Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

1. Relevant Experience and Past Performance:

These references need to be equal to or similar in scope of this requirement. At least 2 completed projects must be provided. The contractor shall include years of experience for similar magnitude project, and dates and pertinent information of the project to demonstrate how the projects are comparable to this requirement in size and complexity.

Provide a point of contact for each project with POC name, phone number, active email address, and physical address.

The Government may contact some of each offeror's customers to verify that: (1) that the offeror was capable, efficient, and effective; (2) the offeror's performance conformed to the terms and conditions of the contract; (3) the offeror finished within contract time; (4) the offeror was reasonable and cooperative during performance; and (5) the offeror was committed to customer satisfaction. In evaluating past performance, the Government may also check other sources of information, including but not limited to: Federal, State and local government agencies, better business bureaus, published media and electronic data bases.

The quoter will receive a rating of exceptional for past performance that demonstrates successful completion of similar purchases on all references and the additional information retrieved from Contractor Performance Assessment Reporting System (CPARS) and from the Contracting Officer is favorable. The quoter will receive a rating of satisfactory for past performance that has at least one reference that demonstrates successful completion of similar purchases and the information from CPARS and the Contracting Officer is favorable.

The quoter will receive a rating of unsatisfactory for past performance that does not demonstrate any successfully completed similar purchases on the references and the additional information from CPARS and the Contracting Officer is not favorable.

2. Price:

The quote shall include all costs that might be incurred by the contractor during the contract such as, but not limited to, labor, travel (i.e., fuel, mileage, airfare), materials (i.e., tools, equipment, software, etc.), licenses, insurance, etc. The contractor shall provide the Price Schedule for the price factor with all unit and total prices completed. Any missing unit or total prices may result in the quote being rejected. All unit and total prices shall not exceed two decimal places.

The best value determination will be based on Factor 1 and 2 approximately equal in importance.

*If the quoter fails to provide any of the information stated in Factors 1 and 2 above, the government may determine the quote to be unacceptable. If it is in the government's best interest, the government may request additional information from the contractor, to make an award decision. After evaluation of all quotations, the award will be made to the contractor that represents the best value to the government.

(b) . The Government will evaluate offers for award purposes by Options (if applicable) adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) . A written notice of award or acceptance of an offer furnished to the Notice of award successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
