Answer:

SHIPPING INSTRUCTIONS:

Delivery shall be FOB Origin (3) separate LOTS to allow for the delivery of QTY 476 units every 90 days beginning after award. Due to variability in time(s) required to receive shipping instructions, vendor is authorized to 'ship-in-place' after SIR submission, at no additional cost to the Government, using Transpiration Accounting Code (TAC) BLHF00 2 Items that are shipped in place shall be considered Government Property (GP). 11. Question: Is this a GSA only bid, or open market?

Answer: Open Market Full and Open Competition

12. Question: Section 3.1.1.1.19 states, Dimensions not to exceed 120 x 55 x 60 mm. This dimension limits competition to one supplier for the AN/PVS-14. \~The example given in section 3.1.1.1.24 for Monocular Housing (Part Number 277705) is larger than the required dimension and would be noncompliant. Changing this requirement to 120 x 56 x 75 would increase competition and ensure spares commonality with existing PVS-14 devices in use by National Defense Volunteer Forces. Will the Government revise section 3.1.1.1.19 to state, Dimensions not to exceed 120 x 56 x 75 mm?

Answer: See revised SOW Paragraph 3.1.1.1.19 changed to NOT USE

Maintenance Training for the PVS-14/PVS-14 Equivalent. Training to include all costs associate with the trainer providing the course in

Lithuania, travel, lodging, food, transportation, etc. Maximum recommended class size is 8 persons. In order to accurately price this requirement, the below elements will need to be addressed:

What materials should be provided by the contractor?

What language will training need to be conducted in?

Is the contractor responsible for providing the facilities necessary for training?

Answer: See revised SWO Paragraph 3.1.2

3.1.2 Services: The contractor shall provide the following service as indicated:

country will provide class room and normal class room furnishings. The host country shall provide delivered PVS-14 or equivalents for the training event. The vendor shall provide any instructional documents or material needed to train in operation and mainteance of the device. The devices and test set manuals as provided with that equipment shall be available for the test event. Repair of the device shall be taught at the operator/user and organizational level, including use of the ANV-

126A test set and purge kit. Replacement of parts shall be taught for the set of spare parts provided by this case. The test set and purge kit shall be provided by country for the training event.

14.Question: At the beginning of Page 8, under DESCRIPTION/SPECIFICATIONS/WORK STATEMENT, the SOW calls out the FLIR RECON V.

The FLIR RECON V is a handheld Thermal system and does not meet any of the required specifications laid out in the SOW. We believe this to have been left over from a previous FMS case. Would the Government consider removing this to avoid any confusion with offerors?

Answer: See revised SOW: Night Vision Training.

15.Question: The Requirements Checklist CLIN 0002 appears to be missing what is included with the ANV-126A. Additionally, there appears to be a discrepancy between the CLIN numbering between this document and the solicitation. Will the Government provide an updated Document?

Answer: See Revised Check list dated August 12, 2021

16.Question: The RFP section, INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS does not clearly define the requirements to submit a response to this solicitation. Will the Government provide a clear requirement for the response to this solicitation?

Comercial Items"

Answer:
