About this file

This is a Questions and Answers document issued on April 13, 2026, in response to Solicitation W91CRB-26-Q-5003 for Night Vision Device Accessories and Training for Foreign Military Sales. The document clarifies that this is not a new procurement; it follows prior multiple award IDIQ contracts W91CRB21D5000, W91CRB21D5001, and W91CRB21D5002. The solicitation covers any country eligible for Foreign Military Sales purchases, though specific country information and case codes will be provided in individual delivery orders. A critical correction addressed CMMC Level 2 Self-Assessment requirements, with DFARS 252.204-7012 removed from the solicitation because the products are Commercial Off-the-Shelf (COTS) items.

Key requirements and clarifications include that vendors must quote on all CLINs (no partial quotations accepted) and that specific quantities for each delivery order are unknown at the solicitation phase. The government confirmed all special testing, packaging, and compliance requirements are detailed in the Performance Work Statement (PWS) attached to the solicitation. Reference part numbers and OEM specifications were under verification at the time of the Q&A response. The original submission deadline was extended from May 4, 2026, to April 28, 2026, due to new award timeline requirements. The government intends to award 2-3 lowest-priced, technically acceptable IDIQ contracts valued up to $9,000,000 combined, with a 100% Small Business Set Aside designation and one-year standard commercial warranty required on all items.

Questions and Answers in Response to Solicitation W91CRB-26-Q-5003

1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Answer: This is not a new contract. The contract numbers for the prior multiple award IDIQ are W91CRB21D5000, W91CRB21D5001, and W91CRB21D5002.

2. Please specify the countries and the countries case codes XX-B-XXX, Country: Multiple.

Answer: Any country that uses Foreign Military Sales may purchase NVD accessories using this contract. We do not have the country information or case codes to provide at this time. The country and case code will be provided in the request for proposals for each delivery order.

3. I have a question about the CMMC Level 2 Self-Assessment requirement. Although we do have the self-assessment in SPRS, I was wondering why DFARS 252.204-7012 Safeguarding Covered Defense Information and Cyber Incident Reporting is in this solicitation if the products requested are COTS.

Answer: DFARS 252.204-7012 has been removed from the solicitation due to the products being COTS.

4. What is the quantity required for each CLIN?

Answer: We do not know the quantity that will be required for each delivery order.

5. What are the reference part numbers or OEM part numbers (if available)?

Answer: We are checking on if this information is available. We will update this answer when possible.

6. Provide the drawings, specifications, or Statement of Work (SOW) for each item.

Answer: The Performance Work Statement is attached to the solicitation and lists the salient characteristics of the items. We are checking to see if drawings are available to provide and will update this when we have an answer.

7. Is partial quotation acceptable (quoting on selected CLINs only)?

Answer: No, partial quotation is not acceptable. Vendors must be able to provide all CLINs.

8. Any special testing, packaging, or compliance requirements.

Answer: All of this information is in the PWS.

9. We respectfully request an extension of the due date to May 4, 2026.

Answer: We have extended the due date to April 28, 2026. We cannot extend it further than that due to new award timeline requirements.
