About this agency
The Department of the Army Materiel Command Expeditionary Contracting Command Regional Contracting Center Bagram is a defense contracting office that procured goods and services in support of Army operations at Bagram Airfield, Afghanistan, from 2003 through 2022. The center closed its contracting operations as the United States withdrew from Afghanistan, with the last award issued in March 2022. Contract activity has ceased entirely for the past four years.
Over its operational lifetime, the Bagram Regional Contracting Center awarded 21,908 contracts totaling $3.54 billion in potential value, of which $3.31 billion (94 percent) was obligated. The contracting office supported a broad industrial base of 336 distinct prime contractors. Activity was concentrated in the early and mid-2000s through 2018, when the center issued 69 awards; award volume then declined sharply to 15 awards in 2019, 6 in 2020, 2 in 2021, and 1 in 2022 as drawdown planning accelerated. The competitive base for recent awards was negligible — across the last five years of operations, only CACI Dynamic Systems, LLC received an award (1 contract for $894 thousand), representing 100 percent of contract count by award volume. The contracting office made no use of small-business set-asides; all 21,900 awards (100 percent) were issued without set-aside designation. One award was designated Service-Disabled Veteran-Owned Small Business, and six awards carried Partial Small Business language, representing less than 0.1 percent of the total portfolio.
No recent contract opportunities are open against this office. The Bagram Regional Contracting Center ceased operations as part of the Afghanistan withdrawal and is no longer accepting solicitations or awards.
