Questions and Answers Document

CRREL Flooring Repair Services Notice ID: W913E525Q1412

The following questions and answers are provided for informational purposes only:

Question 1: How would you like your proposal written and structured?

Answer 1: Please provide a quote in accordance with the SOW and bid schedule.

Question 2: There is not an attachment method specified for either product type. Please provide how you want the carpet and vinyl plank attached to the subfloor?

Answer 2: Please reference the revised SOW, page 2, “Scope of Work” paragraph which states the following: “All flooring installation shall be executed in accordance with the manufacturer’s requirements.”

Question 3: Also, there is no site visit listed, is there an opportunity for a site visit?

Answer 3: Please reference the revised SOW, page 1, “Summary” paragraph which provides the site visit information for 04 Dec 2024 at 9:00 am EST and 06 Dec 2024 at 9:00 am EST.

Question 4: Is the contractor responsible of disposing of the materials after finishing the job?

Does the original floor need to be removed?

Answer 4: Yes, the contractor is responsible for disposing of all materials to include original flooring that will be removed to prepare for new floor install. Some areas are already down to the bare concrete and others will require old flooring removal and leveling to prep for install.

Please reference the revised SOW, page 2, “Scope of Work” paragraph which states the following: “The contractor will be responsible for disposal/removing all old and any excess flooring materials from the site.”

Question 5: Do you have a set of prints for this project?

Answer 5: Please see attachment labeled “IEF 2nd Floor Plan”.

Question 6: Are there any drawings or layout plans with measurements for my team to review?

Answer 6: Please see attachment labeled “IEF 2nd Floor Plan”.

Question 7: Do we need to work exclusively with the site manager for site visit? My team cannot make the 12/4 due to other commitments.

Answer 7: Yes. Please reference the revised SOW, page 1, “Summary” paragraph in which an additional site visit has been added for 06 Dec 2024 at 9:00 a.m. EST.

Question 8: We are inquiring about the access to the facility. Is this facility housed within a military base and or requires special approval/access for construction workers?

Answer 8: Yes, it is on a secured Government facility and requires individual security clearance to access. Also, please reference the revised SOW, Security Requirements, pages 4-7.

Question 9: Is there an incumbent? If so, what is the contract number, value and the name of the company?

Answer 9: There is no incumbent for this requirement.

Question 10: At the walkthrough, it was noted that some offices have new carpet and those are to be excluded from the scope. Can we get a list of which offices/areas we are to exclude?

Answer 10: Offices/Rooms not needing carpet are as follows: RM 208,216,212,217,215

Question 11: Are we to price actual quantities or the quantities given on page 2 of the SOW?

Answer 11: Quantities are based upon actual measurements obtained and calculated during site visit.

Question 12: How would you like the titled solicitation submitted?

Answer 12: Please reference the combined synopsis/solicitation which states the following:

“Quotes are due 13 December 2024 by 12:00 PM (Central Time Zone): Quotes will be accepted by email only to: Anna.Crawford@usace.army.mil and lashanda.d.areghan@usace.army.mil.

For information concerning this solicitation contact Anna Crawford and LaShanda Areghan via email at the above email addresses.”

Question 13: I just wanted to ask again if a bid bond or technical were going to be required for this bid?

Answer 13: A bid bond is not required. A technical and cost quote are required. Please provide a quote in accordance with the SOW and bid schedule.

Question 14: Also, on the visit it was stated that some of the rooms with newer carpet will not be part of the scope, how many rooms is that exactly and which rooms are they?

Answer 14: Please reference Question and Answer #10.
