5. Reasons for Authority Cited:

LENEL Systems International, Inc., 1212 Pittsford-Victor Rd, Pittsford, NY 14534-3820, is the manufacturer of the current access control systems put in place at AWG. In order to maintain effective security measures AWG requires maintenance of its LENEL Access Control System hardware. Trained and certified LENEL System Integrators must perform the work in order to successfully maintain operability. Equipment warranties will be void if someone other than a LENEL authorized vendor provided the maintenance of the systems. Security at AWG would be compromised if there are any outages.

If not approved, the AWG’s overarching security system which includes physical and electronic access to gates and buildings would be harmed. The AWG FGGM compound is enclosed due to operational security needs which will require all personnel to enter through one electronic gate near our Visitor Control Center. If not, there is the potential if the system is down and there is no one to perform maintenance, the employees would not be able to properly access/secure the compound or buildings for work. Failure of the AWG Access Control Security System will jeopardize the security of AWG personnel and the facility which includes two SCIFS, 3 arms rooms, a COMSEC vault, classified telecommunication rooms and 3 Open Storage buildings.

Loss or degradation of the security system would have a large operational impact that may result in loss of storage status and/or accreditation.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, apply and will be followed, or do not apply due to an exception at

FAR 8.405-6(b)(3)(iii)(B) FAR 8.405-6(b)(3)(iii)(C) FAR 16.505(a)(4)(iii(C)

7. Market Research:

Although Market Research indicates that other companies can provide access control security systems maintenance, no one other than an authorized LENEL Systems International, Inc. vendor can maintain a LENEL Security Access System without voiding equipment warranties. IAW FAR 10.002(b)(2)(i) , Director of Government Programs at LENEL Systems International, Inc. was contacted.

stated that only authorized LENEL System vendors are allowed to resell, install, maintain, configure, and obtain the appropriate licensure and training associated with LENEL Systems products; this includes maintenance of warranty validity of existing LENEL Systems.

8. Other Facts:

Maintenance of the access control systems from an unauthorized LENEL Systems vendor would jeopardize current security measures in place at AWG locations. In addition the warranty of current access control systems would become void. Trained and certified LENEL System Integrators are critical to current and future security efforts.

9. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.

10. Contracting Officer Certification/Approval:

I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable based upon

I certify that this justification is accurate and complete to the best of my knowledge and belief, and that completing this purchase as a sole source is in the best interest of the Government. Additionally, I approve this justification to limit competition subject to the availability of funds and provided that the services or supplies herein described have otherwise been authorized for acquisition.
