DEPARTMENT OF THE AIR FORCE

HEADQUARTERS 455TH AIR EXPEDITIONARY WING

BAGRAM AIRFIELD, AFGHANISTAN

APO AE 09352

8 June 2018

MEMORANDUM FOR ALL 455 ECS PERSONNEL

FROM: 455 ECS/CC

SUBJECT: 455 ECS Accountability Policy and Procedures

1. Fast and accurate accountability of all assigned and attached 455 ECS personnel and resources is critical after an indirect fire or complex attack against Bagram. All personnel need to know their responsibilities and must be prepared to execute them quickly. The 455 ECS standard is 100% accountability of all personnel, both on and off-duty, within 30 minutes of initiation.

2. All personnel shall be assigned a unique accountability number by the Communications Focal Point (CFP). This includes transient military personnel (i.e. E&I) and contractors. Arriving personnel shall check in with CFP no later than one hour after being picked up from the PAX or DFS terminal at BAF. Departing personnel shall check out from the CFP no later than one hour prior to departing for the PAX or DFS terminal.

3. Lodging is a key component of accountability. All personnel shall reside in the exact location designated by the 455 ECS First Sergeant. No lodging moves will be made without approval of the First Sergeant and processing through CFP to ensure the accuracy of accountability records.

4. Keeping CFP informed of your whereabouts when not in your work center or living quarters is another key to solid accountability. To ensure all 455 ECS personnel (military and contractor) can be contacted, everyone is required to sign an LMR out via hand receipt. When traveling off the ECS compound, all personnel shall notify CFP where they are going in sufficient detail that they may be easily located should the need arise. Also, when traveling away from the compound, at least one person per group shall have an LMR on hand if accountability or the mission needs arise.

Utilize the Wingman concept at all times when possible. Traveling by oneself should be rare, but if traveling alone you must take an LMR.

5. In the event of any type of attack, CFP is required to conduct accountability of all on-duty personnel. If directed, CFP may also conduct 100% accountability of both on and off duty personnel. Personnel in their work center or in their living quarters shall wait for CFP to call them, and then provide their accountability number and the accountability numbers for all personnel at their location. If CFP does not call within 15 minutes of an attack, then on duty personnel shall contact the CFP immediately to report their status. Personnel not on duty are required to maintain situational awareness for their personal safety or in the case the CFP is directed to conduct 100% accountability drill of all 455 ECS personnel.

6. Please direct any questions to the 455 ECS/CC at 447-4666 or 455ecs.cc@bgab.afcent.af.mil

7. This letter supersedes all previous letters, same subject.
