QUESTIONS AND ANSWERS #1

1. Contractor Question: Requesting a delay in the due date of the cell video and data. Based upon the current situation with Covid-19 it is very difficult to complete the tasks in less than 30 days. We request an extension for the cell data and video for 30 days until September 17.

Government Answer: At this time due to government scheduling needs, an extension cannot be granted at this time.

The proposal due date remains unchanged.

2. Contractor Question: As found on page 72 of the subject solicitation, it states:

Volume I shall also contain a cross reference that relates the solicitation requirements to where that requirement is addressed in the written proposal. This cross reference shall be in a tabular format and, at a minimum, shall contain the following information:

* Solicitation paragraph number

* Paragraph title

* Location of Offerors response within proposal (paragraph number(s), page number(s), line number(s) as appropriate)

When you state that we should include a cross reference that relates the "solicitation requirements" to where it is addressed in the proposal, please indicate which specific solicitation requirements should be cross-referenced. Do you mean the Volume Content Requirements (Section L-C. of the solicitation), SOW paragraphs, or MIL-PRF-paragraphs?

If it helps clarify, can you provide a tabular format that can be completed by the submitter?

Government Answer: Factor 1. Technical factor should be cross-referenced.

Volume 1 shall also contain a cross reference that relates the evaluation criteria as specified in Section L to where that requirement is addressed in the written proposal. Cross reference is not included in the page limit. Section L has been updated to reflect this update.

3. Contractor Question: New question for the subject solicitation:

For the nail test, the spec calls out a nail speed of 2 inches in less than 0.01 seconds, and that translates to 5080mm/sec.

We know of no nail penetration test that can go more than 100mm/sec.

Can you confirm the nail speed?

Government Answer: The nail speed is adjusted and now based on the SAE J2464 standard (minimum) and the average speed of an AK 47 bullet (maximum). P. Spec has been updated to reflect this update.

4. Contractor Question: Page 75 of the Solicitation requires cell discharge curves to be provided in the Technical Proposal at rates of C/5, C/2, C, 2C, and 5C. The continuous load rating for the CWB is 5.0A maximum, or C/2.

The requirement for discharge curves at rates of C, 2C, and 5C appear to be inconsistent with the CWB performance requirements. Please comment.

Government Answer: No change. The requested information is for the government to gain an understanding of cell performance in certain high rate/unsafe conditions.

5. Contractor Question: In the second paragraph in section (iii) on page 75 of the Solicitation, it states "The Offeror shall discuss the ability of the proposed cell to meet para 3.9 of MIL-PRF-32383/4X". However, 3.9 defines the battery transportation requirements, not cells.

The next sentence in that paragraph states "The Offeror shall discuss the ability of the proposed cell and battery to meet the requirements of paras 3.7.1.3 and 3.7.2.8.1 of MIL-PRF-32383/4X". It appears that para. 3.7.1.3 should be 3.7.1.2.

Government Answer: a) No change. The offeror is directed to the UN standard referenced in the MIL PRF and shall discuss the ability to meet para 3.9 from the cell perspective as the cell constitutes a major portion of the battery. b) Reference changed from 3.7.1.3 to 3.7.1.2

6. Contractor Question: What is the MAX # to be used in the quantity break PRICING MATRIX Cell D17? cell D17 MAX value: The Pricing Matrix is prepopulated with 944,787 as the max quantity. This value appears to be skewing the results by adding the total value from the last quantity price break up to 944,787 batteries to each year of the program.

Government Answer: The max quantities for the other ranges, other than last max, is per the offeror’s discretion to set the ranges.

7. Contractor Question: Is it possible to unlock the cells formatting on the PRICING MATRIX tab for cell width format so numbers that exceed set cell locked width can be widened to be seen?

Government Answer: The formatting of the Pricing Matrix has been updated; widths have been updated to reflect larger numbers.

In order to be considered for award, Offerors must submit a written proposal and independent test laboratory provided video (30 frames per second resolution or higher) of cell nail penetration results. The independent test laboratory video and the proposal must be submitted electronically by the solicitation closing date and specified time.

The proposal shall remain valid for a minimum of 250 calendar days from the date it is received by the Government and shall not contain classified data/information. This shall be noted in the SF33, page 1, block 12.

The Offerors are informed of the Government’s intention to use Non-Government advisors to assist in the evaluation in Section L of the solicitation. The use of Non-Government advisors during the CWB evaluation process is strictly controlled. The Non-Government advisors are required to sign a Non-Disclosure Agreement (NDA) with the Government for the evaluation of W91CRB-20-R-0009 and, pursuant to FAR 9.505-4 (b), the advisors must execute, with the Offeror, an agreement that states they will 1) Protect the Offeror’s information from unauthorized use or disclosure for as long as it remains proprietary and 2) Refrain from using the information for any purpose other than that for which it was furnished. Non-Government advisors listed will be made aware of their responsibilities in accordance with the Federal Procurement Policy Act as implemented under FAR 3.104.

Additionally, they shall also be required to submit documentation to the Contracting Officer indicating their personal stock holdings for a conflict of interest review in consultation with the legal advisor prior to being allowed to access to source selection information. The advisors will be required to complete Ethics Training and a briefing by the assigned Ethics Advisor as part of their duties. The required support is limited to those areas where Government expertise is not available.

B. INSTRUCTIONS RELATED TO WRITTEN PROPOSALS

Proposals must be clear, coherent, and prepared in sufficient detail to demonstrate a clear understanding of contract requirements and method of accomplishing these requirements for an effective evaluation of the Offeror’s proposal against the evaluation criteria. Proposals must clearly demonstrate how the Offeror intends to accomplish the requirement and must include convincing rationale and substantiation of all claims. Vague or terse statements such as “will comply”, “noted” and “understood”, etc. are not acceptable. Unnecessarily elaborate brochures or other presentations beyond those sufficient to present a complete effective response to the solicitation are not desired.

Offerors are urged to submit proposals on the most favorable terms in order to reflect their best possible effort, since anything less could result in exclusion from further award consideration. All information the Offeror wishes to have considered shall be submitted with the initial proposal. The evaluation will be limited to the information provided in the proposal and nothing will be assumed. The Government reserves the right to make award without discussion based upon the initial proposals.

Microsoft Office 2013 software or higher shall be used to create the required .xls, .ppt and .doc files. Adobe Acrobat Version 7.0 or higher shall be used to create .pdf files.
