The contractor shall be required to: understand the backscatter technology suit, be able to use the technology, train ANP how to operate the vans’ technology suit, and how to perform routine and emergency maintenance on the vehicles.

Van serial numbers: ZBV: 173, 174, 204 AND 248 Chassis VIN: TBD Vans will be located at various ANP sites in Central Kabul (proximate to the Green Zone/Enhanced Security Zone) – specific sites TBD. Contractor will service vehicles on-site or coordinate with ANP to transport a disabled vehicle to a service site of contractor’s providing. Use of OEM parts and equipment is required (although substitutions may be approved by the COR on a case by case basis). Vans will be used daily, up to 24/7 cycle. Contractor will provide ANP the planned downtimes for scheduled maintenance and schedule all at least 30 days in advance. All break fix, immediate requirements will be handled via an on call support system (see sec 2.2.2).

1.2 Definitions

a. Sustainment is defined as maintenance and technical support.

b. Maintenance is defined as regularly scheduled Preventative Maintenance Checks and Services (PMCS) being annotated and performed to keep all vehicle systems fully operational. PMCS refers to those maintenance tasks that are used to identify and prevent potential equipment problems. PMCS includes daily checks to monitor the condition of an item of the system, and quick turnaround repairs (response time metrics are detailed in sect. 2.2.2) by component replacement and adjustment.

c. Technical support is defined as a combination of in-country help desk support (24/7 call number), unscheduled (other than scheduled maintenance, such as operator training, and damage due to acts of God and war), maintenance and repair tasks, and related spare parts supply and management. Technical support includes spare parts management.

d. On-site maintenance shall include activities such as replenishing fuel, oil, and other vehicle fluids.

e. Fully Mission Capable (FMC) (Green) is defined as all vehicle systems (to include the x-ray technology suite, transmission, suspension, braking, etc…) being in their proper working condition and able to operate as designed without alteration. For example, all systems in a vehicle are fully operable, and the vehicle does not require an outside power source to run.

f. Partially Mission Capable (PMC) (Yellow) is defined as some vehicle systems being operable while others are not. An example of a PMC vehicle would be one that is able to scan images properly, but cannot move under its own power source. .

g. Non Mission Capable (NMC) (Red) is defined as none of the vehicle’s primary systems being operable. For example, the vehicle is unable to scan images, or the vehicle is not drivable.

2. Maintenance Activities and Standards

2.1 Sustainment

All vehicle systems shall consistently be maintained at an operational readiness rating (OR) of 90.0 percent. An exception to this standard is allowed for vehicle/system damage resulting from hostile acts, attacks, etc. The OR rating is determined by the following formula:

OR rating = Number of days in reporting period MINUS number of (PMC+NMC) days DIVIDED by total number of days in reporting period MULTIPLIED by 100 Ex. ((30 – (2+1) / 30) * 100 = 90.0% OR rating

*PMC or NMC conditions = 1) vehicle did not arrive on station on time due to maintenance issues, 2) did not arrive under its own power, 3) or did not perform its mission during a given duty window without interruption

The OR rating is effected by the following:

a. Any and all computer software associated with the system
b. The computer hardware hosting the software, and associated supporting hardware
c. The electronic source and associated electronics and safety systems
d. Platform Vehicle (to include all sub-systems/components)

The OR rating will be determined each month for each vehicle and the overall monthly rating determined by the average of the four vehicles.

2.2 Maintenance

2.2.1 The Contractor shall be required to provide on-site maintenance, as prescribed in paragraph 1.2.d.
