SECTION 1 – INTRODUCTION

Background & Authority*

Problem Statement: The fundamental problem to overcome is an erosion in close combat capability relative to the pacing threats identified in the National Defense Strategy. The ultimate objective of the Heads Up Display (HUD) 3.0 program is to rapidly develop, test, and manufacture a single platform that Soldiers can use to Fight, Rehearse, and Train. This platform will provide increased Lethality, Mobility and Situational Awareness.

The Army requires innovative technological solutions to address current and future security threats. The National Defense Strategy (NDS) identifies that near peer threats have capabilities that match, and in some cases exceed the capabilities of American units. These potential adversaries can detect, target, and lethally engage before US forces become aware of their presence. These technologies are being developed by near peer militaries, and also by the civilian sector at large.

HUD 3.0 will provide an unparalleled advantage on the battlefield and the ability to incorporate the Synthetic Training Environment (STE) improving Soldier ability to conduct training and high fidelity on-the-ground rehearsals.

The Government intends to award one (1) Other Transaction Agreement (OTA), procuring approximately 2,550 HUD 3.0 prototypes (to include hardware, software, and the associated interface control documentation) in four (4) increments or “capability sets”. The Government reserves the right to make no OTA awards. An individual Offeror may not submit more than one (1) white paper.

Each white paper shall include the following:

Introduction (1 page) Technical (45 pages) Specification sheets do not count towards Technical page limit Data Rights (no page limit) Non-Traditional Defense Contractor & Level of Participation (2 pages) Summary (1 page)

White papers are due no later than ____ Eastern Daylight Time _______ 2018.

Under the authority of 10 U.S.C. 2371b, Other Transaction Agreements for Prototypes may be awarded to carry out prototype projects that are directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materials proposed to be acquired or developed by the Department of Defense (DoD), or to improvement of platforms, systems, components, or materials in use by the armed forces.

The information provided in this announcement for OTA is intended to ensure that to the maximum extent practicable, competitive procedures are used when entering into agreements to carry out this prototype project.

*For additional information please refer to the DoD, Other Transactions Guide for Prototype Projects (OTA Guide), Version 1.2.0, dated January 2017

Announcement for Other Transaction Agreement (OTA) Procedure

This announcement for an OTA is seeking white papers to accelerate lethal defensive and offensive capabilities utilizing innovative components, including commercial items, for the selection of an HUD 3.0. in accordance with the attached Statement of Objectives (SOO). The acquisition will be conducted as follows:

Step 1: Submission of White Paper.

Step 2: Upward Invitation(s) for Demonstration(s).

Step 3: Demonstration(s) and selection of apparent OTA awardee.

Step 4: Request for Prototype Proposal (RPP)

Step 5: Negotiations with apparent OTA awardee.

Step 6: OTA Award.

This competitively awarded prototype project will provide for the procurement of follow-on production systems upon successful completion of the project, without further competition, as authorized by statute. The Government anticipates the selection of one

(1) Offeror for award of a single Indefinite Delivery, Indefinite Quantity contract/agreement for follow-on production, for up to 120,000 HUD 3.0 systems. This estimate is subject to change.

The White Paper shall be submitted as specified in Section 3 of this announcement for an OTA. The Government will evaluate the White paper(s) against the criteria stated in this announcement. The Government will not pay Offerors for submissions, and may engage in dialogues with Offerors prior to OTA award.

SECTION 2 – DEFINITIONS

"Agreements Officer" as defined by the DoD OTA Guide is an individual with authority to enter into, administer, or terminate other transactions for prototype projects. To be eligible to be an Agreements Officer, the individual must be a warranted DoD Contracting Officer with a comparable dollar value warrant.

"Innovative" means--

(1) any new technology, process, or method, including research and development; or

(2) any new application of an existing technology, process, or method.

"Key Participant" as defined by the DoD OTA Guide means a business unit that makes a significant contribution to the prototype project. Examples of what might be considered a significant contribution include supplying new key technology or products, accomplishing a significant amount of the effort, or in some other way causing a material reduction in the Price or schedule or increase in performance.

"Nontraditional Defense Contractor" as the term is defined in section 2302(9) of title 10, United States Code with respect to applicable authority, means an entity that is not currently performing and has not performed, for at least the one-year period preceding the solicitation of sources by the Department of Defense for the procurement or transaction, any contract or subcontract for the Department of Defense that is subject to full coverage under the cost accounting standards prescribed pursuant to section 1502 of title 41 and the regulations implementing such section. This includes all small business concerns under the criteria and size standards in Title 13, Code of Federal Regulations, part 121 (13 CFR 121).

"Other Transaction for Prototype Projects" refers to this type of Other Transaction Agreement (OTA). This type of OTA is authorized by 10 U.S.C. 2371b for prototype projects directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materials proposed to be acquired or developed by the DoD, or for the improvement of platforms, systems, components, or materials in use by the armed forces. This type of OTA is treated by DoD as an acquisition instrument, commonly referred to as an "other transaction" for a prototype project or a Section 2371b "other transaction". "Prototype" can generally be described as a preliminary pilot, test, evaluation, demonstration, or agile development activity used to evaluate the technical or manufacturing feasibility or military utility of a particular technology, process, concept, end item, effect, or other discrete feature.

"Small Business" as defined by the DoD OTA Guide means a small business concern as defined under section 3 of the Small Business Act (15 U.S.C. 632)

"Rapid Target Acquisition (RTA)" is the ability for the Family of Weapon Sights (FWS) to wirelessly send FWS weapon sight imagery (with reticle), spatially aligned with the image in the HUD 3.0. The RTA capability will reduce the Soldier's signature by allowing him/her to engage quickly without the use of active lasers therefore enabling a passive engagement.

“Synthetic Training Environment (STE)” (STE) is defined as the next generation holistic collective training capability that will train units where they will fight, with whom they will fight with, and in complex operational environments to include dense urban and subterranean; within the entire range of combined arms maneuver tasks in support of Multi-Domain Operations. STE will be a common synthetic environment enabled by a core of Global Terrain/One World Terrain (OWT); common authoritative data and models; Training Simulation Software (TSS), and Training Management Tools (TMT).

The STE will be available where training occurs (Home Station, Armories, Institutions, Deployed) and will include Air and Ground Reconfigurable Virtual Collective Trainers (RVCTs) and a Soldier/Squad Immersive Virtual Training (S/SiVT) close combat training capability. The STE will be cloud-enabled, compatible with the Army Enterprise Network, and service-based through the Common Operating Environment. The STE will provide the realistic repetitions necessary to fight 25 battles before the first; a Secretary of Defense priority.
