1. Question: Please advise the exact delivery location of the materials to provide pricing accordingly

1. Answer: Prices are needed for delivery throughout the CJOA (Afghanistan).

2. Question: Does the government need the construction materials in Afghanistan and in attached

BPA it is only item cost, no profit , no security and no delivery cost mentioned?

2. Answer: Yes, materials are only needed in Afghanistan. This is a FFP BPA and contactor’s price shall include all costs to the contractor.

3. Question: Can you confirm the payments will be made once the order has been delivered and not on an invoice cycle where two or more invoice are clubbed together for payment

3. Answer: The contractor shall follow the payment instructions listed in each call/order awarded to them.

4. Question: Will you require the potential BPA holder to stock the items in country?

4. Answer: The decision to stock items in country is a contractor’s business decision.

5. Question: You have mentioned delivery locations all over Afghanistan, is it possible to provide any specific location?

5. Answer: See Question 1 for response

6. Question: As per Terms of Agreement, we understood that all subcontractors are required to be registered at SAM prior to bid submission. What about suppliers/manufacturers aboard that we buy materials from them?

6. Answer: In accordance with the Terms and Conditions Paragraph 1. EXTENT OF OBLIGATION:

To be eligible and responsive for award, prime and all subcontractors must be registered at the time the quote is submitted and approved at time of award in Joint Contingency and Expeditionary Services (JCXS). U.S. companies must also be registered and approved in JCXS and System for Award Management (SAM) by the award date. In addition, all subcontractors at all tiers who will be contracted by the prime during the life of the contract shall also be registered and approved in JCXS and SAM by the award date. The contractor is required to submit a listing of all proposed subcontractors, at all tiers, to the contracting officer by the quotation date. If no subcontractors are expected to perform during the life of the contract, the prime must submit a negative response to the contracting officer before the award date. Failure to be registered in JCXS and SAM at the prime and subcontractor levels and failure to inform the contracting officer of the names of all subcontractors (or provide a negative reply) may deem the Quoter non-responsive and ineligible for award

Suppliers and manufacturers are considered subcontractors and need to be registered in SAMs according to the BPA Agreement.

7. Question: As per Terms of Agreement, all prices shall remain valid during the order period i.e. 5 years. Considering this i.e. 5 years period, Contractor may put some percent (%) as contingency for variations for safety purposes.

7. Answer. At time of annual review of the BPA the contracting officer may allow contractors to submit revised pricing.

8. Question: Location of Delivery of materials impact prices. Is it possible to give us some idea of

Location of Delivery if identified?

8. Answer: See Question 1 response

9. Q. Is it obligatory for contractors to quote complete requirement or we can quote portions of the requirement i.e. Electrical & Lighting, Plumbing, Hardware etc…(Not All Portions)?

9. Answer: The contractors may submit pricing for different commodities (per each tab on the excel worksheet).

10. Question: In reference to Sources Sought posting for W91B4N-18-A-8002 Construction Materials BPA, can you please clarify if prices are to be submitted when we respond to this Sources Sought?

10. Answer: The contractor shall submit pricing at time of response.

11. Question: In reference to Sources Sought posting for W91B4N-18-A-8002 Construction Materials BPA, many of the materials do not have detailed descriptions, can you provide better descriptions?

There are for example 10 Battery Switches and many items that say “washer” but no size listed or any specifications. We would need this information in order to provide accurate pricing data. See excel sheet attached 11: Answer: The Government has provided additional descriptions for materials (See Revised BPA List Attachment 1).

12. Question: "Unite of Issue" information not provided in BPA Material Price List Attachment 01?

12. Answer: The Revised BPA Price List Attachment 1 has removed Unit of Issue.

13. Questions:

a. Question: Is delivery of these materials required or only procurement?

a. Answer: The contractor shall procure and deliver all materials in accordance with the call/order.

b. Question: The price listing is only for materials and does not include shipping costs. It would be more “cost effective” for the Government to request prices as “FOB Kabul” and then request shipment costs to the designated sites upon time of delivery orders. If not, the contractor would have to include shipment costs to the most distant site into the pricing model in order to cover their delivery costs. For example, it would not be fair to the US Govt. for the contractor to quote a price for a pallet of lumber with the costs of delivery to KAF included when only 20% of the shipments of lumber are for KAF while 80% are for Bagram Air Base. A “flat fee” doesn’t work for a country as large as Afghanistan, especially when there are some sites which are more remote and dangerous than other and costs more logistically to supply.

b. Answer: The contractor shall submit their best terms from a price standpoint. The contractor prices proposed shall be used to fulfill call/orders throughout the CJOA (Afghanistan.)

c. Question: It is recommended that a list of delivery sites be provided and a cost per shipment to those sites be required of the contractor.

c. Answer: This is a FFP BPA and price should include all costs to the contractor.

d. Question: There is no stipulation in the Terms of Agreement as for the timeframe between notification of a delivery and the actual delivery time.

d. Answer: delivery information will be included in each individual call/order.

e. Question: Most of these materials are available in Afghanistan but some items will require importation from outside the country and those items will need a longer lead time. Since there is no guaranteed minimum order qty of each item; these items would need to be procured by the contractor upon notification of order by the US Govt. therefore, lead time of procurement and shipment will need to be taken into consideration.

e. Answer: The contractor shall deliver in accordance with the delivery schedule all materials in the call/order. The contractor shall identify to the Government any materials with a long lead time at time.

f. Question: It is recommended that the contractors who are selected under this BPA provide updated prices every 6 months because due to geo-political situations in Afghanistan, such as currently where the logistical routes from Hairaton and from Aqina are blocked, the costs of goods are increased by the concept of supply and demand.

f. Answer: At time of annual review of the BPA the contracting officer may allow contractors to submit revised pricing.

g. Question: Many of the items in the Price List attachment are generalized such as “Battery Switch” or “washer”. In order to price each item in the spreadsheet we will need specific sizes, types, etc... so that our procurement team can provide adequate pricing. Can you please provide better descriptions?

g. Answer: The Government has provided additional descriptions for materials (See Revised BPA List Attachment 1).

h. Question: An alternative concept of this requirement would be to require the contractor to establish a centralized supply point containing a minimum stock qty of each item that the military can draw from and be billed for each item supplied. Also, the transportation of these items to the supported military base would could billed separately.

h. Answer: The decision to stock items in country is a contractor’s business decision.

i. Question: Would a BPA contract for this requirement be awarded to multiple vendors who would then re-bid for each delivery order or would the vendors be awarded based on regions or sites?

i. Answer: In accordance with the BPA Materials Terms of Agreement, Paragraph 7, “It is the Governments intent to rotate the Calls/Orders to the Contractors that have been awarded a BPA. All Calls/Orders will be placed in writing. The materials list is not exclusive and may be expanded based on Government needs. Any additional items to be included in the BPA will be sent to all BPA holders for pricing prior to being added to the BPA Materials List.”

j. Question: What are the packing/shipping requirements for the goods supplied?

j. Answers: The contractor shall determine the packing/shipping based on call/order.

k. Question: Would this tender be a set-aside for only Afghan based companies?

k. Answer: This is a full and open competition requirement.

l. Question: Would resulting contract awards be based on LPTA or Price Realism?

l. Answer: This is a FFP BPA with LPTA
