirements are detailed in the attached Performance Work Statement, and a one-year standard commercial warranty is required on all items.

Questions and Answers in Response to Solicitation W91CRB-26-Q-5003
1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
Answer: This is not a new contract. The contract numbers for the prior multiple award IDIQ are W91CRB21D5000, W91CRB21D5001, and W91CRB21D5002.
2. Please specify the countries and the countries case codes XX-B-XXX, Country: Multiple.
Answer: Any country that uses Foreign Military Sales may purchase NVD accessories using this contract. We do not have the country information or case codes to provide at this time. The country and case code will be provided in the request for proposals for each delivery order.
3. I have a question about the CMMC Level 2 Self-Assessment requirement. Although we do have the self-assessment in SPRS, I was wondering why DFARS 252.204-7012 Safeguarding Covered Defense Information and Cyber Incident Reporting is in this solicitation if the products requested are COTS.
Answer: DFARS 252.204-7012 has been removed from the solicitation due to the products being COTS.
4. What is the quantity required for each CLIN?
Answer: We do not know the quantity that will be required for each delivery order.
5. What are the reference part numbers or OEM part numbers (if available)?
Answer: We are checking on if this information is available. We will update this answer when possible.
6. Provide the drawings, specifications, or Statement of Work (SOW) for each item.
Answer: The Performance Work Statement is attached to the solicitation and lists the salient characteristics of the items. We are checking to see if drawings are available to provide and will update this when we have an answer.
7. Is partial quotation acceptable (quoting on selected CLINs only)?
Answer: No, partial quotation is not acceptable. Vendors must be able to provide all CLINs.
8. Any special testing, packaging, or compliance requirements.
Answer: All of this information is in the PWS.
9. We respectfully request an extension of the due date to May 4, 2026.
Answer: We have extended the due date to April 28, 2026. We cannot extend it further than that due to new award timeline requirements.
10. The testing equipment, tool kits, purge equipment, as well as accessories and spare parts, etc. Are these items purely for the training team to show, test, demonstrate, or at each training session will these items be left with the host nation? I was thinking when initially reading this that we would be providing the training and going home with our stuff as the trainers. However, it doesn't say that, but it does say the contractor shall supply training and deliverables. Are we leaving those things with HN?
Answer: The accessories listed on the CLINs are to be purchased and kept by the country. For the training, the training materials listed in the PWS at 3.2.1.1 Training Materials shall be kept by the students.
11. Please clarify the distinction between PWS 3.1.3.3.3 CLIN 0015 (“PVS‑31 Battery Pack for extended operations”) and PWS 3.1.4.3.3 CLIN 0029 (“PVS‑31 Battery Power Supply and Cable,” which includes a ruggedized power pack and cable). Specifically, we ask whether these are intended to be two different products, and if so, whether 3.1.3.3.3 requires only a standalone battery pack without cable or ruggedization, while 3.1.4.3.3 represents a complete tactical kit. If they are distinct items, please confirm the intended configuration differences so we may source and price them accurately.
Answer: We are working on answering this question and will post the answer as soon as possible.
12. For 3.1.9.1 CLIN 0047 (NVD Breakaway Mount Assembly for PVS-7, Dovetail, Dump Truck )PVS 7 consisting of Dovetail, Breakaway Mount (Breakaway Mount Viewer, Dump truck) Each PVS-7 NVD Breakaway Mount shall be a commercial equivalent to the PVS-7 Viewer Mount used to fit a PVS-7 to a Helmet Mount or head mount to a PVS-7.
Since the PVS-7 uses a bayonet/Horn style mounting interface, please advise if this is a typo or when the government says, “consisting of Dovetail”, it requires a dovetail adapter to interface to an included dovetail style breakaway mount. There are PVS-7 Style bayonet/horn mounts that are breakaway that do not require a separate/extra dovetail style adapter.
Answer: We are working on answering this question and will post the answer as soon as possible.
13. For PWS No. 3.1.9.4 solicitation CLIN 0050, This is a two-part question.
A) The PWS requires that the ANVS Helmet Mount for AVS‑6/9 be TSOA‑approved by the FAA, but the solicitation CLIN 0050 does not reference this requirement.
Moreover, the requirement for FAA Technical Standard Order Authorization (TSOA) does not provide any operational, safety, or airworthiness benefit for a foreign military end user. TSOA is a U.S. civil aviation design/production approval under 14 CFR Part 21 and applies only to U.S. civil aircraft. Foreign military aircraft operate under their own Military Airworthiness Authority, which does not use or recognize FAA TSOA as a certification basis.
TSOA also does not authorize installation, integration, or airworthiness on any aircraft—civil or military. Installation approval is always issued by the aircraft’s governing airworthiness authority, which in this case is the foreign military, not the FAA. Therefore, TSOA has no relevance to the platform’s qualification, configuration control, or sustainment processes.
Additionally, TSOA performance standards are written for civil operating environments, not military conditions. Foreign military platforms rely on military qualification standards (e.g., MIL‑STD‑810, MIL‑STD‑461, platform‑specific requirements), which exceed or differ from civil TSO criteria. As a result, TSOA does not enhance safety, reliability, or mission suitability for the end user.
Finally, TSOA has no impact on export compliance, logistics traceability, or configuration management for foreign military customers, who use their own national systems rather than FAA documentation.
For the reasons above, the TSOA requirement does not improve performance, safety, compliance, or suitability for the foreign military end user and provides no added value to the requirement and we respectfully ask that this TSOA requirement be removed from the solicitation.
Answer: We are working on answering this question and will post the answer as soon as possible.
B) The description “ANVS Helmet Mount for AVS-6 / AVS-9 For Aviation Style Helmets” makes it hard to quote since mount vary depending on the helmet type. Could more information or reference the helmet types, for example, as it is listed under section for the standard accessories’ kits for ANV-6/AVS-9, which lists the helmet types (SPH-4B, HGU-56P, SPH-5, SPH-5CG, HGU-67/P, etc.)
