The contract covers approximately 40 acres across three locations: Wehrspann Lake Dam (Sarpy County), William Brothers Levee (Douglas County), and Flower Hill Levee (Douglas County). The contract is awarded on a firm fixed-price basis using a best-value evaluation approach rather than low-price selection. The base year runs from the date of award through March 31, 2027, with active performance from award through October 31, 2026, followed by an inactive period. Four optional 12-month renewal periods extend through March 31, 2031, each with similar active (April-October) and inactive (November-March) performance schedules.

The contractor must provide mowing and trimming of designated areas to maintain grass heights between 4-8 inches, perform vegetation control using EPA-approved pesticides in specified areas, and execute tree removal at Flower Hill Levee during the base year only. All work must be completed within five work days of scheduling, with up to three mowing cycles permitted annually based on field conditions and COR approval. The contractor must furnish all equipment, materials, labor, and supplies, including a minimum of two full-time/part-time employees and one 15-foot flex wing or flail mower. Key submittals required 14 business days before work begins include a detailed work plan, quality control plan, activity hazard analysis, accident prevention plan, list of E-verified personnel, and proof of insurance. Work hours are restricted to 6:00 AM–6:00 PM, Monday through Friday, excluding federal holidays and periods when government facilities are closed. The COR monitors compliance through periodic inspections using the Service Contract Inspection Report, with deficient work requiring correction within 48 hours at no additional government cost. Unacceptable performance may result in contract termination and contractor liability for completion costs.

5.4 Project Description: The location of the grounds keeping sites and maps delineating the mowing areas, vegetation control areas, outlet channel areas, fence lines to be trimmed, and the location of the gage houses and instrumentation are provided as Attachments 1, 2, and 3 in the contract documents. Quantities are approximate and may include items such as roadways and parking lots as total acreage was scaled from existing maps and aerial photographs. The following provides a description of the tracts/areas that are included in this contract:

5.4.1 Papillion Creek – Wehrspann Dam: Wehrspann Dam is located in Sarpy County, NE and consists of approximately 35.3 acres. The mowing, outlet channel, and vegetation control areas are shown in Attachment 1 of the contract documents. A description of the areas is provided below:

1. The mowing area, represented by the green shading, consists of approximately 31 acres.

The embankment is constructed with 3H:1V side slopes. Extreme caution shall be taken when working on, or near, steeply sloped embankments to prevent overturning equipment. There are thirty-two (32) piezometers, forty-four (44) miscellaneous instruments including survey markers, settlement gages, movement markers, spall embankment drain outlets, and inclinometers, two strong motion enclosures with external fencing and one gage house to be trimmed around. Two of the piezometers are located outside of the mowing area. Area around each and a path to the instrumentation shall be mowed and the instrumentation trimmed around to a minimum of a 20 feet diameter.

2. The outlet channel area, represented by the blue shading, consists of approximately 2.0 acres. The outlet channel is constructed with 3H:1V side slopes, but some slopes are nearly vertical and steeper than 3H:1V. These slopes will require hand work or alternative methods to complete the work. Extreme caution shall be taken when working on, or near, the steeply sloped outlet channel to prevent overturning equipment.

3. The vegetation control areas, represented by the yellow shading, consists of approximately 2.3 acres. The upstream embankment riprap, twelve (12) spall embankment drain outlets, articulated mats, plunge pool riprap, outlet channel riprap, and riprap stockpile must be sprayed with an EPA-approved pesticide to control vegetation.

Chemical application guidelines are required to be followed when applying the pesticide.

Extreme caution shall be taken when walking on riprap material on steep sloped embankments and banks to prevent personal injury.

5.4.2 Willliams Brothers Levee: The William Brothers Levee is located in Douglas County, Nebraska, east of 96th Street and south of Highway 36 at the north end of Cunningham Lake and encompasses approximately 4.2 acres. The project location and designated mowing and vegetation control areas are shown in Attachment 2 of the contract documents. Descriptions of the work areas are provided below.

1. The mowing area, represented by green shading, consists of approximately 3.5 acres. The embankment is constructed with 3H:1V side slopes; however, some areas are steeper and may require alternative methods to safely complete the work. Extreme caution shall be exercised when operating on or near steep embankments to prevent equipment overturning. A fence surrounding Corps property shall be trimmed as indicated in

Attachment 2.

2. The vegetation control area, represented by yellow shading, consists of approximately 0.7 acres. The riprap revetment protecting the toe of the levee embankment shall be treated with an EPA-approved pesticide to control vegetation, in accordance with all chemical application guidelines. Extreme caution shall be exercised when walking on riprap along steep embankments to prevent personal injury. All trees and woody vegetation within vegetation control areas and along fence lines shall be cut, removed, and treated with a fresh-cut pesticide. Vegetation control areas and fence lines shall be maintained clear of

5.4.3 Flower Hill Cemetery Levee: The Flower Hill Cemetery Levee is located in Douglas County, NE, between Fort and Ida Streets just east of 144th street and consists of approximately 4.6 acres. The location, mowing, tree removal, and vegetation control areas are shown in

Attachment 3 in the contract documents. A description of the areas is provided below.

1. The mowing area, represented by the green shading, consists of approximately 3.4 acres.

The embankment is constructed with 3H:1V side slopes. The crest and slopes of the levee embankment are gently rolling due to cosmetic enhancement. Extreme caution shall be taken when working on, or near, steeply sloped embankments to prevent overturning equipment. There is a gage house in Attachment 3 that shall be trimmed around.

2. The vegetation control area, represented by yellow shading, consists of approximately 0.9 acres.

3. The tree removal area, represented by bright green shading, consists of approximately 0.3 acres. All trees and woody vegetation within tree removal area shall be cut flush with the ground, removed, and treated with a fresh-cut pesticide and spot treated as necessary to eliminate all trees and woody vegetation in the tree removal area. Trees that are grown into or entangled in the fence lines may require alternative methods and hand work to remove the trees as much as reasonable possible without damaging the entangled fence fabric. The tree removal area and adjacent fence lines shall be maintained clear of woody vegetation for the duration of the contract.
