About this file
This document is a Questions & Answers response for federal contract opportunity W9128F26QA040, Papio Mowing, updated March 24, 2026. The incumbent contractor is RNR Construction Company LLC under previous contract W9128F21P0051, which was awarded $85,250.00 for the base period and all four option years. The new contract involves mowing and vegetation control services at multiple sites, with the contractor required to submit a proposed schedule for up to three mowing cycles annually in a detailed work plan. Mowing frequency is at the Contracting Officer's Representative's (COR) discretion based on site conditions, with embankments potentially mowed up to three times per year when sod conditions permit. The contractor must obtain COR approval prior to performing any mowing and is responsible for monitoring and treating all vegetation control areas based on a "Zero Growth" threshold, with the growing season defined as April 1st through October 31st.
Tree removal requirements differ by location: at Flower Hill Levee (Item 0008), complete tree and woody vegetation removal is required in the base year only, with maintenance of clear conditions in option years; at Wehrspann Outlet Channel (Item 0002), cutting trees and woody vegetation less than three inches in diameter flush to the ground is an annual requirement concurrent with the first mowing. This is a 100% small business set-aside contract, requiring the prime contractor to comply with FAR 52.219-28 and ensure that use of subcontractors maintains the small business set-aside status. The contractor must complete a Basic (Contractor Self-Assessment) level cybersecurity assessment per DFARS 252.204-7020 upon award, and FAR 52.204-14 (Service Contract Reporting Requirements) will be removed in a forthcoming amendment.

Q. Vegetation Control & Growing Season (Items 0003, 0005, 0007)
a. Growing Season Definition: Could the Government define the specific months intended by the term "growing season" for all sites? (e.g., April 1st through October 31st?)
b. Spot Spraying Frequency: Section 5.8.1 mentions "periodic spot spraying" following the initial application. Is there a required minimum frequency for inspections/treatments (e.g., monthly), or is the Contractor expected to monitor and treat solely based on the "Zero Growth" threshold in Technical Exhibit 1?
A. Yes, the growing season is April 1st through October 31st, and yes, the Contractor is required to monitor, treat, and periodic spot spray all vegetation control areas based on the "Zero Growth" threshold in Technical Exhibit 1.
Q. Mowing Decision Process (Items 0001, 0004, 0006)
a. Trigger for Service: Mowing is listed as "Up to 3 times per year" and is not guaranteed.
Does the Government intend to issue a formal "Notice to Proceed" for each mowing cycle based on site conditions, or is the Contractor responsible for proposing a mowing date to the COR once the grass height reaches the 8-inch maximum limit described in Section 5.7.2.1?
A. The Contractor shall include a proposed schedule for all three mowing cycles in the required detailed work plan. A notification from the Contracting Officer’s Representative (COR) will be issued for each mowing.

a. Flower Hill Levee (Item 0008): Section 5.3.8 states this is for the "Base Year ONLY."

Is this tree removal at the Wehrspann Outlet intended to be a recurring annual task for every year of the contract, or a one-time clearing similar to Flower Hill?
A. This is an annual requirement concurrent with the first mowing. Contractor shall complete one (1) mowing of the outlet area, which will be concurrent with the first mowing of the project site. These mowing and trimmings are not guaranteed, as frequency shall be determined by the current condition of the mowing area with approval received from the Government Representative (COR) prior to the Contractor’s proposed mowing date.
